Job Title: Team Leader

Position Location: Tripoli, Libya

SUMMARY OF THE PROJECT

The objective is to launch the Start-up accelerator with the specific focus on market growth, product line or geographic expansion, business model testing and finding product market fits, while increasing start-ups’ access to seed capital.

The Start-up accelerator will use the rigorous competitive process to select participating start-ups and support them with the business training and Impact Fund grants for growth (each grant is estimated at US Dollars 10,000).

Municipalities targeted: Tripoli, Benghazi, Sebha, including start-up founders – beneficiaries potentially applying from the other nearby municipalities.

Beneficiaries: at least 30 start-ups.

SUMMARY OF THE POSITION

The Project Team (Team Leader, 3 x Accelerator Managers, Grants Manager, M&E Specialist) will be responsible for establishing and maintaining of good working relationships with municipality/municipal councils from target municipalities, the representatives of the Ministry of Local Governance, relevant line ministries and their deconcentrated offices, as well as representatives of local social peace partnerships. Close coordination needs to be ensured with other international development actors.

KEY RESPONSIBILITIES

Beneficiary and start-up participating selection criteria of the target groups;

Standard operating procedures, and manuals for grant recipient’s selection and distribution;

Roadshows, online outreach to attract start-ups including preparation of marketing materials;

Materials design, including formulated as Training of Trainers strategy for scaling the idea of Start-up Accelerator;

Produce the communication plan, and define the communication channels for fund programme announcement, and success stories sharing;

Entrepreneurship, business and market development training curriculum;

Partnerships for growth (connecting start-ups to private sector, individual investors, other linkages) strategy and mapping;

Establish a functional ecosystem and/or platform to connect or/entrepreneurs, private sector, universities, development partners to opportunities for scaling the growth of participating start-ups;

Launch accelerators in three municipalities.

Set up the workspaces and logistics to host the start-ups;

Training of Trainers in the selected municipalities;

Develop the manual for Impact Fund, including evaluation, distribution and payment schedule linked to proposed milestones from start-ups, and incorporate risks.

Sign grant agreements with beneficiaries for suggested business expansion;

Implement acceleration activities, training, matching with partners;

Distribute grants to start-ups of USD 10,000 to each start-up;

Implement monitoring systems to track milestones and results achieved by start-ups;

Produce progress reports.

Undertake a final evaluation to evaluate the achieved results according to post-project impact survey template (to be agreed with UNDP);

Implement a follow-up monitoring system with the beneficiaries to continue to inform UNDP regularly, the engagement strategy is to be institutionalized;

Design a scale-up plan (how to replicate this mechanism in other geographical areas);

Design the scaling and sustainable strategy for start-up engagement, growth and financial and operational viability of the start-ups;

Document and share lessons learned.

JOB REQUIREMENTS

Education:

At least Master’s (or equivalent) Degree in Engineering, Economy, Public Administration, Law, Management, Entrepreneurship or related field.

Minimum Experience:

Minimum 5 years of professional experience in project management;

Minimum 5 years of professional experience in innovation, or entrepreneurship programming; and

Minimum 2 years as coach, mentor or trainer of start-ups and entrepreneurs.

Language Proficiency:

Excellent knowledge of Arabic and English.
