For every child, knowledgeWith over nine years after the fall of former regime, heightened uncertainty, political rifts, armed conflicts,displacement and insecurity continued to mark the political and economic situation in Libya. With an armed offense that was launched by the Libyan National Army over a year ago on Tripoli, UNICEF has scaled up its programme to respond to the humanitarian needs of conflict- affected children and their families.In addition, the spread of COVID-19 global pandemic, with 454 positive cases and 10 deaths in Libya (as of June 15th), required UNICEF to scale up and adopt its programme to respond to the pandemic by the development of the COVID-19 Strategic Preparedness and Response Plan that is being implemented through nine pillar approach, including:
1. Risk Communication and Community Engagement (RCCE)2. Infection Prevention and Control (IPC)3. Continuity of health care for women and children4. Access to continuous education, child protection and GBV services5. Social Protection Preparedness
How can you make a difference?
Design and develop a unified online/offline database as a data collection platform that should support the following:Weekly data reports submitted by UNICEF implementing partners based on UNICEF output/outcome indicators.
Quarterly data reports submitted by UNICEF implementing partners based on UNICEF output/outcome indicators.Monthly data reports submitted by sector partners based on agreed indicators.Regular data reports submitted by RCCE, IPC, and Continuity of health services working group (subsectors) members.Ad-hoc RRM and emergency data submitted by UNICEF staff based on standard and non-standard indicators.Ad-hoc direct implementation data submitted by UNICEF staff based on standard and non-standard indicators.Ability to track results against targets by UNICEF implementing partners, UNICEF staff, and sector partners.
Utilize and implement technologies and methods used for IM Business such as business intelligent tools and GIS tools:
Produce JSON shapefile for geographical Admin. 3 level (all municipalities) the JSON file will be used in Infogram, MS PowerBI, or any other BI tool.Support the capacity building activates for UNICEF staff, national and international partners.Coordinate with all UNICEF programme sections ensure accurate and systematic data collection of COVID-19 response plan regarding RCCE, IPC, and continuity of health service.Compile, analyse, and update inputs from multiple partners for Monthly COVID-19 reporting from RCCE,IPC, and continuity of health services working group (sub-sectors.
To qualify as an advocate for every child you will have…1. Bachelors degree in computer science, information systems, data analysis, or related fields.
2. 5 years of relevant professional experience.3. Must be a full-stack developer and understand concepts of software engineering.4. Knowledge of the software development lifecycle.5. knowledge of basic data analysis concepts.6. Deep programming language knowledge.7. Strong communication in written and oral in Arabic and English.8. Quality-oriented, creative, able to work efficiently under tight deadlines9. Experience of working with diverse groups of people in emergencies is an asset.
Deliverables:Payments will take place against deliverables as per the following table twice during the contract period after three months and at the end of the contract upon submission of the below deliverables:

Design and development of the main database based on the humanitarian and development framework.Incorporating auto reflection of activities, including PD indicators, non-standard indicators, etc…into all types of standard indicators: HPM HAC, HPM COVID-19, CPD, and AMP indicators.Incorporate auto reflection of grant numbers based on activity or output level indicators.Support at least 4 global COVID-19 Situation reports for the data specific to RCCE, IPC, and continuity of health services working group (sub-sectors).Attend all the meetings organised by the technical teams on the RCCE, IPC and any other COVID-19 related activities and ensure that the information is consolidated in the required basis.Any other requests related Information Management support.All the above deliverables must be submitted in one consolidated report that will be used to as a basis to process the payment.Submit workplan activities and timeframe. For every Child, you demonstrate…UNICEF’s values of Care, Respect, Integrity, Trust, and Accountability (CRITA) and core competencies in Communication, Working with People and Drive for Results.

The consultant is expected to submit a detailed financial proposal for the whole duration of the consultancy with all the payments included. The budget breakdown is also required to understand the costs included in the overall proposal.
Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
