Section I – JOB DESCRIPTION
PURPOSE OF POSITION
The purpose of this position includes to coordinate the implementation of water, sanitation and hygiene project activities in collaboration with the Project Team and partners. This includes project design, ToR elaboration, project implementation and monitoring. Responsibilities also include the provision of technical guidance and implementation support to partners in water supply and sanitation facilities construction and rehabilitation at communities and publics institutions (schools, healthcare and public places) and in capacity building related to infrastructures management and rationale utilization as needed in order to achieve the desired high impact on child and communities wellbeing.
The WASH project coordinator will be required to effectively plan, implement and monitor WASH project in Karusi, Cankuzo and Gitega innovatively.
MAJOR RESPONSIBILITIES

I. Engineering Designs, Drawings and Bills of Quantities
10 Produce appropriate technical & engineering sketches and produce relevant engineering drawings/designs such structures for Office buildings, Classrooms, VIP Latrines, water distribution networks, Water storage tank towers, underground water tanks, water catchments, hand dug-wells, Pump houses, Water retaining and conservation structures etc Technical specifications of civil works is well done
10 Prepare schedule of materials and Bills of Quantities for the relevant designs Bills of quantities conform with the assessment
10 Conduct feasibility studies, engineering surveys and measurements necessary for the design of structures and their construction and ToRs with annexes of GPS Coordinates, location maps and route plans of all infrastructure projects. ToR well designed according to the community’s needs.
10 Participate in baseline surveys or rapid assessments to establish existing gaps, priorities, capacity and justification for intended/proposed project Baseline survey done as bench mark for initial status.
II. Contract management and procurement of services and supplies
5 Provide input documentation related to procurement of works and services contracts and facilitate, the process of contract tendering, recommendations regarding awarding contracts Guidance on technical specification is provided on time.
5 Supervise construction activities and conduct regular site visits and provide technical instructions and guidance to the contractors and implementing partners and develop clear monitoring plans and conduct field monitoring visits and prepare work progress reports Construction are done in conformity with ToR and within the terms of contract.
5 Provide technical support to WASH department on timely preparation of Supply Requests for procurement of technical services for example construction materials, pipes and fittings, pumps and generators and conduct measurements and certify accomplishments on contracted works as per the conditions of contract and recommend to supervisor for payment Procurement of services related the Civil works and others Technical aspect is done on time.
5 Sample and verify suitability of materials in terms of engineering specifications and validity and recommend delivery/receipt to stores. This include logistic department support by providing technical details and specification to facilitate collection of local market prices for technical items Quality of material for constructed is monitored and approved
5 Ensure timely and efficient monitoring and evaluation of project activities, compile project reports highlighting project impact against indicators and contribute to field based reports to WVB and/or external donors Project report is timely produced with good quality.
III. Community Mobilization and capacity building
5 Facilitate on job skills transfer or training workshops for artisans, technicians and Water and Hygiene and Sanitation management committees. Capacity building of Partners is strengthened on WASH.
5 Prepare simple training or instruction manuals for water supply structures or activities for training/skills transfer purpose, provided such documents TOR and Training material are prepared and quality ensured
5 Assess capacity of partners and establish/keep updated list of preferred partners in programme areas and beyond and Build capacity of partners on technical aspects and work and support them for timely accomplishment of set programme targets Performance of partners are assessed and appropriate recommendation provided.
5 Ensure participation and involvement of local authorities and the beneficiary community in program implementation so that programming occurs in a consultative, participative and gender sensitive way Implementation of the project is done in consultative and participative manner to enhance ownership.
IV Monitoring and Evaluation and reporting
5 Monitor on operation and maintenance of implemented projects and make follow up visits and provide support, if needed including water quality testing following the parameters and frequency as agreed in the proposal and prepare precise report with recommendations Operation and maintenance schedule of infrastructure is agreed with partners for implementation.
5 Document information and data including project location with GPS Coordinates, tested yield including test methods and protocols and dates for testing, people served and other uses for each source, pump information, type and power supply, pumping head, capacity at head, Information on drilling equipment used including equipment for yield testing Project information and achievement are well documented
5 Ensure physical recordings of accomplishments and Provide technical recommendations on problems encountered at the construction sites and timely and efficient monitoring and evaluation of project activities, compile project reports highlighting project impact against indicators and contribute to field based reports to WVB and/or external donors and prepare completion report with work certification Project progress and completion timely prepared with work completion certificate.
V Others responsibilities
Any other ad hoc duties including providing input for new proposals by providing technical information or developing draft proposals and concept note as may be assigned by the WV that is consistent with the nature of the job. Smooth project integration with existing program is ensured.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum Qualification required:

  • Educational level required in one of the following field: Bachelor in Civil and Water Engineering or Water Resources Engineering or Civil Engineering
  • Experience and technical and professional skills in designing and implementation, monitoring of different options/types of water and sanitation projects.
  • Technical training qualifications required: Drawing skills, Hydraulic engineering competencies and other related fields

Experience:

  • Minimum 5 years’ experience in case of B.Sc. civil engineering and more than 3 year experience in WASH activities assessment, design and implementation at coordination position level.
  • Experience with donor(s) funded projects would be an advantage

Technical Skills & Abilities:

  • Skills in Drawing using design software such as AutoCAD, ArchiCAD and others software for design is advantage
  • Experience on Community development project and local organization experience preferred, including training and provision of technical support to partners/communities
  • Computer literacy in Microsoft word, Excel and data analysis software
  • Fluent in oral and written French, English and Kirundi.
  • Must hold a driving license and able to drive motorcycle
  • Skills in negotiating and influencing
  • Experience in results oriented planning
  • Problem solving mind
Preferred Skills, Knowledge and Experience:
-Preferred: Other NGO experience in civil works and water supply schemes supervision
-Experience in using word, excel and other computer skills is an asset
-Holding a driving license is mandatory
-Ability to engage with partners and represent WV Burundi profile on Water, Sanitation, and Hygiene and other civil works infrastructures
-Able to systematically collect quantitative and qualitative data from a wide range of sources related to infrastructures including WASH needs.
-Proven knowledge of community engagement, involvement and development;
-Fluent in oral and written French and English is preferred.
