HI is implementing a humanitarian programme in Libya through a team of seven international staff and 63 national staff, with operational bases in Tripoli, Misrata and Benghazi. Key programme activities include:

• Provision of comprehensive rehabilitation services including physical therapy and psychosocial support for internally displaced persons with disabilities and injuries, along with distribution of assistive devices;
• Capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners (hospitals, rehabilitation centres and local NGOs);
• Training on inclusion principles to other humanitarian actors and health workers;
• Support to the Ministry of Health in a long-term capacity building partnership in mental health together with a Tunisian partner.

From the summer of 2019 HI’s Libya programme will transition to form part of a new regional programme including Tunisia and Morocco. The reorganization will take place over a period of several months with a phased merging of services under the leadership of a new Regional Programme Director and in collaboration with the Country Managers for Libya and Morocco.

DESCRIPTION :

The primary objective of the role is to contribute to ensuring the safety and security of HI’s programme staff in Libya at all times and to support the feasibility and achievement of planned activities through ensuring robust risk analysis, security frameworks and tools and protocols are in place and effectively implemented. The secondary key objective is to build capacity in safety and security management across the programme team at all levels.

Under the responsibility of the Country Manager and in close coordination with project and support staff, the incumbent will be in responsible to:

• Ensure follow-up and analysis of the political, military and security context and trends in Libya;
• Lead on a comprehensive security assessment and formulate recommendations designed to facilitate international staff visits to Libya on a short and long term basis;
• Support the regular analysis and formulisation of risks and threats for the overall programme and the implementation of mitigation measures;
• Lead the review and implementation of adapted security procedures to ensure programme continuity, project monitoring and increased international staff presence;
• Design and deliver a series of capacity building initiatives to ensure sound understanding amongst teams on the programme’s security framework and processes;
• Maintain and expand HI’s external relationships with relevant security, context and access referents of other international agencies.

PROFIL:

Qualifications:
• Formal education/training in political studies, conflict, security or humanitarian studies

Expériences:
• At least 3 years of relevant professional experience with humanitarian missions, preferable in a contemporary conflict context in the Arab world
• Proven experience in developing and implementing analysis and reporting tools
• Proven experience in working or opening access in sensitive conflict areas
• Experience in providing training and capacity building with international and national staff
• Experience living and working in Libya would be an asset

Skills:
• Highly developed analytical, reporting, interpersonal and communication skills including influencing and negotiation
• Demonstrated training and mentoring skills
• Professional proficiency in English
• Strong IT skills, including the use of GPS and mapping software
• Arabic language (written & verbal) would be an asset

CONDITIONS:

CONDITIONS:
• Starting date : 15/10/2019
• Length of the contract: 4 months
• Employee status, according to experience :
– Salary from 2757 € gross/month regarding the experience of the candidate
– Perdiem : 704 € net/month in Libya
– Hardship allowance : 500€ net/month in Libya
– Insurances : medical hearth coverage, retirement planning, repatriation
– Paid holiday : 25 days per year
– R&R : 5 days every 6 weeks
– Status : unaccompanied position
– Housing : Collective taken in charge by HI
