Humanity and Inclusion (HI) is recruiting a Technical Advisor Inclusion as from September 2019 for a contract till end of 2020. The position is conditional to obtaining funding from the donor.

HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

The Myanmar Thailand (MyTh) program was created in 2016 with the merge of 2 already existing missions, setting up cross border initiatives to integrate the return of refugees from Thailand to Myanmar as part of its regional strategy.

Emergency, Armed Violence Reduction (Humanitarian Mine Action) and development sectors coexist in Myanmar, creating a diverse, challenging and dynamic working environment, where coordination is operated mainly through working groups and clusters. Consortia and pool funds are frequent. Intense networking is essential for successful fundraising and efficient implementation.

The Inclusion Technical Advisor is a new position, in charge of the Myanmar Disability Inclusion Unit and under the management of the TUM. The position is dedicated to Myanmar projects, with links and collaboration with the Thailand teams to ensure coherence and comprehensive approaches.

 

YOUR MISSION:

The Technical Advisor Inclusion is responsible to ensure the quality of Inclusion interventions and to carry out the capacity building and training of HI inclusion team as well as ensuring the integration of HI inclusion approach in other HI projects. The Technical Advisor Inclusion will also be responsible to externally support the humanitarian community in the definition and implementation, monitoring and evaluation of inclusive practices within their emergency/humanitarian/development responses.

In terms of work relationships, he/she will be placed under the Line Management of the Technical Unit Manager. He/she will receive technical support from HQ Technical Referent, and will be in direct management & coordination of the Disability Inclusion Team, in-country.

The main responsibilities are:

  • Mission Inclusion strategy
  • Internally, technical support, capacity building of HI inclusion Team and support HI projects to ensure inclusive HI practices at all phases of project cycle
  • Externally, support humanitarian actors to strengthen their operational capacity to deliver inclusive humanitarian response
  • Team management (5 people under direct management – TBC) and internal coordination
  • Representation and external coordination
  • Reporting
  • When relevant, ensure project proposals developed by coordinators are in line with the operational and technical frameworks of the program and ensure harmonisations of indicators and technical approaches.

CHARACTERISTICS OF THE POSITION:

The security situation in Yangon is good. Travels to some sites require authorization and to follow security rules.

All main goods and facilities are available. There are frequent daily planes to Bangkok for emergencies or leisure. The expatriate community is big and diverse. Living conditions are comfortable. The traffic can be intense. Taxi service is available everywhere and reimbursed when used for working reasons.

Expériences / Formation du candidat
  • You have a degree in humanitarian/development work or in the social field (anthropology, psychosocial, sociology, protection…). A background in physiotherapy would be a real asset.
  • You have 2 years of experience in NGOs, in emergency situations and 2 years of experience in project management with INGOs. Experience in the region is an asset.
  • You have experience in advocacy on disability and vulnerability with NGOs, preferably in an emergency context. Experience in Inclusion and Protection projects as a technical advisor is strong asset.
  • You are fluent in English (oral and written).
  • You have very good interpersonal and intercultural skills.
  • You are able to work under high pressure with a high level of personal organization.
  • You have a sense of diplomacy and are patient.
