BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As an outcome of the Cost Excellence review carried out jointly by INC and RMMA in 2016, a project to transform Asset and Light Vehicle (LV) Fleet management has been approved. This project will deliver changes proposed by the Cost Excellence review through the following seven work streams:

Revise governance policies on the management of assets and light vehicles
Develop and implement asset life cycle management
Right size the light vehicle fleet and other assets
Strengthen light vehicle fleet management at Global, Regional and Country Office level
Optimise the GVLP model to deliver improved services at lowest cost
Optimise systems and processes to support asset and light vehicle fleet management
Develop a sustainable cost recovery model to finance asset and light vehicle fleet management activities (post project)

A significant part of this project relates to the physical disposal of Assets and LVs in WFPs Country Offices through a sale by auction process. The incumbent will be expected to complete the disposal of all unused and obsolete assets in the Country Office, where and when required. Furthermore, the incumbent will assist other countries, in the region or neighbouring regions, in the disposal of unused and obsolete assets.

This position is based in Dakar – Senegal under the supervision of to the Head of Asset Disposal Team and ultimately to the Chief of Administration & Travel Branch (RMMA) in Rome. This position will also have a dotted reporting line to Regional Administration Officer, to monitor the workplan and subsequent progress in the region in collaboration with participating Country Offices.

ACCOUNTABILITIES/RESPONSIBILITIES:

Overall, the incumbent will be required to work in close collaboration with the RBD Administration Unit and the GAS project based in Dubai; in particular he/she will be responsible for the following:

Identify the saleable assets present at Regional and Country Office level and ensure completion of all actions to prepare for the auction including the following: label assets to be sold, make necessary repairs, pre-position assets for viewing by prospective buyers, ensure all required documentation is correct and available, etc.
Ensure that all local actions (including LPSB) are taken so as to be ready for and facilitate the auction process.
Seek specific information regarding the host Country’s laws and regulations regarding the disposal of assets including any environmental issues.
Be present during the auctions in various countries to ensure that all monies are collected and items not sold recovered.
Ensure that Asset management processes, including the correct recording of events in WFP-specific inventory systems are executed.
Regularly update/report to the Global Asset Disposal team based in Dubai.
Ensure proper knowledge transfer to the national Administration Asset Disposal staff member who will be recruited, building thereto local capacity in this area.
Ensure that the current discrepancy of locations (in terms of nomenclature and number) across the different systems (using WFP tailored systems GEMS, FMS and Archibus and possibly LESS and COMET) is rectified.
Carry-out any other duties assigned to the incumbent by the supervisor.

A detailed disposal plan is currently being designed and will have to be executed and refined by the incumbent through a thorough lessons learned exercise. The initial detailed disposal plan will constitute a detailed version of the present TOR.

Requirements:

Demonstrates high level analytical skills and understanding of asset and fleet management;
Strong team leadership;
Communicates sensitively and effectively at all levels;
Strong interpersonal skills and ability to work with people at all levels;
Ability to develop, negotiate, and manage relationships with external stakeholders (i.e. clients, suppliers, vendors);
Proven networking skills, and ability to generate interest in the Cost Excellence initiative;
Proven field experience in complex environments;
Proven ability to work effectively both independently and in a team based environment.
Contribute to the creation of an information-sharing environment, collaborate and cooperate with all team members even when located remotely;
Has in-depth knowledge of accounting and budgeting;
Ability to travel up to 70% of the time;
Demonstrated willingness to be flexible and adaptable to changing priorities.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

University degree in Business Management, Finance or another relevant field.

Experience:

At least 5 years of post-graduate professionally relevant experience;
Direct experience in managing the life-cycle of assets for organizations/companies of similar size and complexity;
Proven experience of managing projects from beginning to end, including in challenging environments;
Regional familiarity is an asset;

Knowledge & Skills:

Extensive proficiency in MS Office (Word, Excel, Power Point, Outlook);
Proficient in MS Project;
Knowledge in using integrated business management systems, particularly SAP or other similar systems;
Ability to effectively collaborate and communicate across a diversity of cultures.

Languages:

Fluency in French –full comprehension of written and spoken language skills –is essential (and will be tested for confirmation);
Spoken and written English is essential.
