ABOUT WFP

I. ORGANIZATIONAL CONTEXT:
This position will be based at the Regional Bureau of Dakar and will report directly to the Regional Monitoring and Evaluation Advisor and under the general supervision of the Senior Regional Programme Advisor. The Job holder will be part of a team where senior support is readily available and may supervise a small number of junior staff at the regional bureau and country offices to ensure that activities and project objectives are achieved in full.
II. JOB PURPOSE:
Support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.
III. KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1. Support country offices information management capacity, including through the implementation of regional M&E tools (ONA) and other corporate tools (COMET, SPRING and MDCA);
2. Support implementation of the regional M&E strategy with the overall aim to strengthen Country Office capacities for high quality monitoring and learning to facilitate strategic and programme decision-making;
3. Support Country Offices with the analysis and reporting of M&E data for management and programme decision-making (including the preparation of case studies to demonstrate results); Track and check info entered by country offices for completeness and quality;
4. Support the realignment of existing M&E systems to the 2017-2021 Corporate Results Framework – including training on indicators and methods and development of M&E tools for outcome, output and process monitoring in line with M&E SOPs and Minimum Monitoring Requirement;
5. In close collaboration with the RB Units, conduct technical review of the annual Standard Project Reports and consolidate outcome indicators at regional level for the Annual Performance Report; and
6. Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
7. Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
8. Train country office and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
9. Work in close collaboration with internal counterparts and external partners to strengthen the data quality, accuracy and consistency to build credible performance evidence.
10. Support planning and implementation of monitoring and evaluation activities on effectiveness of all food and cash assistance interventions as well as emergency operations (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
11. Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
12. Any other duty assigned by the supervisor that are within the scope of monitoring and evaluation.
IV. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
• Cultivated sustainable relationships with the country offices, government, UN and NGO partners.
• Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modelling needs.
• Performed monitoring, evaluations and assessments at multiple field locations.
V. STANDARD MINIMUM ACADEMIC QUALIFICATIONS :
Education: Advanced University degree in Statistician, Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional 3 years of relevant work experience at Professional level in Statistician, Sociology, Social Development, Development Economics .
Language: National Professional: Fluency (level C) in French language.
