JOB CONTEXT:

Handicap International (HI) has been operational continuously in Libya since 2011, and up until the end of 2014 delivered a large-scale Humanitarian Mine Action (HMA) programme in Tripoli, Misrata and Sirte. During that period, HI teams protected countless civilians from the risk of death and injury due to explosive hazards through the clearance of over 30km2 of land, including schools, agricultural land, beaches and residential areas; removing and destroying over 112,000 mines and ERW in the process. Risk Education teams reached more than 110,000 at-risk civilians and trained 1,000 people from across Libya to deliver mine/ERW/ SALW Risk Education themselves.

Due to the relocation of international staff in 2014 to Tunisia, HI’s clearance activities were suspended and in keeping with its Mine Action strategy in Libya, a Victim Assistance intervention was developed; implemented today through a team of 60 national staff in Tripoli, Misrata and Benghazi. Eleven outreach teams provide specialized services to vulnerable internally displaced and non-displaced with disabilities and injuries, including the provision of physical rehabilitation, psychosocial support, provision and fitting of assistive devices, and referrals to other external services when needed.

Following on from an assessment into mine action needs and opportunities at the end of 2017, from mid-2018, with the permanent redeployment of international staff to Libya, HI re-launched Non-Technical Survey (NTS), Explosive Ordnance Disposal (EOD) and Risk Education operations based out of Misrata, initially working in Tawergha and Misrata city. In 2019 HI plans to continue working in the Misrata region with the full scope of humanitarian mine action as well as expand operations to eastern Libya, conditions permitting.

HI’s ongoing and planned activities in the mine action sector include:

– Land release and Risk Education in support of the return process for displaced populations.

– Continued assistance to and referral of victims of explosive hazards.

DESCRIPTION DE POSTE :

YOUR MISSION:

As a Chief of Operations, you support the implementation of the specific objectives of the survey and clearance project in Misrata/Benghazi, ensuring close coordination with the Operations Coordinator and Project Manager for complementarity with the Risk Education and Victim Assistance activities conducted in the same location.

Responsibilities:

You supervise directly the survey/clearance teams in their department of operations. The tasks carried out by the teams will vary according to the Task Order and explosive ordnance contamination identified and might include NTS, Technical Survey, manual mine clearance, EOD spot tasks and Battle Area Clearance. This position has a strong capacity building component; the goal is to train local staff to be able to assume national Field Manager positions in the future.

Your main responsibilities will be:

Training of local staff in preparation for deployment to the field

– Contribute to the recruitment and training of the NTS and EOD teams and provide refresher training as required;

– Ensure team members are adequately trained and equipped prior to deployment to the field;

– Identify opportunities for staff capacity building and design and implement training programmes.

Ensure the safe execution of the clearance project in designated base according to internal SOPs

– Assist in the creation and ensure the implementation of work plans for NTS and EOD operations;

– Supervise and lead the deployment of NTS and EOD teams, guaranteeing compliance with regulations and methodology in force;

– Supervise and lead accurate and consistent data management and monitoring for internal reporting and feeding into the national database;

– Ensure all disposal procedures are conducted safely and in a timely manner.

Conduct regular Quality Assurance (QA) on NTS and EOD teams

– Ensure a high level of quality assurance of activities using the appropriate internal guidelines and technical tools;

– Report any non-conformity to the EOD Operations Manager and recommend corrective measures;

– Seek the continual improvement of HI’s operations in terms of efficiency and effectiveness, in coordination with the EOD Operations Manager.

Logistics and Administration

– Support the logistics team in the identification and procurement of required equipment using HI’s internal templates and respecting logistic and administrative procedures;

– Ensure proper use and storage of equipment;

– Ensure daily team supervision including associated HR tasks and follow up.

COLLABORATION AND REPORTING:

You will be brought to work in collaboration with the Head of Mission of HI. S.he will be supported technically by the HI’s technical advisor of conventional weapons destruction (CWD STA). You will take care to report:

– A monthly report (SitRep) on the evolution of the project activities and the planning of next month activities, to be submitted to the Head of Mission and to the CWD STA.

PROFIL ATTENDU :

Mandatory

– EOD3 certification and a minimum of 5 years in a similar position (military, commercial or NGO experience)

– Expert knowledge of International Mine Action Standards (IMAS)

– Experienced in training, operational planning, supervision, quality management and evaluation

– Predisposition to work within a multi-cultural team

– Good communication and writing skills in English

– Previous management and capacity building experience

– Patience, diplomacy and pedagogy are essential

Desirable

– EOD3+/IEDD certification

– Experience of field work with an NGO in the humanitarian/development sector

– Previous work experience in the Middle East or North Africa
