UNICEF China is driven by a ‘Pilots to policy to results at scale business model’? The country office in collaboration with government, pilots high impact programme interventions to demonstrate key results for children, and uses evidence from this to advocate for government adoption, nationwide scale up and policy development to improve outcomes for China’s 271 million children. With China’s increased global engagement and investments, there is also an opportunity to export China’s best practices to other developing countries in support of the achievement of the Sustainable Development Goals. Much of this is underpinned by the country office’s ability to demonstrate, document and disseminate key initiatives, results and knowledge.

How can you make a difference?

  • Programme Monitoring and Evaluation: Provide regular technical and procedural support to internal programme monitoring and the evaluation function in the office. This includes assisting in the development of tools, processes, hands-on support to programme sections and supporting national M&E capacity building.
  • Research and studies. Provide technical and methodological support to evidence generation activities in the office, including research and studies.
  • Situation Monitoring. Assist in developing data products in diverse formats, providing technical support to meet UNICEF鈥檚 internal data needs and assist in cooperation with government partners to strengthen national statistical capacity.
  • SDG monitoring. Provide support to programme sections and counterparts on SDG monitoring, including engagement in methodological development, promoting integration of standardized survey modules in existing data collections, documentation of work on monitoring and reporting of the SDGs, and the development of SDG-related data products.
  • Perform other related duties as assigned by the supervisor to ensure the success of the team, including supporting the PME section in capacity building and training within the office and to the government counterparts.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Social Sciences, Social/Public Policy, Economics, Statistics, Demography or other relevant discipline.
  • At least two (2) years of relevant professional experience in project planning, monitoring & evaluation, reporting or research.
  • Proven research capacity especially on methodologies, and technical excellence in using and managing data, which enables the candidate to provide technical support to different teams, is desirable.
  • Familiarity with China’s official statistical systems, and advanced use of any statistical analysis software and data visualization tools considered an asset.
  • Fluency in English and Chinese is required.
