Chemonics seeks a Senior MIS Manager for the ongoing USAID’s Global Health Supply Chain Program – Procurement and Supply Management project (GHSC-PSM)in Angola. The project aims to be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Senior MIS Manager will report to the Health System Strengthening (HSS) Director and take the lead in the implementation, training, and supervision of eLMIS at the national level. This role will involve providing technical and operational guidance to all users of eLMIS. The Senior MIS Manager will be responsible for the operational support of the eLMIS platforms, providing first-line support to internal users, external users and project partners, helping them with hardware and software problems, and support with process and procedural issues. He will work as a seconded technician at the Ministry of Health (MINSA) with a collaborative and dynamic team and support the national software implementation of a logistics management information system. The Senior MIS Manager will have mastery of IT and logistics and use that knowledge to improve system interaction and solve problems for users in the supply chain. This role proactively guarantees the availability of the system and assists in the training and qualification of system users in all implementation sites nationwide. Regular trips to the provinces and municipalities will be necessary. The Senior MIS Manager will be responsible for the team and the management of deliverables and communications with headquarters and subcontractors on eLMIS implementation. Responsibilities include:Monitor and ensure that all eLMIS reporting sites are actively using the system, are to meet their responsibilities on time.
Work closely with warehouses and provincial warehouse staff to support the supply chain’s logistical functions.Identify and remove any barriers to the efficient and effective use of the system at all locations with the operational support team.Work and collaborate with the administrators and employees of the Operational Support team at MINSA and the key points in the provinces.Teach and mentor MINSA employees to manage the system and ensure that all data, processes and documents are maintained in accordance with good practices, policies and operational requirements.Develop and maintain operational support documentation and procedures, and mentor employees in the sustainable use of these documents.Provide training in the workplace and support in the area of ​​1st and 2nd level technical assistance to key persons located in MINSA, including the three national departments and national programs.Provide support to users and administrators in the configuration of the system, in the provisioning of the user account and in the maintenance of the master data, in order to maintain the security and integrity of the data.Provide and support training activities for software implementations and all locations are maintained in accordance with good practices, policies.Work and improve the project documentation for the national, provincial and municipal implementation of eLMIS;Advocate for and collaborate with partners in the supply chain in reporting and focus on improving management and understanding of supply chain decisions and early detection of potential stockouts, expirations and inventory surpluses.Manage the holding of workshops to collect requirements and identify a solution for the municipal expansion of a supply chain reporting system.Review of subcontractors’ documents and deliverables to ensure good performance.Provide input to a national data architecture, including data definitions and reconciliation processes.Any other duties assigned by supervisor
Qualifications:University degree in technology, IT, IT engineer and / or logistics.
More than 7 years of proven experience in a similar role; Experience in implementing software solutions. Preferable experience in working with other NGOs; Experience in international companies will be an asset.Ability to read and write in Portuguese correctly; and be fluent in English.Training and certification in the area of ​​operations and training is an advantage.Knowledge of logistics and supply chain procedures and processes is a requirementPossess advanced experience and knowledge of database and reports.Possess advanced knowledge in a programming language would be desirable; Knowledge of cloud technologies (AWS, AZURE, GCP, etc.); Knowledge of Ubuntu (Linux), Windows 7 and Windows 10 operating systems.Advanced domain of the office package (Outlook, Word, Excel and PowerPoint); Domain of support implementation tools (eg Microsoft Project, Jira, etc.). Domain of collaboration tools (eg Microsoft Planner, Trello, Asana, etc.)Have experience in supervising team members and positive collaboration in a team, Desirable experience as a senior coach.Have excellent references from previous works.Ability to work under pressure and motivation to take on other different tasks and duties.Experience with advocacy and training is desirable.
