STANDARD MINIMUM QUALIFICATIONS
Education : Completion of secondary school education.
                   : University degree in Monitoring and Evaluation, Social Science, Agricultural Economics, Environmental and Resource Economics, Development Economics, Project                                    Management or any related field
Language : Fluency in both oral and written communication in English.
JOB PURPOSE
In particular, the Knowledge Management and Monitoring and Evaluation officer will:
 • Provide technical guidance and assist in developing project and context specific monitoring plans that are risk based and focus on measuring results;
 • Provide technical support for outcome measurement analysis as appropriate;
 • Assist in the revision of M&E standards, processes and tools in consultation with relevant technical units; and
 • Assist with the establishment of a comprehensive process of knowledge  management (KM) that helps  the Ministry of Agriculture (MoA) to gain insights and understanding from its collective interpretations, ideas and experience through systematically locating, capturing, creating, sharing, applying and storing knowledge and knowledge materials gained through the project; and
 • Contribute towards enhancing the M&E capacity of the MoA through the project knowledge management and collaboration during project implementation.
KEY ACCOUNTABILITIES (not all-inclusive)
 • Coordinate project annual workplans development;
 • Coordinate development of the project M&E plan and other associated M&E tools
 • Monitoring of project activities implementation;
 • Knowledge management including documentation of best practices and lessons, creation of the project database and keeping it updated;
 • Coordinate production of appropriate and timely technical reports;
 • Conduct M&E and knowledge management capacity building at all levels (National, District and Community);
 • Coordination project baseline, midterm and end line surveys;
 • Work collaboratively with the district project units to ensure that implementation of project activities remain on track; and
 • Perform any other tasks related to livelihoods activities as required.

Internal Controls & Compliance
Demonstrates basic knowledge of internal controls, risk management and monitoring mechanisms; and their applicability to WFP’s critical activities.
Performance Budgeting, Analysis & Reporting
Demonstrates participation in business planning efforts by developing basic project-level budgets and forecasts, incorporating information from various sources as appropriate to monitor Key Performance Indicators.
Resource Management
Demonstrates ability to track and compile reports on Field staffing and resource usage at project-level, in collaboration with the government project coordination team at district level.
Financial Management & Accounting Principles
Applies knowledge of financial and accounting principles and practices, to ensure compliance with WFP and Adaptation Fund policies, applicable procedures and accounting standards.
Supply Chain and Operations Knowledge
Demonstrates basic understanding of WFP programme, implementation, and supply chain principles (including project modalities & structures).
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
 • Progressive years’ of work experience in monitoring & evaluation; and knowledge management  of livelihoods/resilience building projects at national or district level.
