Job Description

World Vision is seeking a Humanitarian Operations Director for the Gavi RAISE 4 Sahel project which works with partners in the humanitarian space to reach zero-dose children and missed communities in these settings, which include areas plagued by conflict, across the Sahel. We are seeking a passionate and experienced Humanitarian Operations Director to join our team and support the implementation of a Gavi grant. This role offers a unique opportunity to contribute to the improvement of immunization programs in humanitarian settings, ensuring that vulnerable populations have access to life-saving vaccines. S/he will ensure the successful implementation of the Gavi-funded project to reach zero-dose children in fragile and conflict settings with routine childhood immunizations. The Operations Director must have strong technical expertise in implementing programming in humanitarian and emergency contexts. Experience in rapidly gaining access to the most remote and fragile places to deliver services is critical. The Operations Director will provide technical strategic guidance and oversight to assure the quality and impact of the project. S/he will work closely with the Regional department of humanitarian and emergency affairs (HEA) and the Regional health team to ensure synergy and communication for joint action, and implement program operations working closely with the Regional and National Security Directors.

The STA will assemble and motivate a team of technical local staff and short-term-advisors and promote an atmosphere of trust and mutual respect.

S/he must be in agreement with and help to enhance World Vision’s Mission, Vision, and Values.

Key responsabilities

Programme planning is informed by technical standards and operational viability.

  • Support the implementing offices to ensure the program is implemented effectively in line with WVI program quality standards and donor requirements, approved ministry guidelines and good practices.
  • Maintain good communication with field offices, partners and program management unit (PMU) on key humanitarian issues such as principles, standards, accountability etc.
  • Support the program to develop strategies in adaptive management ensuring preparedness and response plans are in place and adjustments made to budgets in conjunction with finance etc.
  • Ensure that all partners and staff have an understanding on international standards including CPHA, PSEAH, GESI, environmental safeguarding etc. Have been trained and ensure compliance
  • Support in the timely submission of reports.
  • Support response operational planning to ensure effective coordination and timely delivery of response activities.
  • Advise and review detailed operational plans
  • Identify assess and strengthen partnerships applying appropriate WVI concepts, tools and approaches
  • Ensure Accountability mechanisms are in place for Community and stakeholder feedback.
  • Facilitate requirements planning with Support Services
  • Advise country teams to ensure strong collaborative planning with external stakeholders such as UN
  • Agencies, other NGOs and Govt ministries where possible through coordination mechanisms
  • Provide mentoring to project leadership in humanitarian operations.
  • Monitor programme to ensure achievement of response goals and objectives and inform operational improvement.
  • Monitor results against plans and address identified issues.
  • Review context analysis and develop preparedness and contingency plans.
  • Collaborate with security to ensure there is a system for information gathering from communities on changes to context.
  • Advise design changes based on changes in context.
  • Work with security on Civ-Mil planning to engage with military and police
  • Identify, operational blockages caused by external actors to program team.
  • Advise on operation team protocols where program staff identify and report where external actors are delaying/preventing implementation.
  • Refer issues delaying implementation to PMU and in country team.
  • Ensure PSEAH and CPHA issues are reported and addressed in coordination with human resources and WVI systems.

Knowledge, skill and experience

Required Education, training, license, registration, and/or Certification:

  • Master’s or applicable degree in International relations, Business administration, Community development, Program management or Social sciences
  • Training in humanitarian assistance or humanitarian operations.
  • 5 years’ experience in humanitarian practice with at least 3 years in management positions.
  • Hostile Environment or Security Training

Required Professional Experience:

  • Experience in public health programmes advantage.
  • Strong leadership skills working in fragile or hostile environments.
  • Experience in external engagement, with partners, INGO and UN, and government departments.
  • Strong project management skills and understanding
  • Negotiation skills
  • Interpersonal skills
  • Strategic thinking and ability to analyse and problem solve and exercise independent judgement.
  • Ability to work with minimal supervision but also able to work as part of a team and build teams

Required Language(s)

English and French required (spoken and written). Local West African languages an advantage.

Required travel and/or work environment accommodations

This position will require extensive travel in the 7 countries.

Position’s physical requirements

Ability to travel into hostile and rugged locations with limited facilities in guesthouses.

  • GESI understanding
