Job Purpose
The Regional NSD Coordinator, under the guidance of the BRC Country Cluster Manager will support Red Cross Movement National Society Development (NSD) efforts in Southern Africa to ensure growth in leadership, management, and related organizational development and sustainability systems. The NSD Coordinator will ensure efficient, effective and timely financial management and administration of BRC NSD supported programming in Southern Africa, including Zimbabwe Red Cross Society (ZRCS), Namibia Red Cross Society (NRCS), Eswatini Red Cross Society (BERCS) and other NS in the region if required (possibly Lesotho Red Cross as well) in line with BRC NSD and Partnership Guidance as well as IFRC NSD Framework and Compact.
Job Duties & Responsibilities 1
Provide operational services and guidance for accurate and timely NSD planning and reporting in programmes/projects supported by:
Provide technical support to ZRCS/NRCS/BERCS and possibly LRCS, in preparation, implementation and reporting of NSD plans and budgets.
Support National Societies (NSs) to identify specific finance sustainability issues and ensure those are included as needed in the above plans and budgets.
Ensure activities and corresponding budget lines carried forward are correct and consistent with narrative reports.
Work with NSs colleagues and movement partners individually and collectively to ensure a coherent NSs development offer in line with the NSs development Framework.
Support BRC Country Cluster Manager on the revision/preparation/implementation of the Strategic plans of the relevant National Societies.
Be the focal point for financial sustainability and risk management framework of the National Societies.
Be the focal point for any Capacity Building support from BRC, ensuring coordination with other Red Cross Movement partners.
Work with IFRC National and Clusters colleagues to ensure high quality support to National Societies.
Contribute to efficient communication and coordination between BRC Regional Office and the NSs on NSD matters including participation in the NSs review meetings and other field visits as needed.
Be BRC focal point for Due Diligences and Audit/Financial Risk Management processes in the regions:
Take the overall responsibility of finance area of the Due Diligence of any the NSs in the region, either implementing the Due Diligence (DD) or following up on DD that have already been done.
Ensure the DD outcomes and improvement plans agreed are integrated in the NSD Plans of the NSs and given the proper support by BRC in terms of resources allocation (both technical and financial).
Produce a yearly follow up report on DD outlook in the region.
Analyze the finance management risk level of the operative context of BRC and its implementing partner. Liaise with the movement partners in order to facilitate a joint understanding of risks with reference to NS and country contexts.
Ensure Fraud and Financial Risk Management Register are up to date and shared with BRC UKO, providing advice on financial and programming potential red flags.
Support and advise the NS in coordinating of project/programme related internal and external audits that may be commissioned by BRC.
Be BRC focal point for any audit process in the region.
Job Duties & Responsibilities 2
Specifically look at providing finance development and capacity building linked to finances:
Assess the financial management and financial sustainability and capacity of the NS, liaise and share with other partners on their findings and views and maintain an overview of the existing capacity building support to NS from all partners. Supporting development of viable and sustainable Core Cost models for the 3 NSs will be a priority.
Based on this, map out any finance capacity building needs and give proposals of relevant and appropriate to BRC support. Contribute proactively to training, support and advice to the NS in the development of their financial management and sustainability systems and procedures. train the NS staff as requested, taking into account existing capacities, projected needs and the importance of systems that can meet the internal BRC and back donor reporting requirements.
Work with the NS management to identify skill gaps and training needs in financial management and support the NS in planning how to obtain the required skills and competencies. Liaise with other partners as appropriately.
Work closely with NS finance staff to promote continues learning and improvement of financial management practices.
Work closely with other members of the Movement and assist the NS in learning from experiences of other NSs operating in similar contexts.
Specifically, as part of the above, provide technical support to all the Cash and Vouchers Assistance (CVA) preparedness process of the 3 NSs on financial issues linked to CVA:
Support on the preparation and co-facilitation of the Regional finance training in Southern Africa in the first quarter of 2022.
Support targeted NSs to revise and adjust their finance procedures or manuals in order to avoid bottlenecks and to ensure a quick delivery of CVA.
Support on the revision of SoPs to ensure the processes, roles and responsibilities of the finance departments and staff are clear and effective
Perform any other work-related duties and responsibilities that may be assigned by the BRC Country Cluster Manager.
Education
Bachelor’s Degree in Accounting / Finance
ACCA qualification preferred
Experience
Minimum 3 years auditing and/or finance management experience
Demonstrated experience with accounting software (Navision preferred)
Experience in budget preparation and follow-up preferred
Demonstrated experience in partner capacity building and training delivery
Experience in financial management with, or auditing of, Non-Government Organisations preferred
Experience and knowledge of international donor procedures preferred
Knowledge, Skills and Language
