It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on the high-risk groups of Drug Users (Kachin State), Female Sex Workers and Men having Sex with Men (Yangon area).

TASKS AND RESPONSIBILITIES:

You will lead to overhauling the human resources system of MdM mission in Myanmar. Significant progress has been made towards that end since the end of 2018.

Under the supervision of the general coordinator, you have to pursue the system improvement efforts, including with the development of new policies and procedures according to the needs of the mission, along with supporting the mission’s daily activities in terms of HR.

More specifically your responsabilities are the following:

Human Resources Management

  • Review and improve the HR policy in accordance with the legal framework of Myanmar and MdM core values
  • Ensure complete implementation of the MdM HR policy and its application to the national staff and propose improvements or adjustments if necessary
  • Ensure the accurate implementation of the conditions of employment and internal rules
  • Develop and harmonize the necessary HR tools and supervise the implementation by all field teams
  • Work in collaboration with the coordination and field teams to improve the organizational chart, clarifying hierarchical and functional links and follow the set-up for its monthly update
  • Ensure that all staff are informed and trained about the existing policies
  • Ensure the monthly follow-up of HR tools
  • Update the classification and salary grid and ensure its strict implementation on the bases
  • Develop job profiles for existing or needed positions in the respect of the classification grid
  • Centralise and coordinate the annual training plan and support its implementation
  • Participate to the definition of HR needs in terms of writing project proposals and any amendments
  • Supervise the administrative and payroll procedures and support the finance team to ensure timely accurate salary payments
  • Under the general coordinator supervision support the implementation and follow up of the Expat RH policy (ex. housing condition; accompanying status, travel policy) in collaboration with the HQ HR Officer,
  • Take part in disciplinary procedures and investigations
  • Supervise the overall recruitment of national staff

Technical support and capacity building

  • Carry out the capacity building trainings of HR team on all relevant HR procedures
  • Yearly, develop a training needs assessment and a training plan for the mission’s staff
  • Review the existing evaluation mechanism for ‘learning and development’ of employees and carry out necessary changes for improvement
  • Perform regular field visits, to control and supervise the human resources matters, and report to the related coordinators for implementation of key recommendations

HR Budget Management

  • Supervise the preparation of MdM annual/mid-year human resources budget; participate in budget review meetings when necessary
  • Monitor HR budget and provide input to the finance coordinator for any adjustments, changes needed
  • Provide input to the preparation of project proposals with regard to HR input

Legal compliance

  • Keep update the general coordinator on Medecins du Monde’s registration status and alert on its renewal in advance
  • Support the general coordinator related to timely renewal of MdM MoU with line ministry
  • Supervise to ensure local tax laws are followed and deposit is done on monthly basis across the mission offices
  • Supervise processing expat staff visas, FRCs, travel authorizations with relevant ministries, authorities on timely manner. Alert the general coordinator on any changes in the local regulations, labour or immigration laws
  • Supervise the organization of all legal documents, contracts in secured file with proper catalogue

Team management

  • Support the relevant persons dealing with HR matters/issues both at coordination and base levels
  • Provide regular evaluation and on the job training to the team under his/her responsibility
  • Contribute to disciplinary measure and propose adequate response, in support of the line manager

Communication, Reporting, Capitalization

  • Sensitise operational and technical teams on essential accountability and learning mechanisms
  • Contribute to ongoing and planned initiatives from coordination and projects teams related to accountability
  • Coordinate regular meetings with the administrative and financial department
  • Supervise HR department regular meetings
  • Contribute to the monthly report (SitRep)
  • Elaborate HR national folder requirement, control and monitor its implementation
  • Ensure the standard archiving of national staffs HR files
  • Elaborate HR reports and contribute to all other reports
  • Liaise with international NGOs HR coordinators in-country
  • Elaborate HR reports and contribute to all other reports

CONDITIONS OF EMPLOYMENT:

Status: Employee
Fixed-term contract: 12 months

Starting date: 01/06/2019
Gross monthly salary: 2763 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Housing allowance
Tuition/Schooling allowance (from 6 years old)
Living allowance (per diem) for the accompanying member if unemployed and half per diem per child
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year.
Health insurance (60% covered by MdM)
Insurance (repatriation…)
Punctual teleworking agreement (after 6 months)

SKILLS AND EXPERIENCE NEEDED:

Diploma in human resources management or similar education
At least 4 years’ experience in human resources
Experience of 2 year minimum in a similar position with an I.N.G.O is required (with MdM is an asset)
Experience in negotiation and relationships with authorities in a challenging and difficult legal context
Excellent computer skills in Excel particularly

Appreciated qualifications:
Knowledge of the Region/context

Languages: English fluent
French is an asset
