Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PUI teams are committed to support civilian victims of marginalization and exclusion, or hit by natural disasters, wars or economic collapse, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The Association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures; water, sanitation and hygiene, and economic recovery. PUI provides assistance to around 6 million people in 23 countries – in the Caribbean, Africa, Asia, Middle East, Eastern Europe and France.

General Context:

Libya, a mostly desert and oil-rich country with an ancient history, has more recently been known for the 42-year rule of the mercurial Colonel Muammar Gaddafi – and the chaos that has followed his departure (BBC, 2019). The country has splintered, and since 2014 has been divided into competing political and military factions based in Tripoli and the east. Among the key leaders are Prime Minister Fayez Sarraj, head of the internationally-recognised government in Tripoli, Khalifa Haftar; leader of the Libyan National Army, which controls much of eastern Libya; Aghela Saleh, speaker of the House of Representatives based in the eastern city of Tobruk; and Khaled Mishri, the elected head of the High State Council in Tripoli.

Humanitarian consequences:

In 2020, the humanitarian situation in Libya is increasingly complex. The protracted nature of the conflict severely impacts on people’s wellbeing and livelihoods. Political stalemate has resulted in a governance vacuum, and coupled with widespread violence and insecurity, including direct attacks on public infrastructures, including health care infrastructures, and have disrupted the economy and public service delivery across the country. Furthermore, spikes in violence, such as the escalation of conflict in Tripoli since April 2019 and clashes in Murzuq in August 2019, have resulted in increased civilian casualties and further displacement (HNO, 2020).

Across the country, over 301,000 Libyans remain displaced, including 128,000 people due to the Tripoli conflict, reversing the declining trend in displacement. As displacement has increased, so has the number of Libyans who are returning to their homes, around 447,000 people. Living conditions, including access to clean drinking water (36% of HHs report limited access to sufficient water), medical services (22% of PHFs are closed, 33% of PHFs lack of essential medicines), and safe housing (around 4,000 IDPs are in need of shelter) have all degraded due to the protracted situation in the country, particularly for women and children (HNO, 2020).

Despite the crisis, Libya remains an attractive destination for migrant workers due to an economy that relies on foreign labour, higher salaries and historical ties, as well as being a transitory route for people seeking opportunities or asylum in Europe. An estimated 655,000 refugees and migrants are in Libya, including 48,000 registered refugees and asylum seekers. However, refugees and migrants continue to be exposed to protection risks, human rights violations, exploitation and abuse (HNO, 2020).


Al Kufra hosts around 60,000 people living in several areas and villages. Al Jawf (Kufra City) constitutes the main city and gathers more than the half of the total population. Kufra area is suffering particularly by its remoteness (more than 1,000Km away from Benghazi), close to the Egyptian, Sudanese and Chadian borders. The surrounding areas are largely desert and sparsely populated but its proximity to the 3 borders make it an important strategic area, a crossroad of armed groups and more recently a hub for human trafficking and migrations.

Before the beginning of PUI operational presence in Kufra since December 2019, the area was out of the scope of intervention of international actors, due in part to remoteness, and still suffers from significant neglect on behalf of national authorities. Also,Dynamics in Al Kufra are fragile since recurring bouts of conflict between Tebu and Zway since 2011. There is a limited access to basic services and high unemployment rate. The population of Al Kufra have limited access to effective health services due to the lack of skilled personnel and the lack of essential drugs and consumables. The remoteness of some locations increases the health vulnerability of the population.

Since the opening of AKF office, no expat staff have been able to visit the area.

PUI activities in Kufra are funded by ECHO and AICS until August 30, 2021.


PUI Libya mission started implementing operations in East of Libya in 2017). The organization has developed a lifesaving response that provides primary health care services to the most vulnerable population (internal displaced populations and their host communities, migrants, refugees and asylum seekers) combined with an integrated basic needs response to address the overall health situation of the PoC in detention centres and in urban settings. As a result, after three years of experience, PUI is now positioning as a significant actor targeting all groups of population in various settings in all eastern Libya. Its constant and solid field presence enables the organization to develop strong relationships with key stakeholders (relevant authorities, local community leaders and local and international NGO) and to get full access to the intervention’s sites, as well as acceptance in reference to the activities implementation. In 2019 PUI has rehabilitated and equipped 2 Primary Health facilities, and 3 Mobile Health Teams were deployed in Benghazi and Derna plus a Flying Sexual Reproductive Health Doctor. Additionally, PUI is working on the reinforcement of the local emergency response capacity through the participation in the development and the implementation of a Health Rapid Response Capacities in Benghazi city, including passive monitoring (EWARS) and deployment of PUI teams for rapid assessments and to support the national emergency response in case of confirmed alert. To date, the mission is implementing projects funded by the EU (Italian cooperation), ECHO, UNHCR and SDC.

PUI activities in Kufra are funded by ECHO and AICS until August 30, 2021.

As part of our actions in Libya, we are looking for a A Field Coordinator Al Kufra based in Tunis.


The Field Coordinator (FC) is responsible for the proper functioning of Al Kufra base, and proper implementation of all programmes activities in the intervention areas.


Safety and Security: In collaboration with the head of mission and with the support of both the Deputy Head of Mission Access and the logistics coordinator s/he is responsible for the safety of the staff and mission assets, and also monitors humanitarian access constraints.

Programmes: S/he is accountable for an adequate definition and efficient implementation of the projects. S/he ensures the coordination between the support teams (administration, information management and log), the implementation teams and the coordinators in order to timely and qualitatively guarantee that the objectives and results of the projects are reached. S/He preventively identifies issues, gaps and delays that may impede the correct implementation of the projects and proposes mitigation plan to the HoM.

Human Resources: S/he supervises all the teams in the base, composed of national staff (when they will have access to Benghazi base). S/he is responsible to coordinate and develop a capacity building plan to promote the individual development of the staff.

Logistical, administrative and financial support: S/he oversees the logistical, administrative and financial components of the base for the purpose of programme implementation, and ensures compliance with the relevant procedures, with substantive support from the logistics coordinator and the administrative coordinator of the mission.

Coordination: S/he centralises and disseminates information from/to the base, and consolidates the internal and external reporting activities implemented in the intervention areas before submitting them to the head of mission.

Assessment/ Strategy/development: S/he participates in strategy development and proposes new interventions in function of needs identified in the intervention areas. S/he actively contributes to seek funding opportunities and leads the proposal development process at base level, in close cooperation with coordination.

Audit: S/he is responsible for the compliance with internal procedures of PUI, external donors’ rules, as well as the national law.

Number of people to manage and their position:

  • Direct management: 4 national staff including a PM, a FAM, a Log Manager + Deputy Field Co to be recruited
  • Indirect management: 2 Mobile Health Team & relevant support services (Log Officer, guards and drivers)

Expériences / Formation


  • MA/S or equivalent in social science, programme management, international development preferred
  • Desirable: Experience in Safety and Security Management


  • At least 1 year experience in a similar Field Co Position
  • At least 1 year experience in humanitarian context involving populations displacement
  • Experience working with a variety of donors;
  • Experience with qualitative and quantitative data collection and analysis methodologies required.

Employed with a Fixed-Term Contract

Monthly gross income: from 2 200  up to 2 530 Euros depending on the  experience in International Solidarity + 50 Euros per semester seniority with PUI.

Insurance: including medical coverage and complementary healthcare, 24/24 assistance and repatriation

Daily living Expenses (« Per diem »)

Break Policy: 5 working days at 3 and 9 months + break allowance

Paid Leaves Policy: 5 weeks of paid leaves per year + return ticket every 6 months
