Job Description

Background and Organizational Context

The Government has embarked on expanding industrial base and see it as an opportunity to enable Angola to fulfil its economic goal of economic diversification and attaining middle income economy by 2024. The emphasis is for industrialization that absorbs the rapidly growing labour force, boosting local production, produce products and services that are competitive in the domestic and international markets and improve people’s livelihood. The industrial sector will link with other sectors of the economy. Agriculture-based industry is particularly important for developing Angola and is a first step towards the structural transformation of the economy.

To foster economic diversification, employment and manufacturing value-added sectors, the government is in process of approving the Industrial Development Plan of Angola 2025 (PDIA). The PDIA aims to boost domestic manufacturing in alignment with the PRODESI through four major actions: i) the reform of the legal framework; ii) improvement of the human capital; iii) more investments in infrastructure; and iv) the promotion of innovation and competitiveness with a focus on MSMEs.

UNDP is supporting the Ministry of Industry and Trade (MINDCOM) to implement the Small Rural Industry Promotion Program (PROFIR) . The PROFIR aims to bring about the structural transformation of the Angolan economy from one based on agriculture to one driven primarily by industries. The project is supporting the establishment of policy framework directing governments to intervene to remove structural bottlenecks and improve information flow and coordination. The policy framework for industrialization, therefore, seeks to provide incentives, improve capabilities, and provide an appropriate institutional framework that will ensure that an industrialization process is led by the private sector.

Duties and Responsibilities

The Agri-Industrial Business Specialist, will work in collaboration with the UNDP Ministry of Industry and Trade, and connect with UNDO to carry out the following tasks:

Technical and Programmme Support:

Provide technical and programmatic support to the Ministry of Industry and Trade and specialist team working on the successful planning, delivery, and implementation of PROFIR activities;

Provide technical inputs to the design of assessment tools that would determine the current capacities and gaps of the PIRs and of Angola Institute for Innovation and  Industrial Development (IDIIA );

Support efforts to create and enable an effective, coherent, and comprehensive framework for the PROFOR activities, within the framework of rural industrial development and supply development in line with UNDP CO portfolio approach;

Serve as interlocutor between UNDP and Ministry of Industry and Trade and and institutions (public, private and IFIs) partnering on the Private Sector Development Programme for Angola.

Policy Advice

Provide technical expertise to Ministry of Industry and Trade on rural industry development, with substantial input in the areas of responsible business and MSMEs development;

Produce technical ToRs that will facilitate an a appropriate legal framework development the rural industrial parks (PIRs);    .

Plan and supervise conduction of capacity building activities such as study tours, workshops and training for Angolan officials in the area of agribusiness and agro-industrial processing and development;

Ensure technical coordination with partners, stakeholders, and other agencies and develop strategic partnerships with other local, regional and international actors involved in technical assistance to private sector and agro-industrial processing and development;

Support access and spread knowledge of relevant international instruments and guidelines among Iraqi counterparts in public and private sector.

Partnerships and support to Resource Mobilization

Support to a resource mobilization effort for implementation of the Programme activities. Analyze key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support agro-industrial processing and development initiatives;

Ensure that regular reporting is provided to the AfDB and Government stakeholders (Ministry of Industry and trade and Ministry of Economy and Planning and IDIIA, that satisfy the need for informative, clear and transparent reporting that places on record all significant events, progress and outstanding issues, and that monitors the drawdown of the project’s resources;

Coordinate and ensure coherent reporting by all implementing agencies.

 Ensure effective implementation of project operations (finance, asset management, administration, HR) in line with UNDP corporate rule, regulation and policies

Assist in selection of project experts and consultants and participates in selection process if required;

Prepare inputs to ToRs, technical specifications, RFP/RFQ, bills of quantities;

Assist in evaluation of bid and offers, compiles and prepares documentation (bid opening report, evaluation and selection reports);

Support sound financial management of the Project (including financial reporting) in close cooperation and collaboration with Project Manager and/or the UNDP staff designated for financial/administrative issues;

Document files for the Project;

Fulfill additional tasks relevant to the job, as required.

Facilitate knowledge building and knowledge sharing

Conduct training and/or helping organize training events and activities;

Collect and compile lessons learned and best practices in financial management and services. Disseminate to clients and stakeholders as appropriate to build capacity and knowledge;

Contribute to financial business operational practices and management innovation;

Supervise and guide staff and personnel under responsibility, as applicable, provide technical guidance and monitor performance to ensure delivery of results according to plans and standards of accountability and performance.

Institutional Arrangement

Under the guidance and supervision of the UNDP Sustainable Development and Inclusive Growth Programme Specialist, the Agri-Industrial Business Specialist, will work in collaboration with the UNDP Ministry of Industry and Trade and connect with UNDO.

Required Skills and Experience

Education

Master’s degree in Agribusiness Management, Agricultural Economics, or other related discipline.

Experience

Minimum 5 years of proven knowledge and experience in agri-business; 

Experience in running agri-industrial business corridors, agribusiness projects development and management, agribusiness enterprise, e-marketing, or any other relevant fields; 

Experience in capacity assessment, design and implementation of training modules on agri-business; 

Experience in coordinating common interest efforts of multiple stakeholders and partners; 

Experience in stakeholder engagement and building effective Partnerships; 

Ability to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams; 

Strong analytical skills and knowledge of economic clusters/corridors, agri-industrialization, agribusiness technology incubators, agribusiness projects development and management, and national innovation strategies in agriculture in the context of Angola; 

Coordination skills with strong individual planning capacity; 

Experience working with international organizations, high-level government officials representing central government bodies and local administrations; 

Prior experience with UN projects or other international organizations is an advantage; 

Prior working experience in Angola or Africa is an asset.

Language

Fluency in both written and spoken English is required

Working knowledge of Portuguese or Spanish is an added advantage
