DURATION : 6 months (extendable)  
BACKGROUND AND PURPOSE OF THE ASSIGNMENT :
Under the Interim Country Strategic Plan for 2019 – 2021, WFP has expanded its operations to assist the greater number of people in need across Libya through diversified activities and in partnership with the increased number of partners. Since early 2019, WFP has expanded its physical presence to Benghazi to manage the food assistance programme and the supply chain operations and to provide common services to other agencies.
With the expansion of programmatic operations continued in the Eastern region of Libya, WFP Libya Supply Chain Unit and the Programme Unit are jointly looking for one Programme/Supply Chain Associate based in Benghazi, Libya, to provide field-level technical support and assure proper control, coordination and communications with other local partners, agencies, NGOs and government institutions. At this level, the job holder will also demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff..
ACCOUNTABILITIES/RESPONSIBILITIES :
For Programme-related tasks :
 • Provide technical support and assistance in the development and implementation of various activities including processing the monthly distribution plans in close collaboration with local authorities, Cooperating Partners and other stakeholders in alignment with wider programme policies and guidelines; • Prepare reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control; • Perform accurate, timely recording of data within the areas of interest (e.g. food assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders; • Provide capacity strengthening and investment support to government counterparts as well as the Cooperating Partners ensuring effective collaboration, implementation and monitoring of ongoing project activities; • Coordinate and communicate with other local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance; • Act as a point of contact for the resolution of a range of operational queries and problems. • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines; • Innovate to perform livelihoods, resilience and income-generation activities that targeted municipalities and cooperating partners; • Advocate and document positive impacts of WFP Libya’s operations; • Provide technical and logistical support for programmatic meetings, workshops and other events; • Contribute to adjusting programme design and implementation based on M&E findings; For Supply Chain-related tasks
 • Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations. • Manage logistics vendors’ contracting activities including performance monitoring and measurement. • Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support the vendor selection process. • Identify, resolve and/or provide recommendations on specialised queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with an excellent client service mindset. • Prepare, monitor and revise the budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards. • Monitor inventory management processes to track trends and account for the inventory status from source to the beneficiary. • Support oversight for commodity accounting data quality and integrity. • Analyse operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration. • Manage documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the supervisor. • Perform research, collect data and conduct analysis, produce reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making. • Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery. • Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies. • Perform any other duties required. DELIVERABLES AT THE END OF THE CONTRACT
 A. Weekly narrative reports submitted to his/her supervisors; B. Monthly distribution reports collected from WFP’s Cooperating Partners and processed through WFP system (COMET); C. Participation in Area Coordination Group meetings – East; the notes-for-records shared with his/her supervisors and other relevant colleagues; D. Meetings with existing/potential partners attended; the notes-for-records shared with his/her immediate supervisors and other relevant colleagues; E. On-site monitoring and warehouse monitoring conducted; the note-for-records shared with his/her supervisors and other relevant colleagues; F. Partners’ map with indication of WFP’s capacity strengthening and investment support opportunities updated; G. Monthly inventory exercises conducted with the coordination with WFP’s Third-Party Monitor under the guidance from WFP Libya Supply Chain Unit; H. Documentation processed in a timely manner for the execution of logistics operations such as customs clearance, invoice verification; QUALIFICATIONS & EXPERIENCE REQUIRED :
Education : Completion of secondary school education. A post-secondary certificate in the related functional areas
Experience : Six or more months of experience in WFP Libya programme-related works; or five or more years of relevant experience.          
Knowledge & Skills :   
 • Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock • Excellent communication skills (both verbal and in writing) • Ability to coordinate and communicate with government counterparts and other stakeholders • Strong team player who is able to establish effective working relations with persons of different national and cultural backgrounds • Ability to perform detailed work, work of a confidential nature and/or to handle a large volume of work possibly under time constraints Competencies :

Languages :
Oral and written fluency in English (level C) and working knowledge of another official UN language: Arabic, Chinese, French, Russian or Spanish or Portuguese. Knowledge of Arabic is an asset.
