CARING – INNOVATING – TOGETHER:

Since its creation in 2009, ALIMA has treated more than 3 million patients and today deploys its operations in 11 African countries . In 2018 we developed 41 humanitarian medical response projects to meet the needs of populations affected  by conflicts, epidemics and extreme poverty. All of these projects are carried out in support to national authorities through nearly 330 health facilities (including 28 hospitals and 300 health facilities). Whenever possible We work in partnership with local NGOs to ensure that our patients benefit from the best and most relevant expertise wherever it is, whether within their own country or in the rest of the world. In addition, to improve the humanitarian response, We are carrying out operational and clinical research projects particularly in the field of the fight against malnutrition and hemorrhagic viral fevers

ALIMA’S TEAM: more than 1800 people are currently working for ALIMA. The field teams, closest to the patients, receive their support from coordination teams generally based in the countries’ capitals. These receive support from the 3 desk teams and the emergency and opening team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working to raise funds and represent ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of other organizations such as  medical NGOs BEFEN, ALERT Health, SOS Doctors / KEEOGO, AMCP, research organizations PACCI and INSERM, Bordeaux or Copenhagen Universities, the INGO Solidarités International and many others.

ALIMA, INSERM (French National Institute of Health and Medical Research), the Ivorian research institute PAC-Ci (Ivory Coast ANRS Cooperation Program) and the ISPED (Public Health Institute for Epidemiology and Development at the University of Bordeaux) created the Clinical and Operational Research Alliance (CORAL) partnership entity in 2016. CORAL has both the scientific expertise of clinical and epidemiologic research combined with operational medical capability to advance the development of prevention and treatment of common diseases, diagnoses and vaccines for the most lethal diseases. The purpose of this platform is to conduct sound research that will provide high-quality evidence leading to  improved practices that will save populations directly at risk, as well as to anticipate potential crises.

In addition to CORAL, ALIMA is also partnering with other academic institutions: Oxford, NIH, Yale School of Public Health, Toronto SickKids Hospital.

COUNTRIES WHERE WE WORK IN 2020: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan, Mauritania.

THE WORK WE DO covers: Primary and Secondary Health Care, with a main focus on children and women – including treatment and prevention of acute malnutrition, maternal health, mental health, response to epidemics (Ebola, Cholera, Measles, Dengue, Lassa Fever), surgery, displaced populations, and gender based violence.

GOVERNANCE ALIMA is governed by a Board of Directors of 10 elected positions and 4 co-opted positions from representatives of West African partner NGOs.

WHAT DO WE DO ?: Malnutrition, Maternal Health, Primary Health, Pediatrics, Malaria, Epidemics (Ebola, Cholera, Measles, Dengue, Lassa Fever), Hospitalization, Emergencies, Gender Based Violence, Opening / Closing.

ALIMA in South Sudan 2019/2020

ALIMA have been present in Raja town and Raja County since the past years. Indeed, since 2017, ALIMA has been implementing (in consortium with SI) different projects in the area (funded by OFDA and GIZ).

Since 2017, ALIMA aimed at addressing the different health and nutritional needs delivering primary and secondary health and nutrition care for the most vulnerable population.

ALIMA provides primary and secondary health and nutritional care through mobile clinics and in Deim Zubeir PHCC, and Raja hospital.

ALIMA also strengthens and improves the capacities of partners in the field. ALIMA is working in close collaboration with AFOD on the management of children under 5 suffering from SAM.

On the other hand, ALIMA also works in close collaboration with the MoH as some of its health workforces are part of the health team within Raja hospital. In 2019, ALIMA widened its scope of intervention by integrating the management of sexual and reproductive health (SRH) activities within Deim Zubeir PHCC and Khor Shamam PHCU.

Aside from its presence in Raja County, ALIMA supports primary health care in Aweil East in close partnership with the MoH (vaccination campaigns). In 2019, ALIMA could scale up its response providing

primary health care to the most vulnerable population through one mobile clinic and 1 fixed site. ALIMA also responded alongside with the MoH to the abnormal malaria peak from September to November 2019.

Finally, the organization is also strengthening the capacities of the State and National Rapid Response Team, leading a consortium (with Concern Worldwide and GOAL).

The projects aim at increasing their response capacities in the scope of the Ebola outbreak in South Sudan, targeting 7 high risk areas.

By joining ALIMA, the RPC will integrate into a young and dynamic organization and contribute to its associative development as well as its operational impact on the field. The RPC will have the opportunity to manage challenging and innovative medical programs in the line of ALIMA’s values and objectives while bringing his/her humanitarian experience.

Position to be based : JUBA – SOUTH SUDAN

MAIN OBJECTIVES

The position holder will ensure the efficiency of the health system in South Sudan, through strengthening rapid response teams capacity. The position holder will ensure the expertise and adequate resources are available to capacitate and mitigate the risk of infectious diseases. The position holder should have innovative ideas to strengthened resilience, contain and reduce the spread and cross-contamination in the Covid-19 pandemic.

To achieve the above, the key activities will include, but not limited to:

• Formulating Objective #2 of the Country emergency response strategy in light of political, economic and  outbreaks.
• Acting as the key contact with UN agencies specifically WHO, UNICEF and Consortium members (GOAL, CONCERN and HI) NGOs, local authorities, donors to support the MoH national Covid-19 response strategy.
• Acting as a focal point for emergency deployments  in the country to issue policy recommendations in collaboration with WHO field coordinator and the Head of Mission.
• Contribute to maintaining relationships with the South Sudan Relief and Rehabilitation Commission (RRC), Ministry of Health and the Ministry of Humanitarian Affairs.
• Keep regular contacts with donors representation in the country in collaboration with the Head of Mission.

MAIN ACTIVITIES

The Emergency Coordinator is responsible for consortium operational response, S/he works in close collaboration with the mission coordination teams defines and plans the Project objectives and priorities, identifying the Rapid Response Team needs, analyzing the context and the Ebola/COVID-19 preparedness and response. S/he ensured that the project meets the human and financial needs. S/he coordinates with other consortium members and in close collaboration with the mission coordination, its implementation in order to efficiently meet the goals as well as to improve targeted population’s health conditions and humanitarian situation.

At the National level, the Emergency Coordinator will focus on

Supporting the work of ALIMA Country Office at the national level on technical, managerial and administrative operations of response required for Emergency outbreak preparedness and response. The RPC will work under the direct supervision of the HOM in emergency Preparedness and Response, but working closely with MOH Health cluster. This will put ALIMA in the appropriate position to quickly identify, determine and respond timely.

The National Roles and responsibilities

The main responsibility is to provide technical oversight/guidance and collaborate with relevant stakeholders to establish a comprehensive, integrated, and sustainable public health preparedness and response system that is capable to safely and accurately control any pathogens linked to epidemic-prone diseases, including known, re-emerging, and novel threats. These responsibilities are distributed into Preparedness and Response.

• Preparedness
• Work with the relevant program to develop disease-specific contingency/preparedness and response plans –specifically to update and monitor the implementation of National and county level Emergency Preparedness Response (EPR) plans
• Participate in conducting vulnerability risk assessments and subsequently develop national multi-hazard preparedness and Response plan;
• Support the development and regular update of technical guidelines, Standard Operating Procedures, and hazard-specific contingency plans as required for EPR ;
• Support the establishment and maintenance of the National and county Rapid Response Team (RRT);
• Support counties to conduct outbreak simulations and drills/tabletop exercises.
• Enhance readiness by planning for and stockpiling response resources;
• Training of the national rapid response teams on the investigation of epidemic-prone, COVID-19 suspected cases and safe sample collection. The consortium will ensure a supervisory role for the effective function of the national rapid response teams. WHO will be engaged to ensure logistical support to the teams ;
• Identify gaps nationwide in collaboration with the MoH and national steering committee in order to plan training of state rapid response teams on COVID-19 case investigation and management. The consortium expertise will support and facilitate WHO state coordinators to ensure that the trained teams are supported to carry out their work effectively ;
• In collaboration with Technical working groups (Pillar 3, 5, and 7 of the Covid-19 national response strategy) the Emergency Coordinator will act as the liaison between the communities based surveillance networks or NGOs and the rapid response teams in affected COVID-19 states.
• In collaboration with UNICEF and WHO, the Emergency Coordinator will ensure Risk communications and community engagement are linked to the application of IPC measures  within communities ;
• Train health care workers under the ministry of health at national and states levels of intervention. The training will emphasize on infection prevention and control and management of suspected or confirmed COVID-19 cases ;
• Represent the consortium in strategic meetings;
• Participate in meetings with other actors involved in Technical Working groups;
• Be responsible of the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for;
• Supervise all orders (medical and logistical) and the Project’s purchases as well as the financial indicators, with the support of the coordination, in order to ensure efficiency and early detect deviations and its causes;
• Response
• Support outbreaks, including case management and survival programs ;
• Support county and national level IMS ;
• Perform other duties assigned by immediate supervisor or other
• Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one) ;
• Ensure a data collection and epidemiological surveillance system, in agreement with the Medical Coordinator ;
• Steer and supervise the implementation, monitoring and evaluation of the project in collaboration with the project team and according to the internal and donor indicators in order to evaluate the level of achievement of the project objectives ;
• Provide reporting to the coordination team on the project’s evolution and propose corrections if needed ;
• Together with the project team, evaluate needs and recommending deployment, by analyzing the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints in order to define priorities and projects goals and to calculate material, human and financial resources needed ;
• Supervise the project material resources put at the consortium’s disposition in order to ensure the correct use and its longevity ;

At Consortium  level, the Emergency Coordinator is responsible for

 

• Ensure consortium members efforts are complementary to the effectiveness of RRTs, Health care Works and reinforce capacities of Health Facilities to prevent and mitigate COVID-19 ;
• Ensure constant follow up in terms of budget consumption, the cost-effectiveness of the project, the capacity of human ressources involved in the implementation. This will be reflected through participation in the finalization of project documents, with a focus on developing technically-sound Bill of quantities and scope of works for complementary components
• Ensure Consortium members are implementing based on the agreed work-plan and approved donor proposals and budgets and update these on a timely basis ;
• Ensure all aspects of Covid-19 preparedness and responses adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner ;
• Ensure consortium members contribute to the mainstreaming activities (gender equality, HIV AIDS, accountability) in the EVD/COVID-19 preparedness and response project.

Salaire

CONDITIONS

Contract term: Fixed Term Contratc under French law, 6 months renewable.

Salary: according to ALIMA salary grid + experience + per diem

ALIMA pays for:

• travel costs between the expatriate’s country of origin and the mission location
• accommodation costs
• medical cover from the first day of the contract to a month after the date of departure from the mission country for the employee
• evacuation of the employee
