Profile:
Purpose of the position:
World Vision Senegal (WV Senegal) has a large grant portfolio and there is significant potential for further growth. The RAM Director will provides leadership in the development and implementation of the WV Senegal Resource Development Strategy and in the acquisition of new government, multilateral, foundation and private grants to enable WV Senegal to increase its contributions to child well-being and National Office (NO) strategic objectives through increased revenue in the key priority sectors of WV Senegal Strategy. The RAM Director ensures resource diversification, strengthened donor networking and improved resource acquisition capabilities for WV Senegal. Working closely with RAM team members and with technical specialists in each sector, he or she will be responsible for the implementation and coordination of grant acquisition processes, leading in pre-positioning, proposal development and donor liaison and will track grants acquisition performance metrics. He or she will build the capacity of other staff in resource acquisition, and provide backstopping support to projects as needed.
KEY RESPONSIBILITIES:
Strategy and System Development:
Provide oversight of the RAM unit to develop and implement the strategy to grow WV Senegal cash and in-kind resources in line with WV Senegal 2016-2021 Country Strategy
Provide oversight to the RAM unit to develop and ensure effective implementation of RAM systems, including business processes, risk management, go-no-go decision making, and documentation, monitoring and tracking systems.
Provide regular updates to senior leadership team on grant pipeline progress and early identification and escalation of issues in grant performance to ensure risks are managed.
Contribute to WV Senegal’s national and sector strategy development. Ensure grant projects align and contribute to country strategy outcomes and targets.
Coordinate closely with the Grants Finance Manager to ensure financial management systems and capacity are in place for effective reporting on grant project expenditure to donors and support offices.
Attend and actively participate in Senior Leadership Team (SLT) meetings,
Ensure the implementation of the RAM Hub between the various departments.
Provide regular updates to the World Vision Global Centre (GC) and West Africa Regional Office (WARO) on RAM progress for WV Senegal.
Grow the WV Senegal RAM pipeline:
Monitor, identify, review and pursue steady stream of grant funding opportunities.
Review grant funding opportunities and facilitate go-no-go decision making processes with the SLT team and National Director (ND).
Facilitate cross-functional project teams to develop strong grant project designs.
Ensure WV Senegal minimum project design standards and documentation standards are met.
Ensure WV Senegal project design requirements for all proposed projects and quality design processes are followed using international best practice and programmatic processes (problem identification, logframe development, M&E planning etc).
Coordinate with RAM Finance Office to ensure accurate budgets are developed for each grant project meeting WVI LEAP (World Vision’s Design Monitoring and Evaluation Framework) budgeting standards.
Liaise with Operations to ensure quality reporting is delivered on time to donor and support offices on all grant projects.
Ensure alignment with donor requirements and regulations.
Ensure the highest quality of the submitted projects.
Ensure coordination and effective establishment of consortia with other partners.
Stakeholder Relationship Management (Institutional Donors and GC Support Offices):
Network to broker new partnerships and build new relationships with public donors, multilateral and private donors and potential consortium partners in Senegal.
Maintain regular dialogue and conduct regular meetings with GC and Support Offices and donors to build relationships, trust and strategically position WV Senegal as a priority partner for funding opportunities.
Develop strategies and plans for effective stakeholder relationship management.
Work collaboratively with Support Offices to develop strong grant proposals and meet deadlines.
Set and conduct effective strategic pre-positioning.
Ensure development of supporting documents such as capacity statements, marketing materials etc.
Represent WV Senegal in RAM communities of practice.
Grants and Private Non Sponsorship (PNS) management
Provide leadership, support and coordination in the implementation of ongoing major grants and PNS projects and other special projects to meet desired goals and objectives and identify opportunities for new projects/programs based on the country strategic plan.
Ensure integration of all programs/projects and grants such that a true holistic approach to transformational development is found in the design, implementation and monitoring and evaluation of these projects.
Ensure regular reviews of all Grants/PNS budgets, project funding, expenditures and accomplishments of ministry objectives and ensure all grants and special projects remain within budget.
Ensure that recommendations from audit reports and audit findings (relating to Grants / PNS) are addressed and implementation plans and developed and implemented.
Ensure compliance requirements with program staff of project.
Monitor spending situation with Finance.
Staff Management:
Work with P&C to recruit and effectively manage major grants/PNS project staff and RAM unit staff.
Conduct all required performance management processes, including managing professional development plans for all direct reports.
With support from respective managers assess WV Senegal staff capacity with regard to RAM.
In coordination with P&C, develop capacity building plans and deliver training and activities to build the necessary RAM skills of key staff.
Conduct monthly/regular staff meetings and one-to-one sessions to provide coaching and mentoring with all direct reports and other key RAM related staff.
KNOWLEDGE, SKILLS & ABILITIES:
Masters in fields related to international development.
5-7 years’ experience in successful proposal writing and management of proposal development teams, program design, grant acquisition and grant management for international development NGOs.
5 years’ experience in team management, track record of success in motivating teams and inspiring teamwork and of successfully training, mentoring and supervising grant staff.
Track record of success in networking, partnering and donor relations.
Experience in project management with government and multilateral agencies grant funded projects and experience in grant compliance procedures for major bilateral (USAID, EU/ECHO) and multilateral donors.
Experienced in building teams to develop complex health (nutrition, TB, HIV, maternal child health), education, child rights & protection, and economic development, resilience and livelihoods grant project proposals.
Experience in monitoring complex grant project budgets, financial reporting, and having a strong financial awareness.
Proactive approach, good organization and time management skills, and ability to prioritize, multi-task and manage heavy workloads and competing priorities.
Leadership capabilities that includes coaching staff to the highest level of performance & engaging in effective cross cultural & cross functional working arrangements to achieve shared goals including effectively utilizing indirect line management.
High level critical thinking, decision making and problem solving skills.
Ability to effectively communicate fluently both in French and English.
General

Preferred:
Budget and financial management training.
Grants Management Certified.
Hostile Environment Awareness Training (HEAT)/Security Training.
Working knowledge of the World Vision Partnership preferred and ability to interface sensitively with people from various departments in both field and Support Offices.
Work Environment/Travel:
The position requires ability and willingness to travel in Senegal up to 40% of the time.
International travels of up to 10% may be required.
The successful candidate must hold a work permit for Senegal.
