Purpose of Assignment:
Under the direct supervision of the Deputy Representative, coordinate implementation of all volunteer initiative activities within the Liberia Country Office in close collaboration with the section chiefs to roll out the ‘Volunteer Engagement” pilot project.
Basic Objectives of Consultancy/Contractor Services:
To support the roll out and monitoring of the Volunteer Engagement Initiative pilot project in Liberia.
Objective 1: Capacity building and leadership development through trainings for youth in communities and cities.

Key Activities/Tasks

  1. Mapping of youth organization available in country to enhance strengthen of youth networks.
  2. Develop integrated strategies for volunteer engagement opportunities.
  3. Facilitate orientation of 20 child welfare committee/ observatory members, 18 CHAs and 12 county communication Officers on community engagement, monitoring, reporting, data collection and documentation on health, Nutrition, WASH and Child Protection issues.
  4. Undertake field visits to assess implementation status of volunteer engagement workplan activities.
  5. Conduct quarterly networks meeting to share lessons learned, best practices and provide tangible recommendations to improve performance.
  6. Prepare monthly report on the progress of planned activities in line with approved workplan.
  1. Mapping exercise completed to select youth groups/networks.

 

  1. Strategies are in place.

 

  1. Orientation completed for 20 child welfare committee/ observatory members, 18 CHAs and 12 county communication Officers on community engagement.

 

  1. Field trip report with action-oriented recommendations prepared and followed up.
  2. Quarterly meeting conducted and report available.

Objective 2: Awareness building across priority issues to youth and development

  1. Arrange to train 100 parents, guardians and caregivers to build knowledge on the effects of key adolescent and youth development issues and increase demand for services (protection, health and education) at their delivery points in the 10 targeted communities in Montserrado.
  2. Orient Community leadership and youth volunteers in joint planning meetings sessions between schools and communities to address risk factors affecting youth in and out of schools in Montserrado.
  1. 100 parents, guardians and caregivers were trained.

Objective 3: Build a strong online network for volunteer mobilization and for youth to have a platform.

A:  Work with innovation officer to address challenges of teenage pregnancy, drug and substance abuse and, promote education, life skills and positive behaviors established, supported and maintained in West Point and new Kru Town.

 

B:  Document best practices, lessons learned and success stories.

  1. Pilot testing of 5 context relevant Apps and games that address challenges of teenage pregnancy, drug and substance abuse and, promote education, life skills and positive behaviors in West Point and new Kru Town.

 

B. Documentation report available.

Qualification:
Qualifications: Master’s in Social Science.
Professional/Technical Experience: Five years’ practical professional work experience in programme design, management, implementation, monitoring and evaluation related to networking and partnerships for child rights.
Relevant Work Experience: Work experience related to advocacy, communication, social mobilization and partnerships, including proven experience of working with government and civil society groups.
Language Skills Required:  Fluency in English both Oral and written.
Other attributes essential for the assignment:  Willingness to travel and work in field environment.
General Terms and Conditions of the Contract:
Under the consultancy agreements, payment is deliverable based as defined in the ToR.
All remuneration must be within the contract agreement.
No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
Consultants will not have supervisory responsibilities or authority on UNICEF budget.
Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
Mention is it as per the General Terms and Conditions of the Contract.
Mention “Grace Period” for submission of deliverables after which payment will not be processed.
