DESCRIPTION DU POSTEContrat : Long-termeDate limite de candidature : 06/10/2020Lieu : Afrique du SudProjet : Technical assistance to the Gender Equality and Women Empowerment budget support programmeObjective: enhancement of the South African government capacities to include gender issues in its policy and programme management cycle at national, provincial and local levels.
Provision of technical assistance to the implementing Government Departments, the National Treasury and the EU Delegation in the implementation of the GEWE project’s main components through:
 • Support to the Programme Steering Committee and the implementation of the pilot projects funded through programme funds • Support to the Government in particular the DWYPD (Department of Women, Youth and Persons with Disabilities) in coordinating all stakeholders within the sector, organising and facilitating sector policy dialogue(s) • Technical support relating to integration of gender priorities withing planning and budgeting instruments, costing, budget analysis, monitoring and evaluation of Government Departments.
This technical assistance is composed of : • A gender specialist, for 330 days of work • A programme management specialist, for 330 days of work • Non-Key experts, for a total of 88 days of work.Project duration is 3 years.
QUALIFICATION Specific tasks :
 • Provide technical and secretarial support to the Project Steering Committee, including preparing agendas, invitation, minutes and required reports. • Provide technical support to Departments to monitor GEWE projects through an M&E framework which captures disaggregated data and is reported on regularly to the PSC, • Monitor and track the performance of KPIs (1, 2 and 3). • Draft the terms of reference for the mid-term and final evaluation. • Review, if necessary, theory of change of the programme, baseline and logical framework indicators and address any information gaps through survey or other relevant data collection tools. • Provide technical and secretarial support to ad-hoc working committees established and to annual and ad hoc policy dialogues by the PSC. • Oversee administrative assistance to carry out secretarial and logistical duties.330 days overall. Minimum of 200 days on site, taking into account applicable COVID-19 restrictions, work plan outlining days to be worked out within the inception plan.
Qualifications and skills • Education at least Master’s degree in the fields of social sciences, gender studies, monitoring and evaluation, performance management, project management or a related discipline or, in its absence, a Bachelors Degree and at least twelve (12) years of equivalent professional experience.
General professional experience • A minimum of six (6) years of relevant experience in the areas mentioned above.
Specific professional experience • A minimum of three (3) years of experience in project management, including monitoring of project implementation. • At least two (2) experiences in developing monitoring and evaluation frameworks. • At least two (2) experiences working on policy development or programme development related to gender based violence.
Preferred experience • Previous experiences in working with the South African government will be an advantage • Previous experiences in working with EU funded programmes will be an advantage.
Soft skills • Excellent communicator with good interpersonal and stakeholder relations/management; • Excellent report writing skills and graphical presentations.
Language skills • Proficiency in English (writing, speaking, reading).
