ORGANIZATIONAL CONTEXTBACKGROUND AND PURPOSE OF THE ASSIGNMENT :
Over a billion people in the world living on less than a dollar a day depend on agriculture for their livelihoods. For them, vulnerability to climate-related shocks is a constant threat to food security and livelihood, trapping them into poverty in the long term. Climate variability has increased the frequency and intensity of environmental shocks therefore presenting a need to develop and support strategies that reduce and mitigate the climatic and environmental risks. Over overcoming hunger, achieving food security and increasing resilience has therefore become the priority for many organisations, including the United Nations World Food Program, Zimbabwe.
 With the increase in frequency and intensity of weather-related risks due to climate change in the Zimbabwe, WFP has adopted a integrated approach to climate risk management by bringing together various tools and strategies such as improved resource management through asset creation (risk reduction); improved agricultural practices (conservation agriculture and drought-tolerant seeds); strengthened market access; micro-insurance and macro-insurance through ARC Replica (risk transfer); livelihoods diversification and microcredit (prudent risk taking); savings (risk reserves); climate services; and forecast-based financing (FbF). On the social protection front, WFP in partnership with the government and other actors is working towards tackling the humanitarian-development nexus by integrating relevant WFP programmes into the national social protection framework.
With the different Disaster Risk Financing (DRF) instruments at micro and macro-levels being piloted and scaled up in the country by WFP as well as the inception of the 4-year Green Climate Fund (GCF) project, WFP Zimbabwe is in need of services of a Risk Transfer Officer to support technical and programmatic aspects of the risk transfer work under microinsurance and ARC Replica.
JOB PURPOSEThis job position is within the Zimbabwe Country Office (CO) in Harare and is open to Zimbabwean nationals.
The Officer will report to the Climate Risk Management Lead and Project Coordinator, and work closely with other units in the Country Office, WFP’s Field Offices in Zimbabwe, as well as WFP’s risk transfer teams at Regional and Global levels.
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)Technical support :
Act as primary resource person for the risk transfer components i.e. micro insurance under R4, Arc Replica, GCF/SDC Project and other WFP Zimbabwe Country Office programs.  
Coordinate and manage the technical assessments for the risk transfer work streams.
Support the design of the risk transfer components by insurance companies (including African Risk Capacity’s African RiskView) and technical service providers.
Support the development of insurance policies, basis risk fund, delivery channels and linkages to other project components.
Support various stakeholders including cooperating partners, insurance companies, and ARC Technical Working Group in the fine tuning and implementation of the risk transfer work and related activities.
Support all the interactions with risk transfer experts at regional and global Level and facilitate all the relevant data collection for index design and product refinement purposes.
Support the development of insurance product designs and a transparent process that engages the communities and find opportunities to complement the risk transfer instruments.
Monitor the progress of the insurance index during the agricultural season and provide technical advice and backstopping to the insurance company and the relevant stakeholders including the Technical Working Group.
Accountabilities ContdImplementation support :
Support the development of adequate technical, economic, and legal mechanisms and contracts to allow for insurance set-up, registrations (e.g. digital registration), premium payments and payout delivery.
Ensure the documentation of insurance related processes and contribute to the preparation of Standard Operating Procedures (SOPs) and workplans for insurance in Zimbabwe. 
Support the identification of an adequate index design platform and support mechanisms that would allow for the scale up of index insurance at national level.
In collaboration with cooperating partners and the insurance company, oversee the development of index-design training/financial education activities and curricula for communities, local partners at government and private sector level, and relevant CO units.
Provide technical support to Field Office staff and Cooperating partners when need be to ensure effective implementation of insurance activities within the Integrated Resilience Approach.
Support community sensitization meetings to promote insurance uptake by smallholder farmers in the targeted areas.
Ensure that consultancies, service contracts and contracts with Cooperating Partners are up to date to facilitate timely delivery of activities.
Monitoring, Reporting, Advocacy and Administrative tasks:
Develop, manage, and maintain a database of insurance participants and all key information related to insurance across the whole timespan of the project (sum insured, insurance premiums, area insured).
Ensure that the risk transfer components are adequately and effectively integrated in the M&E plan and system, including the impact evaluation.
Review reports from Cooperating Partners to ensure timely delivery of insurance activities in line with the Standard Operating Procedures.
Provide regular reporting progress of activities and potential management issues to the CRM Lead at CO level.
Support the development of reporting and communications materials focusing on insurance and financial services components.
STANDARD MINIMUM QUALIFICATIONSEducation : Advanced University degree in economics, finance, agriculture, geography and environmental sciences, agriculture, insurance, disaster risk management, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience : At least one year of postgraduate experience in agricultural and/or rural insurance and financial services.
Index Insurance, agricultural credit and/or microfinance experience is required.
Experience in the establishment of partnerships with public and private sector actors; understanding of policy issues.
Language : Fluency in both oral and written communication in English language and in at least one local language.
Knowledge & Skills : • Excellent work planning and project management skills; ideally demonstrated in a humanitarian or development context. • Good communication skills, and excellent ability to coordinate across multiple units and organizations. • Good interpersonal, presentation and facilitation skills. • Understanding of food security vulnerability and ability to link analysis to programme design, in the context of WFP programmes. • Ability to facilitate workshops, negotiate agreements and contracts, and write publishable reports. • Excellent skills in word processing, power point, excel and data analysis software. • At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems daily. • General knowledge of UN system policies, rules, regulations and procedures governing administration, is considered an advantage.   DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE• Has gained experience in implementing technical programs (i.e. nutrition, etc.).• Has implemented programmes and provided input into designing operations.• Has provided input into policy discussions and decisions.
