Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women, under its flagship programme on “Women’s Economic Empowerment through Climate-Resilient Agriculture” (hereafter CRA FP) and with support from the Open Society Foundations (OSF), is seeking a qualified Regional Policy Advisor to lead the initiative in West and Central Africa, based in the UN Women Regional Office in Dakar, Senegal.
The flagship programme covers four priority outcome areas, which will require action from a coalition of partners to achieve:
•Increase women’s land tenure security and rights;
•Improve the productivity and reduce the time and labour burdens of women smallholder farmers by ensuring equal access to climate-resilient productive resources and information;
•Remove financing barriers to allow women farmers to invest in climate-resilient agriculture;
•Promote opportunities for women farmers to participate in green value chains and markets.
By addressing the gender gap in agriculture through informed, women-centered investments and interventions that remove structural barriers and promote equal access to land and other productive resources, the initiative will support women’s economic empowerment and overall sustainable development.
Reporting to the Regional Director, West and Central Africa, the Regional Policy Advisor will support programme development and knowledge management across the CRA FP country programmes in the region.  The Policy Advisor will oversee the launch of country programmes and will thereafter support the country programme coordinators.  The position involves high-level advocacy and partnership building, as well as policy and technical support and advisory functions. The Regional Policy Advisor will lead in developing strategies and methodologies towards programme outcomes; identify opportunities for engagement with partners and for resource mobilization; keep abreast of policy research and development practice in gender and climate-resilient agriculture; ensure knowledge, learning and innovation in programmatic areas, including through documentation and contributing to a community of practice on gender and climate-resilient agriculture; handle communications within the region and with the counterpart Regional Policy Advisor in the UN Women Regional Office in Nairobi and UN Women headquarters; and represent the programme externally.
Duties and Responsibilities
Manage the development of country programmes under the CRA FP with UN Women country offices and country programme coordinators
•Manage the development and implementation of an integrated strategy for the delivery of technical assistance, policy advocacy and programme support to programme coordinators in the region;
•Manage the development of country project documents under the CRA FP;
•Oversee the contextualization/ localization of global programme documents, strategies, and knowledge products, and ensure proper monitoring and reporting of the CRA FP in the region.
Lead the provision of capacity-building support to country programme coordinators
•Lead programme coordinators in developing and strengthening policies, projects/ programmes and modalities; and ensuring proper monitoring;
•Manage the identification of knowledge and implementation gaps and possible solutions;
•Develop, implement and monitor capacity building initiatives;
•Lead the provision of technical policy advice to programme coordinators.
Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners
•Build and strengthen strategic partnerships to achieve CRA FP outcomes;
•Build and strengthen close liaisons with relevant donors and other actors supporting CRA FP efforts;
•Develop and execute resource mobilization strategies.
Lead the design of strategies to achieve CRA FP outcomes in the region and the development of relevant knowledge products
•Lead the provision of policy recommendations and guidance for strategic planning and positioning for the CRA FP;
•Lead and provide advice to regional/ national bodies; represent UN Women in interagency groups that influence national policies related to CRA FP outcomes;
•Contribute substantively and lead existing thematic and gender equality networks to better connect UN Women and partners;
•Lead the research, development, and presentation of analytical reports, research papers, briefing notes, background papers, summaries, correspondence in the CRA FP outcome areas;
•Identify promising practices, technical expertise, and strategic opportunities.
Manage knowledge building and sharing for the CRA FP
•Identify and disseminate lessons learnt and good practices in collaboration with programme coordinators;
•Ensure technical skills and knowledge are shared within and among programme coordinators;
•Manage and monitor the regional knowledge platform and innovative approaches in Climate-Resilient Agriculture.

Required Skills and Experience
Education:
•Master’s degree in a relevant discipline, such as economics or agricultural economics; international development, gender, or environmental studies;; rural sociology, geography, anthropology or agronomy is required.
•PhD is an asset.
Experience:
•At least 10 years of progressively responsible experience in designing and managing programmes and advocating for women’s economic empowerment in the region;
•Experience working on climate resilience agriculture and understanding of its relation to women’s economic empowerment and gender equality;
•Substantial experience in policy analysis, and strategic planning;
•Demonstrated experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
•Experience working with the UN system is an asset.
Languages:
•Fluency in English and French is required;
•Knowledge of the other UN official working language is an asset.

UN WOMEN West & Central Africa Regional Office has been supporting multi initiatives through programming, global advocacy and building strategic partners with national governments, civil society, UN agencies and other bilateral and multi lateral development organizations. In this process, UN WOMEN WCARO has contributed to building interest, capacity and commitment to integrating Gender issues processes in the West and Central Region. UN WOMEN Regional and country offices are supporting a number of other initiatives at regional, Regional at country levels and there is a need of visibility.
Under the supervision of the Regional Director, in close collaboration with UN Women’s field-based presences and relevant HQ units, the Communications Specialist is responsible for developing strategic communications and media initiatives and managing media/press coverage and oversees the production of a range of communications materials for UN Women, including for the UN Women Regional Office website, and for online and offline audiences. S/he is responsible for timely, accurate and high-quality informational materials, such as press releases & media advisories, news briefs, fact sheets, stories from the field etc. for media outreach, the UN Women website, and inclusion in informational kits for further public outreach.
The Communications Specialist will collaborate closely with the Headquarters, Regional, Multi-Country Office and Country Offices’ (RO and CO) colleagues to ensure communications strategies, media relations and organizational outreach efforts are aligned with corporate communications policies and initiatives. S/he also collaborates with RO and CO colleagues to support outreach campaigns, resource mobilization and donor relations initiatives; s/he mobilizes support in conjunction with intergovernmental processes, and support the activities and special events organized for UN Women.
Duties and Responsibilities
Coordinate and planned communication  activities with UN communication colleagues at regional / national level, Liaise closely with UN Women Communications Team at HQ to feed regional/national initiatives into corporate communications initiatives and vice versa:
•Regular consultation with HQ Communications Section to ensure consistency with corporate policies, messaging and initiatives.
•Feedback to HQ communications team provided with a view to coordinate communications initiatives: informs about regional /national activities, provides comments on and inputs for corporate initiatives, seeks advice and support;
•Regular contributions to and advice provided on UN Women corporate materials, e.g. corporate web site, illustrated Annual Report,  video productions etc. to highlight regional / national initiatives and ensure visibility at the corporate / international level;
•Regular liaison with Communications Officers from other UN entities at the regional / country level to provide UN Women inputs to joint UN initiatives; to that end, represented UN Women on the UN Communications Group.
Manage UN Women media/press relations:
•Media strategies conceived, planned and implemented in line with corporate guidelines to enhance the positioning of UN Women with the media, with a special focus on regional priority areas of concern;
•Opportunities for press conferences identified and press conferences organized; interviews with senior managers facilitated;
•Press releases and media kits drafted;
•Clear, consistent and timely responses to media inquiries; issuance of statement and corporate positions to media and other external audiences;
•Maintained and expanded contacts with regional media; topics, background information, news-related developments and coverage of interest to each identified;
•Oversee and maintain regional online outreach and produces information materials for public outreach
•Oversees regional web site technical and editorially and coordinates web presence of multi-country and COs in the region and in line with the corporate web policy;
•Oversees and manages regional social media accounts in line with corporate social media policy or provides inputs to corporate social media accounts;
•Drafts brochures, fact sheets, stories from the field to inform media and general public;
•Video producers hired and supervised to produce relevant video material on UN Women’s work;
•Effective channels for dissemination of all information products to relevant target audiences identified and distribution supervised.
Provide advice and support to UN Women special events and campaigns:
•Communications components of UN Women and/or UN campaigns, implemented, e.g.  Say NO to Violence against Women campaign; UNite campaign;
•Special events or UN Women inputs to special events conceptualized and organized with a view to reaching wider audiences; to that end, concepts conceived and relevant materials developed and compiled.
Build communications partnerships and media alliances:
•Identifies and develops new communications partnerships and media alliances to enhance the visibility and cement UN Women as a thought-leader; manages and nurtures existing partnerships;
•Identifies innovative opportunities and new communications tools and platforms which can serve to highlight the work of UN Women;
•Guides and collaborates closely with MCO/CO communications officers to advance regional and national communications partnerships.

Required Skills and Experience
Education:

•Experience working in large development agency also pertinent;
•Good IT skills, including databases and office software packages;
•Familiarity with gender issues. Familiarity with UN Women and UN system is an asset;
•Outstanding oral and written communications and editing skills, with proven ability to meet tight deadlines.
Language:
•Fluency in French and in English is required;
