JOB CONTEXT:

Since early 2019 HI is implementing, in partnership with a Tunisian NGO, a three year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya 

Implemented in partnership with a Tunisian NGO, the specific objectives of the project are as follows:

  • Reduced psychosocial distress, mental health and substance abuse in Libya;
  • Expanded access, availability and acceptability to quality psychosocial support and mental health care;
  • Training and upskilling of Libyan mental health staff;
  • Greater awareness about the risks and manifestations of mental illness and substance abuse amongst at-risk groups in Libya.

The overall objective of the project is therefore to allow the most vulnerable people in Libya (adults, adolescents and children) from host communities, those internally displaced, returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.

You will be expected to spend at least 50% of your time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi, along with other international staff.

 

YOUR MISSION:

Under the direct responsibility of the Operations Coordinator and in close coordination with the MHPSS Technical Coordinator, you will be responsible for ensuring the sound implementation of the multi-location AMAL MHPSS project. Specifically by:

  • Contributing to the strategy of intervention, in direct collaboration with the technical team and project partner;
  • Ensuring the implementation of the project and its re-orientation when needed;
  • Ensuring compliance with contractual requirements including reporting;
  • Direct management and monitoring of project activities and implementation, in close collaboration with logistics, administrative and finance departments;
  • Direct management of project staff, including defining clear work plans, completing performance reviews and appraisals, identifying capacity building needs and liaising with relevant technical support to ensure the effective implementation of training and development initiatives for project staff.
  • Follow-up of the project and teams to ensure compliance of the activities to technical guidelines provided by MHPSS TC and international standards in MHPSS
  • Supporting the coordination of the project with a wide range of external stakeholders;
  • Ensuring the implementation of regular project reviews, capitalisation, and lead on quarterly partner-project management meetings.

CHARACTERISTICS OF THE POSITION:

The position is based in Tunis with frequent travels to Libya (about 50% of the time) when security allows

Tunisia is a relatively safe country although security incidents over recent years demand the requirement for close follow up of the context and movement restrictions in some areas of the country. Travel between Tunis and Libya is reliable and regular with commercial flights to most major cities.

Libya’s security is fluctuating and prone to violent conflict erupting at any moment, as it is suffering from a lack of a consolidated government since 2011. International staff are accommodated in a shared guest house/office with other expatriates and should expect isolated living conditions with movement restrictions and a curfew in place for each base. Very limited opportunities exist for socializing however a small number of other expatriates from other NGOs are based in Tripoli, Misrata and Benghazi.

Experience / Qualifications

  • You hold an advanced university degree in related international relations, humanitarian project management, public health management
  • You have a minimum of 3 years of experience in project management ideally in collaboration with external partners and with ministries
  • Experience in health, psychology and/or protection of vulnerable people is an asset
  • You show excellent networking capacities for building constructive relationships with different actors
  • You demonstrate strong team management & capacity building skills
  • You have the ability to work in a tensed and volatile context with strict security measures
  • You have excellent written and spoken English skills/Arabic language skills are an advantage – French would be an asset

Salary

  • Starting date : As soon as possible
  • Length of the contract12 months
  • Salary from 2214€ gross/month regarding the experience of the candidate
