Job Description

Background

The United Nations Security Council Resolution 2009 established the UN Support Mission in Libya (UNSMIL) in September 2011. In February 2012, the High National Elections Commission of Libya (HNEC) was put in place and a joint UN electoral team has been supporting the HNEC since, in particular the organization of election of the General National Congress which took place on 7 July 2012 which were widely praised as credible. The team also supported the February 2014 Constitutional Drafting Assembly elections and the June 2014 House of Representatives elections. Under Libyan leadership, UNSMIL and UNDP are jointly supporting future electoral process(es) based on their expertise to ensure effective decision-making and planning. For this purpose, The Promoting Elections for the People of Libya Project (PEPOL) was established to provide a comprehensive range of electoral support through the integrated UN Electoral Support Team.

The UNDP Libya’s national elections project ‘Promoting Elections for the People of Libya’ (PEPOL) is integrated with UNSMIL as part of the UN’s Electoral Support Team (UNEST). UNEST provides technical electoral assistance to the High National Elections Commission (HNEC) to enhance its capacity and readiness to hold national elections. Currently, the UNEST is supporting professional and institutional capacity development of the HNEC, ensuring its preparedness to conduct national elections, and contributing to an environment that is conducive to a peaceful transition of national leadership

Duties and Responsibilities

Scope of Work

Public Outreach Analyst will work under the overall supervison of the Chief Technical Advisor/ Project Manager and coordination with UNEST International External Relations Advisor. S/he will work with the UNEST International External Relations Advisor to support the Public Outreach Department of the Libyan High National Elections Commission ( HNEC) in carrying out the functions as well as to develop the capacity of the staff of the electoral materials including media messaging, printed materials, and other mechanism used to communicate to external stakeholders and the public. S/he will play also play an active role in supporting the development and coordination of nationwide strategies with predetermined and notable target audiences to promote national participation in the process including, but not limited to youth groups and other relevant civil society organizations. S/he will identify additional opportunities of engagement with civil society, conceive new innovative public outreach tools and will advise on the strategic direction of public outreach activities of all project components, particularly but not exclusively during the review and lessons learnt phase.

S/he will help promote a client, quality and results-oriented approach in her/his work. S/he will work in close collaboration with the UNEST team, UNDP CO, UNSMIL and other staff of UN agencies, sharing information and ensuring consistent service delivery with an eye to complying with UNDP rules and keeping with donor requirements. The successful candidate will have the following specific responsibilities:

•    Support the development of HNEC capacity for external relations, public outreach and advocacy, media and social media management.

•    Support the HNEC to develop and implement policies and procedures for internal and external information-sharing; ensuring accuracy and consistency of messaging; designating official spokespersons; establishing mechanisms for the swift approval and release of information to the public; and providing clear guidelines for all staff.

•    Support the use of demographic and baseline studies to inform methodologies for recaching target audiences, monitoring outcomes and anticipating/mitigating the impact of communication/information challenges.

•    Support design of inclusive results frameworks, collection of disaggregated indicators, monitoring of progress and implementing changes where necessary.

•    Support the development and implementation of strategic action plans for public information (including the release of election results); public outreach and advocacy; civic education; stakeholder relations; traditional and social media.

•    Support the development and implementation of strategic plans, policies and procedures for anticipating, mitigating and addressing mis/disinformation and hate speech.

•    Support development of HNEC capacity for editorial, verbal and visual communication that is inclusive, non-discriminatory and gender balanced.

•    Support media relations/activities, including drafting and dissemination of news releases and official statements, holding of press conferences, organization of interviews, anticipating and responding to queries and criticism.

•    Support the development of public service announcements, organization of public events and holding of other outreach initiatives, including hosting of digital forums.

•    Support planning and implementation of civil society outreach and voter information campaigns, determining key messages/information, methods for dissemination.

•    Support engagement and training of community leaders and civil society actors to assist in community information and outreach activities.

•    Support engagement and equipping of high-profile societal actors as advocates for inclusive participation, respect for the electoral process and peaceful acceptance of election results.

•    Support management and development of web and social media presence, developing strategically tailored content, monitoring demographics and trends, and adapting approaches accordingly.

•    Use social media analysis to support the development of positive/accurate counter narratives to mitigate the impact of mis/disinformation and hate speech.

•    Support the development of information kits (for media, observers and guests); infographics; fact sheets; codes of conduct; and social media content.

•    Support the hosting of stakeholder information meetings and the dissemination of regular, audience-specific information updates.

•    Where required/requested, assist in the production of digital (photo, film, graphic design) content.

Institutional Arrangement

The Public Outreach Analyst, under the overall guidance of the Chief Technical Advisor/ Project Manager of the PEPOL Project and in close coordination with UNEST International External Relations Advisor is expected to provide efficient and effective support to the goals and objectives of the PEPOL Project as it supports the HNEC.

Required Skills and Experience

Education :

•  Master’s Degree in fields related to Journalism, Mass Communications, Sociology, or Public Relations or any other related field or

•  Bachelor’s Degree in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of the Master’s Degree

Experience :

•    Minimum 2 years with a Bachelor’s degree of relevant experience at the national or international level in media/communications organization, government institution, non-governmental organization or international organization;

•    Experience of working in electoral administration, management and project management;

•    Excellent analytical, writing, communications and advocacy skills;

•    Experience in research, data gather and analysis;

•    Experience in designing results-based action plans and results frameworks;

•    Experience in providing advisory support, direct training and conducting workshops;

•    Experience in working with stakeholders in public sector development programs especially in capacity development is an asset;

•    Experience in working with international organizations and civil society organizations on elections or related field is desirable;

•    Past work experience with a UN agency and/or international organization in Libya is considered an asset;

•    Advanced knowledge of Microsoft Office package such as Word, Excel, PowerPoint, Outlook, Zoom and Skype is required;

•    Experience working in a culturally diverse environment

•    Experience working with the UN is an asset;

•    Good communication skills;

•    Knowledge of UNDP procedures is an asset.

Desired skills:

•    Experience in gathering data, designing surveys, conducting interviews and focus groups, and analyzing quantitative and qualitative data;

•    Understands more advanced aspects of primary area of specialization as well as the fundamental concepts of related disciplines
