SECTION B – SUPPLIES OR SERVICES/PRICES
The purpose of this purchase order is to procure administrative services for the Health Office in USAID/Senegal. The administrative service procured will provide for audit preparations and closeout tasks, as assigned.
B.2 CONTRACT TYPE
The Government contemplates award of a Firm-fixed Price Contract resulting from this solicitation.
B.3 CONTRACT PRICE
The total fixed price for this contract is in the amount of $ 12.100.00. Any additional costs incurred above this price will be at the expense of the Contractor.
B.4 PERIOD OF PERFORMANCE
The period of performance for this contract is for six (6) months; on/about January 11, 2016 through on/about July 11, 2016.
B.5 PRINCIPAL PLACE OF PERFORMANCE
In accordance FAR clause 52.215-6, the principal place of performance will be Dakar, Senegal.
SECTION C – DESCRIPTION/SPECIFICATIONS
USAID/Senegal seeks to strengthen the Government of Senegal (GOS) capacity to improve health outcomes, improve aid effectiveness and sustainability. In order to increase development sustainability, one key component of the Health Team is to utilize direct government to government (G2G) agreements to build the capacity of the GOS systems to better deliver health results. In addition, the Health Office must begin the process for closing out its 2011-2016 Health Program and begin preparations for the launch of the new Health Program. This purchase order for administrative services through a Health Office Administrative Consultant is requested to further assist with G2G and program close-out tasks in close collaboration with the Health Team.
C.2 STATEMENT OF WORK
The administrative services to be recruited will provide program assistance to the USAID/Senegal Health Team’s G2G portfolio. The Health Office Administrative Consultant will support G2G coordination and organization, Health Program close-out and administrative tasks. In this capacity, the incumbent will work closely with the Health Systems Strengthening (HSS) Senior Advisor, G2G Advisor, G2G Activity Managers and other Program Assistant staff. The incumbent will be responsible for communicating, following up with and receiving weekly direction from the HSS Senior Advisor for guidance and instructions on all G2G related tasks. The incumbent reports directly to the Health Office Director or her delegate.
C.2.1 SPECIFICALLY, THE HEALTH OFFICE ADMINISTRATIVE CONSULTANT WILL:
A. Complete hardcopy and electronic G2G filing, including: collecting documentation, organizing documentation for filing, uploading hard copy files to online databases and possibly drafting G2G templates to be used as ‘notes to the file’.
B. Complete program administrative duties as necessary, which may include: reviewing incoming correspondence, routing and logging correspondence as well as drafting, editing and finalizing outgoing correspondence. This will include assisting the health team with coordination tasks related to project inventory closeout processes and procedures.
C. Draft meeting minutes of G2G Health Team Meetings on a weekly basis.
D. Support the HSS Senior Advisor to plan and organize G2G skill building sessions, such tasks may include: developing google/excel spreadsheets, organizing session logistics (i.e. arranging space, drafting invitations), assisting with development of session agendas and drafting session meeting minutes.
E. Develop close-out plan for Health Program and support health team members to begin implementation of the plan.
F. Other duties as requested as related to G2G audit preparation and project close-out.
