Cadre organisationnelThis position is located within the Integrated Security Workforce of the United Nations Support Mission in Libya (UNSMIL). The position is based in Tripoli, Libya (Tripoli is classified as a Hardship « E » duty station and a non-family duty station). Under the overall supervision of the Chief Security Adviser, the Close Protection Officer at FS-4 level reports to the Team Leader or his/her designated representative for all matters relating to close protection.
On 31 January 2022, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 30 April 2022, through resolution 2619 (2022). The Security Council has tasked UNSMIL, as an integrated special political Mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. The Security Council, through resolution 2619 (2022), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.
ResponsabilitésWithin delegated authority, and under the direct supervision of the Close Protection Team Leader, the Close Protection Officer will carry out the following duties:
• Conducts and coordinates protection operations for the Senior UN officials;• Remains within the proximity of the principal at all times and implements mitigating measures to preserve his/her security and safety;• Remains vigilant and alert in case of any threat to the protected person and acts accordingly;• Conducts all close protection operations as outlined in the UNDSS Manual of Guidance and policies on close protection Operations;• Coordinates activities with relevant parties and interlocutors including other appropriate security organizations as required;• Coordinates activities with relevant parties and interlocutors including other appropriate security organizations as required;• Carries all issued equipment while on duty;• Conducts advance work and implement pre-established security arrangements;• Contributes to pre-deployment briefings;• Operates all close protection equipment and logistics to ensure its operational readiness;• Assists in training sessions on close protection matters to keep abreast with current tactics and techniques;• Performs other duties, as assigned;

FormationHigh school diploma or equivalent technical or vocational certificate is required.
Job – Specific QualificationA valid driver’s license is required.
UNDSS Close Protection Officer Certification (CPOC) is required.
Completion of international, national, or commercial close protection training is desirable.
Successful completion of the UNDSS Emergency Trauma Bag certification or equivalent paramedical or emergency medical training is desirable.
Training in martial arts and/or specialized security practices is desirable.
Participation in any of the DSS programs, i.e., Security Certification Program (SCP), Security Analysis Practice Process (SAPP), and Hostage Incident Management, is desirable.
Expérience professionnelleAt least six (6) years of progressively responsible experience in close protection with a local, national, private, or international security organization, including at least one (1) year at the international level in a conflict or a high-risk environment is required.
Experience and proficiency in the use of personal protection weapons (pistol and shoulder-fired weapon), communications and surveillance equipment, and vehicles is required.
Experience in close protection of one or more principals, static and mobile protection, close protection command post operations and close protection response techniques is desirable.
Experience in conduct of close protection training is desirable.
Connaissances linguistiquesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
