OVERVIEW OF THE FUNCTIONS OF THE POST Background:The second edition of the Biennale of Luanda – “Pan-African Forum for the Culture of Peace”, organized by UNESCO, the African Union and the Government of Angola, will be held in Luanda, Angola from 4 October to 8 October 2021 (5 days).

The health context linked to the COVID-19 pandemic made it necessary to organise a hybrid event, combining physical and virtual elements, in order to ensure maximum participation and outreach of our event. The overall objective is to maximize participation and engagement of « virtual » participants and audience between each other and with physical participants.
The five-day programme shall be organised around the following sequences:Opening Ceremony
Intergenerational dialogue of leaders and youth;Thematic and good practice forums;Launch of the Alliance of Partners for a Culture of Peace in Africa;Festival of CulturesClosing CeremonyWork assignment: Under the overall authority of the Director of the UNESCO Antenna in Luanda and International Coordinator of the Biennale of Luanda, with the assistance of the UNESCO technical team (CLD), the Communication Officer of the Luanda Antenna, and other external partners contracted by UNESCO and the government of Angola, the Contractor will ensure the event coordination of the above-mentioned sequences throughout the 5 days of the event, which will both be held physically in Luanda and online.
In this framework, the Contractor will carry out the overall technical and artistic supervision of the programme in coordination with UNESCO technical team (CLD), Angola’s technical team, and online platform/studio providers. His/Her tasks will include:
Opening and Closing Ceremonies:General coordination of these two sequences;
Support to the programming and preparation of the stages for the Ceremonies;Elaboration of instructions for the master.s of ceremony (MC) and speakers and transmission team;Reception, assessment and transmission of deliverables (videos, music, etc.);Contact with the MC to organize the unwound of the Ceremonies;Contact with the Angolan Government to organize the unwound of the Ceremonies.

Support to the programming and preparation of the stages for the Dialogue;Elaboration of instructions for the master.s of ceremony (MC) and panelists and transmission team;Contact with the various panelists to prepare their intervention;Reception, assessment and transmission of deliverables (videos, music, etc.);Contact with the MC to organize the unwound of the various ceremonies. Thematic and good practices forumsGeneral coordination of this sequence;
Support to the programming and preparation of the stages for the Forums;Elaboration of instructions for the master.s of ceremony (MC) and panelists and transmission team;Contact with the various panelists to prepare their intervention;Reception, assessment an transmission of deliverables (videos, music, etc.);Contact with the MC to organize the unwound of the various thematic sessions.
Launch of the Alliance of PartnersGeneral coordination of this sequence;
Support to the programming and preparation of the stages for the Launch of the Alliance of Partners;Elaboration of instructions for the master.s of ceremony (MC) and panelists/partners and transmission team;Contact with the various panelists/partners;Reception, assessment and transmission of deliverables (videos, music, etc.);Contact with the MC to organize the unwound of the Launch of the Alliance of Partners. Festival of CulturesGeneral coordination of the various sequences of the Festival of Cultures in coordination with the local event manager;
Support to the programming and preparation of the stages for these sequences;Elaboration of instructions for the master.s of ceremony (MC) and artists and transmission team;Contact with the various artists (potentially);Reception, assessment and transmission of deliverables (videos, music, etc.)Contact with the MC to organize the unwound of the Festival of Cultures.
CommunicationCoordinate the visuals proposals for each sequence of the Biennale (waiting page or “stills” and background for participants) in three linguistic versions (EN, FR and PT);
Coordinate the visuals proposals for the stage (backdrop); Coordination with the technical teamsProgramme monitoring (including Checklist of passages on the stage);
General coordination and support to serve as a liaison officer between the different parties involved;Advise and coordinate the elaboration of the unwound (“déroulé”) of the conference with 2 potential scenarios;

Drafting an overall final report of the mission The applicant must provide a detailed written proposal on the services she/he intends to provide and justify the amount for each of these services.

REQUIRED QUALIFICATIONS Education :Master 2 or equivalent in communication, information, marketing or other relevant subjects.

Experience and competencies:Minimum of 5 years of relevant experience in the domain of communication, information, marketing or other equilavent.
Language:Knowledge and fluency of English (written and oral) is required .

Good knowledge of Portuguese and / or French would be an asset.
