Organizational Setting

 The consultant will be hired by FAO Angola Representation, under an NPP contract national consultant contract.

The main aim of FAO Country Offices, which are headed by an FAO Representative, is to assist the governments to develop policies, programmers and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

 The consultant reports to the FAO Representative in Angola. He/she will work in close collaboration with Programme Unit and in consultation with the relevant technical units in FAO Angola, the Sub-regional Officer (SFS), Regional for Africa (RAF) and headquarter (HQ).

Technical Focus

 The Economist will be responsible for the planning and preparation of analytical appraisals of current FAO Angola portfolio, and prospective macroeconomic situations at country and global level. The consultant may conduct field missions.

Tasks and responsibilities

The consultant will lead the following general tasks:

 Analyse the food supply/demand situations in the country or regions and monitor available information (including satellite-based imagery) on crop prospects, food production and consumption, trade, stocks, prices and policies.

Contribute to UN Country Framework reports, FAO internal analysis and other economic reports, within special alerts aligned with international standards

Participate in the development and updating of methodologies for FFS, Value chain enforce, supply/demand analysis, and food security and vulnerability assessment

Prepare recommendations for rural interventions based on analysis of the indicators for Angola and the regions

Organize, participate and lead task forces with economic vision/component

Build and support networks at country and regional levels to assure the regular flow of data analyzes at micro and macro economics.

Maintain close collaboration with other FAO units, FAO Representations as well as relevant national and international institutions and NGOs

Provide contributions to FAO’s Strategic Objectives, IRs and Hand-to-Hand initiatives and FAO publications.

Provide technical support to concept notes and ongoing projects in the area

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Advanced university degree in economy, statistics, development studies or related areas

Working knowledge of Spanish and English (Portuguese is an asset).

Advanced knowledge in the usage of computers and office software packages, experience in handling of web based management systems.

National of Angola.

At least 10 years of relevant experience, including hands-on experience in analysis, planning, monitoring and evaluation of development projects and establishing relationships among partners;
