World Vision Uganda is a Christian relief, development and advocacy non-government organization dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in over 82 districts in Uganda implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & community resilience, education and child protection. Position: Rollout and Engagement Specialist – USAID Grant
Report to: Technical Advisor Technical Assistance/Capacity Building
Location: Kampala – National Office
Purpose of the position:
The Rollout and Engagement Specialist’s primary role is to ensure that the SBC Activity is implemented in line with agreed plans, standards, guidelines, and within acceptable timelines. He/she will ensure that all project partners – IPs, Government departments (including SBC delivery structures) and other local partners understand, and actively participate in the implementation of agreed SBC activities.
Key Outputs/Responsibilities.
Partnership planning and engagement
-In conjunction with the prime organization, MoH and SBCA project partners, identify and prioritise key partners and areas for collaborative engagement
-Supported by the Technical Advisor, Partnership coordinator and Grants Management Unit, complete all necessary partnership documentation and approvals in line with World Vision and donor guidelines
-Supported by the Technical Advisor and others, develop project workplans, DIPs budget, M&E plans, and initiate and coordinate project based interventions with various partners at national and regional levels
-Work closely with project team to identify key partners capacity gaps and facilitate capacity building and strengthening of the multi-sectoral coordination effort
-With support of the Multi-Sectoral SBC Advisor and other SBCA team actively participate in the multi sectoral coordination planning, SBC working group meetings at national and local levels as may be needed
-Support in the planning and development of SBC mainstreaming plans with all IPs, government departments, Institutions and groups
Project implementation support
-Provide programmatic leadership during the planning, implementation and reporting of SBC Activity performance in line with WVU, MOH, and USAID policies
-Support Technical Advisor to ensure close collaboration with Grants Management Unit and the prime organization to ensure the project team and partners meet all USAID and WVU contractual obligations
-Actively participate and in some cases, lead, in the development and periodic reviews of SBCA implementation plans ensuring all quality standards and benchmarks are incorporated and tracked
-Ensure that all project partners, IP, national and field level district structures have full awareness of their roles and expected contributions towards the overall success of the project
-Work with the Multi Sectoral SBC Advisor to ensure partners and coordination structures receive adequate technical support for successful integration of SBC activities within the project
-Provide day to day support to the Regional SBC Officer in mobilization, sensitization and implementation of SBC activities in the communities and ensure accurate reporting of achievements towards the desired change.
Documentation, Learning and Reporting
-Collaborate with the prime organization, project team and partners to identify needs and facilitate learning sessions for staff and partners
-Support research opportunities and facilitate documentation of lessons and best practices in SBC through the experience lab – both digital and physical – and other learning for a such as quarterly review and learning meetings among others
-Work with Evidence and Learning and project teams to ensure project data is collected, analyzed and fed into various data systems that would be adopted for the project including established government – MOH data reporting system.
-Support TA to coordinate monthly, Quarterly, semiannual and other reporting requirements as may be required by the government, WVU and donor
-Support Evidence and learning team and partner organization within SBCA to plan and conduct evaluations including basline, midterm, endline, success stories, among others
Qualifications: Education/Knowledge/Technical Skills and Experience
-Post graduate qualification in public health, International relations and or other related fields
-Bachelor degree in Development Studies, Social Sciences, Social Work & Social Administration or any related disciplines
-At least five years of INGO field experience in a similar position/project: project management, proposal development (program narratives and budgets) and donor reporting.
-Knowledge of USAID regulations, procedures and requirements very important
-Experience closely working with coordination structures at Ministry and local government level
-Good understanding of Uganda’s health system including current priorities
-Experience working in health system strengthening, and knowledge of behavioral change communication and any other health related disciplines will be particularly important consideration.
-Excellent written and spoken English essential
-Excellent organizational skills, ability to determine priorities and attention to detail a must
-Ability to work in a multicultural context as a flexible and respectful team player
-Willingness to travel to the field as and when needed
-High-level of knowledge and practice with Word, Excel, Outlook, etc. required
-Work in a multisectoral/ multicultural team- patience, cultural sensitivity and application of contextual understanding in day to day work
-Ability to work with tight deadlines for information needs
