ORGANIZATIONAL CONTEXT
We require Monitoring Assistants on short term contract (SSAG5) for Mutare Satellite Office. In addition, the CO will be using this recruitment excercise to boost the roster for Field Monitor Assistants at the same level(SSAG5).
Under the overall supervision of the Head of Programmes and direct supervision of the Head of Field Office, the Monitoring Assistant will coordinate and monitor implementation of all WFP Zimbabwe CSP within a specified area under the Satellite Office. The incumbent is expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices and be able to recommend a course of action to staff at various levels. The Monitoring Assistant is required to use judgment in dealing with unforeseen operational problems daily.
JOB PURPOSE
To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.
KEY ACCOUNTABILITIES (not all-inclusive)
Verify and monitor the planned movements, deliveries and distribution of food/cash or non-food items, resolving routine issues and escalating where appropriate
Collect and summarise assistance programme(s) and food security data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making
Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services
Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes
Arrange for regular meetings with district stakeholders, community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues
Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas
Review the work of Cooperating Partners, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines
Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided
Perform other duties assigned by the supervisor.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A degree in the related functional area is desirable.
Language: Fluency in both oral and written communication English. In addition, the Monitoring Assistant must be proficient in the local language of the province.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
Has experience utilizing WFP monitoring and evaluation systems and standards.
Has experience working in data management systems
Has experience in implementing, monitoring and reporting on food and cash assistance programmes
Has experience working in emergencies
Knowledge & Skills
Good computer skills, including word processing, spreadsheets, and other WFP standard software and systems.
 A good understanding of WFP policies, rule, regulations and procedures as they relate to implementation of the Lean Season Assistance, would be an advantage.
OTHER SPECIFIC JOB REQUIREMENTS
