Job Description

Project Description

The Government of Malawi Department of Disaster Management Affairs (DODMA) is the lead agency in responding to the emergency crisis with the Humanitarian Country Team (HCT) and policy direction from the National Disaster Preparedness and Relief Committee.

DODMA, as the lead coordination agency, manages all information on disasters and provides regular reports to international agreements that Malawi is part of. However, managing, analysing and packaging credible information depends on how vital the source of information is and how the information is accessible to stakeholders in usable products. Against this background and increasing shocks in Malawi, the Department of Disaster Management Affairs has started decentralizing its function and strengthening local-level disaster risk management. The DODMA is also working on a Disaster Information Hub (DIH) and a Disaster Risk Management Information System (DRMIS) which is being piloted in Phalombe, Mangochi, Chikwawa and Balaka districts for a start, which is aimed at automating disaster information for more effortless flow of information and quicker analysis for decision making. However, with the system being rolled out with a scope of expanding countrywide, the demand for managing all the different pieces of data and information is imminent, necessitating strengthening the current capacity at DODMA to manage the demand.

As part of strengthening the information management system, the services of a Senior Information Management Officer (SIMO) are sought to support and Lead the work of maintaining the information management at DoDMA. The role is to plan, direct, and coordinate with the DoDMA Information Management requirements of the organization.

Institutional Arrangement

Under the overall supervision of the Directors of DoDMA, the SIMO will work closely with Deputy Directors – of DoDMA to ensure that data of humanitarian and development interests will lead the establishment of DoDMA’s practice in data science and analytics, helping to serve as a bridge between Response and the Resilience teams to provide strategic leadership and technical Information management for ongoing initiatives and hands-on engagement within the current and future portfolios of work.

The SIMO will report weekly to the Team Lead and seek guidance on technical aspects. SIMO also coordinates with System Programmers and Program Analyst – Disaster Risk Reduction and Recovery.

Duties and Responsibilities

In discussion and approval with the Directors of DoDMA implement and integrate Information Management activities along with the members of the IMU to ensure the purpose and use of data is clear. This is to be carried out with a focus at a National level as well as at the District level through the Response and the Risk Reduction Unit of DoDMA;

Proactively gather information from relevant cluster partners through the Inter-Cluster Coordination Group, Humanitarian Country Team (HCT), UN agencies and other organizations for informing decisions, at the regional, national, and local levels on Disaster Management, and help achieve overall DoDMA Programme objectives;

Responsible for the smooth functioning and integration of the Disaster Information Hub(DIH), the Disaster Risk Management Information System between the National and District stakeholders. Design and develop minimum requirements for the functioning of DIH and DRMIS in the Districts and convey them to DoDMA Management;

Provide strategic support in the application of the Principles for Digital Development. Lead in the development, adoption, integration, and effective use of data science and analytics related to open-source software platforms used in DoDMA projects and initiatives, including community information systems, Monitoring and Evaluation systems for DoDMA as they are applied to response and resilience initiatives. Promote and report IMU core activities in consultation with DoDMA Management;

Supervise and reinforce staff capacity in the Information Management Unit and at the districts linked to the newly developed DoDMA Information Management Strategy led by the Information management unit. Lead in the production and distribution of related Information Management products ( snapshots, dashboards, situation reports, maps) at DoDMA;

Identify short courses for IM capacity development of relevant stakeholders at national and local levels;

Participate in Cluster and inter-cluster meetings representing DoDMA IM Unit and provide the necessary support in presenting the relevant data and information;

Facilitate capacity development of district staff to use the DIH and DRMIS and report the progress monthly;

Provide a weekly update to the Team Lead and seek guidance on the establishment and running of the Information Management Unit;

Perform any other related duties assigned by DoDMA management from time to time.

Required Skills and Experience

Education:

Master’s degree in Information Communication Technology, IT, Computer Science, Disaster Management or related field.

Bachelor’s degree in relevant field with additional two years of qualifying experience will be considered in lieu of Master’s degree.

Experience:

Minimum 2 years (Master’s degree) or four years (Bachelor’s degree) of progressively responsible experience in information management, information systems, disaster management, humanitarian affairs, or other related area is required.

Required skills:

Strong database design and management skills (familiarity with software such as MS Access, Excel, MySQL);   

Good knowledge of GIS systems and supporting software (QGIS is required, and experience in the development and management of spatial/geographic data layers;

Solid knowledge of MS Office software products is required (especially MS Access, MS Excel, MS Power-point, MS Word);

Web design and database programming/administration skills (familiarity with PHP, HTML, DRUPAL, etc.);

Good understanding of indicators and their development;

Publication development/production, especially drafting text, design of graphic elements and layout;

Public speaking – able to make presentations in Chichewa and English;

Knowledge/familiarity with Google Earth, In-Design, Adobe Photoshop and Illustrator.

Desired skills

Experience managing information in disaster response or complex emergencies is desirable;

Relevant experience within the UN system or an international organization is desirable;

Experience dealing with multiple stakeholders is desirable.

Required Language: 

Proficiency in English and local language.

Knowledge of other UN official languages desirable.
