The EU Emergency Trust Fund for Africa (EUTF)
Launched by European and African partners to implement the Joint Valletta Action Plan (VAP)[1], the Constitutive Agreement establishing the EUTF for Africa, was signed, in November 2015, by the European Commission, EU Member States, Norway and Switzerland. The EUTF was set up to deliver an integrated and flexible response to the diverse causes of instability, forced displacement and irregular migration with the aim to achieve concrete results in a rapid and effective manner across all areas of focus. It provided a new impetus for EU cooperation on migration by creating a platform to reinforce political engagement and dialogue with partner countries in Africa, pooling together EU and other donors’ resources, and enlarging EU evidence base to better understand the drivers and dynamics of migration. The EUTF developed a comprehensive approach to support all aspects of stability, security and resilience, aiming at addressing situations conducive to increased violence and destabilisation, and supporting governments in their efforts to improve security.
Objectives of the evaluation and evaluation criteria
The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders, and other audiences:
an overall independent assessment of the performance of the EUTF response to Covid-19, paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results.
key lessons learned, conclusions and related recommendations to improve current and future interventions.
In particular, this evaluation will serve to:
· Draw lessons that can be replicated in other EU interventions.
· Inform on the sustainability of the actions and recommendations for further actions for crisis preparedness and response, in support of resilience, and for an exit strategy.
· Be accountable for the use of EU resources in relation to the results of the program.
The main users of this evaluation will be the relevant EU services, such as the EU Delegation to Libya and DG NEAR Migration Unit.
Structuring of the evaluation and outputs
The evaluation process will be carried out in four phases as follows:
Inception phase
Interim phase (Desk activities and Field activities)
Synthesis phase
Dissemination phase
Language of the specific contract and of the deliverables
The language of the specific contract is to be English.
All reports will be submitted in English.
Location
· Normal place(s) of posting of the specific assignment : home based assignment. CAT I and CAT II experts are not expected to travel to Libya unless they are already established there. The locally recruited expert is expected to travel across Libya.
· Missions outside the normal place of posting and durations : A field mission in Libya of an estimated 20 working days is required across the country. Precise places will be decided during the inception phase.
Start date and period of implementation.
The indicative start date is 01/10/2023 and the period of implementation of the contract will be 15 months from this date (indicative end date: 31/12/2024).

QUALIFICATION
Qualifications and skills
· The national expert must have at least a master’s degree (Public Health or Development Cooperation, or another relevant field)
General professional experience
· At least 3 years’ experience around evaluation, qualitative data collection (interview)
Specific professional experience
· The evaluation team must have cumulative experience in public health system (including water, sanitation, and hygiene – WASH).
· General experience in evaluation in the field of development cooperation, external relations, crisis management and/or post-crisis recovery will be considered an asset.
· Experience in quantitative and qualitative methods of data collection and analysis will be considered an asset.
· Experience in protection, humanitarian-development nexus and/or migration will be considered an asset.
· Soft skills such as facilitation and communication skills will be considered an asset.
· Specific experience with the EUTF for Africa will be considered an asset.
· Specific experience in Libya will be considered an asset.
Language skills
· English (minimum C1-level). Arabic is expected to be covered by the locally recruited expert.
