Organizational Setting
The consultant will be hired by FAO Angola Representation, under a National Project Personal (NPP).
The Monitoring and Evaluation (M&E) assistant should work closely with Program and Operation team on providing substantive technical assistant on evidence-based monitoring, planning, reporting and evaluation. The M&E assistant will support the Program on the monitoring of Program and projects, to ensure evidence based, results-focus and quality interventions. She or he will support the design and implementation of the monitoring systems, data collection methods, evaluations, accurate and coherent information to assess the performance and impact of program and projects. S/He also will support Operation team in preparing of progress reports against set targets and indicators on the Corporate Planning System, with an analysis of evidence of progress towards planned outcomes and outputs according to schedules, budgets, and inputs provided through the FAO assistance and support.
Reporting Lines
M&E assistant reports to FAO Representative Assistant for Program (A-FAOR-P).
Technical Focus
Under the overall guidance and direct supervision of the Operation officer, the Monitoring and Evaluation assistant main responsibility is to support the management and implementation of FAO portfolio projects through monitoring, evaluation and reporting in line with corporate requirements. The incumbent will ensure that proper monitoring and evaluation is carried out at outcome level and will provide input to extracting and capturing lessons learned. The Monitoring and Evaluation assistant will also provide support to periodic reporting to ensure that reports cover outcome indicators and strategic information on results and impact of interventions.
Tasks and responsibilities
The consultant will lead the following general tasks:
• Provide technical support to projects in the implementation of evaluation plans and reports
• Suppor the development of partnerships for promoting M&E best practices
• Support the Operation Unit in ensuring portfolio management and regular monitoring, at technical and operational level, including update of FAO systems (FPMIS, IMIS, COIN, GRMS)
• Track progress of projects through dash board and provide regular updates to the Operation unit
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in social sciences, statistics, development studies or related areas
• Working knowledge of English or French
• Advanced knowledge in the usage of computers and office software packages, experience in handling of web based management systems.
• National of Angola.
• At least 3 years of relevant experience at the national or international level in monitoring and evaluation, including hands-on experience in design, monitoring and evaluation of development projects and establishing relationships among partners;
Additional Selection Criteria
• Knowledge of FAO’s project management systems (FPMIS, IMIS, PIRES)
• Knowledge of sampling and questionnaire design;
• Experience in designing and implementing country level M&E and trainings;
• Ability to work under pressure and adapt to an evolving and complex context and within multidisciplinary and different cultural background teams;
• Strong IT skills.
• Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers, UN partners, donors or NGOs;
