The World Food Programme office in Johannesburg is a Regional Office coordinating and supporting the delivery of humanitarian assistance to 11 Southern Africa countries including, Mozambique, Zimbabwe, Zambia, Namibia, Lesotho, Eswatini, Botswana, Malawi, Madagascar, Democratic Republic of Congo, Congo Brazzaville.

ORGANIZATIONAL CONTEXT
This position is found in Johannesburg Regional Bureau and the job holder will report to the Senior Regional Human Resources Officer or the designate.
The job holders will manage a small team of staff to ensure strategies and plans are implemented across an assigned area. He/she will work independently, using technical knowledge and expertise to analyze data, prepare reports, provide advice and solutions to problems, and identify opportunities for improvements.  He/she may develop core processes and procedures.
JOB PURPOSE
The principle objective of the assignment is to manage the delivery of professional, client-focused HR services, partnering with senior managers to contribute to the implementation of HR solutions in line with WFP corporate priorities. The position will oversee HR management and operations of staff, including talent acquisition, contractual administration, benefits administration and performance management, etc.
WFP Johannesburg Regional Bureau (RBJ) which oversees 12 countries in the regions, seeks an experienced Human Resources Officer to lead the implementation of the HR operations, coordinate COVID-19 efforts from an HR perspective and provide support to Country Offices operational activities. The candidates is required to have strong team management and communication skills to articulate the complex HR policies.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience: Typically six years or more of postgraduate progressively responsible professional experience in Human Resources with an interest in international humanitarian development. Experience of managing small teams of staff with related areas of expertise.
Language:  Fluency (level C) in both oral and written English language. Intermediate Knowledge (Level B) of a second UN Language is an advantage.
KEY ACCOUNTABILITIES (not all-inclusive)
The position reports to the Senior Regional HR Officer and is responsible for the following:
Delivering HR services with efficiency. Ensuring enhanced HR communication and reporting:
Provide advice to managers and employees on complex issues, understanding their needs and ensuring that HR policies, procedures, processes, systems and tools are available and correctly applied to support them
Coordinating and overseeing international recruitment requests, ensuring accuracy and timeliness of contracting processes for both long and short-term employees
Overseeing timely contractual administration for International Staff in RBJ and COs, including end-to-end consultancy recruitment and contractual administration, International Staff position management and extension of contracts
Ensure the effective management of the employee relationship between WFP and its staff, determining condition of service, contracts and appropriate entitlements, and resolving more complex employee relations issues
Plan and deliver onboarding which ensures new employees have a positive experience of WFP, and are successfully integrated into their new role and the organization
Management of HR tracking tables for effective administration and provision of weekly status reports for International Staff requests to hiring managers
Team Management: Lead and motivate a small team of HR staff, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance
Reporting: Monitor the accurate and compliant recording data: coordinate and prepare timely staffing statistics and conduct analysis. Identify trends and potential issues, and update organograms as needed
Maintain and share knowledge of best practice, and support the development and implementation of new/improved HR policies, systems and procedures to ensure they are reflective of legislation, and support WFP effectively
Focal Point for Medical Evacuation and Medical Insurance related queries
Corporate Policy Review: Provide input into the review of corporate HR policies
Providing effective support to Country Office in related people project/activities
Plan and deliver organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency. Conducting HR oversight exercise, consolidating all HR oversight recommendations and uploading to teamspace, tracking and monitoring status of all oversight actions and reporting on progress
Coordination of staff deployment and reporting to meet staffing gaps in L2 and L3 emergencies
Provide guidance to HR Focal Points in country offices on HR policy or people matters related issues
Provide HR training/onboarding to new HR Officers in the region
Consolidate regional Human Resources Annual Performance Plan to align CO plans with regional priorities
Provision of gender analytics on gender parity targets
Support coordinating activities related to women support network in RBJ (Womandla), to strengthen Diversity and Inclusion
Support RBJ activities related to staff engagement to enhance engagement and ensure implementation of Global Staff Survey action plans
Perform other duties as required
