ORGANIZATIONAL SETTING

 FAO’s vision for sustainable food and agriculture is that of a world in which food is nutritious and accessible for everyone and natural resources are managed in a way that maintain ecosystem functions to support current as well as future human needs. Where farmers, pastoralists, fisher-folks, foresters and other rural dwellers have the opportunity to actively participate in, and benefit from, economic development, have decent employment condition and work in a fair price environment. FAO also considers that: 

i)    hunger and poverty can be eliminated by 2030 through a combination of social protection measures, targeted pro-poor investments in productive activies as well as targeted nutrition initiatives (Regional Initiative 1)

ii)    It takes a food systems approach with two integrated components, namely sustainable production intensification and inclusive value chain development with special consideration to gender, youth, governance and climate change perspectives, as further outlined (Regional Initiative 2); and

iii)  Increasing the resilience of people and their livelihoods to these threats and crises as a key cornerstone to achieving food and nutrition security (Regional Initiative 3)

The Thematic Coordinator will be hired by FAO Angola Representation, under an NPP contract and should work closely with Program team on providing substantive technical expertise on evidence-based planning and reporting. The thematic specialist will support the Program on planning, management, monitoring and evaluation of programmes and projects, to ensure evidence based, results-focus and quality interventions. 

Reporting Lines

Thematic Coordinator reports to FAO Representative Assistant for Program (A-FAOR-P).

Technical Focus 

Under the overall guidance and direct supervision of the FAO Representative Assistant for Program, the Thematic Coordinator´s main responsibility is anchor in governmental policies and strategies and supports FAO’s Country Programming Frameworks and builds on existing programmes, projects and initiatives. He or she should strengthen and develop strategic partnerships around the 03 thematic areas of IR1, IR2 and IR3, thereby serving to provide critical entry points and opportunities, to fill gaps, to mobilize resources and to generally catalyse the implementation of relevant country and regional level strategies and plans.

Tasks and responsibilities

The incumbent will lead the following general tasks: 

•    Ensure that Program Unit  has a clear and comprehensive management and monitoring of IR´s framework

•    Provide technical support to the Program Assistant  in meeting corporate project´s Quality Assurance requirements and standards results

•    Provide technical support to projects in the implementation of evaluation plans and reports

•    Development of partnerships for promoting strong impacts results between sectors 

•    Support the FRANG Representative and Program Unit in ensuring portfolio management and regular monitoring at technical level

•    Actively contribute in the preparation and implementation of the Integrated Work Plan and Annual Work Plans specially from the development and programme perspective aligned with Regional Initiative framework

•    Advise on strategies policies and plans affecting the projects, delivery of advisory, knowledge;

•    Conduct analysis for measuring FAO Strategic objectives

•    Support to the development by providing data/information input streams for the purposes of projects planning and coordination

•    Review Evaluation Reports and assist Programme in the preparation of management response 

•    Ensure regular updating and management on the corporate evaluation system database 

•    Appraise, review and provide technical advice to improve the quality of substantive and process-related aspects of regional and country-level evaluations including the Annual Report.

•    Undertake any other related duties as assigned or defined by FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    University degree in agricultural, economics, agribusiness development, development studies, social sciences, mathematics,  statistic, environment science,  phytopathology, nutrition,  or other relevant discipline

•    Working knowledge of English or French 

•    National of Angola 

•    At least 03 years of relevant experience at national or international level

Selection Criteria 

•    Experience in project proposal preparation and submission to international organizations 

•    Ability  to work under pressure and adapt to an evolving and complex context and within multidisciplinary and different cultural background teams; 

•    Strong IT skills and writing/redaction and edition of documents

•    Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers, UN partners, donors or NGOs; 

•    Advanced knowledge in the usage of computers and office software packages, experience in handling of web based management systems.
