JOB CONTEXT :

HI has been working in China for more than 20 years. Our objective is to improve the socio-economic inclusion of people with disabilities, especially in rural areas, trough pilot projects run in close cooperation with governmental partners, civil society and associations of people with disabilities.

There are more than 83 million people with disabilities in China (equivalent to the entire population of Germany) and more than 75% of them are living in rural areas. In these areas, access to services for people with disabilities is still challenging as the following facts show:

–          Only 33% of people with disabilities needing rehabilitation services receive them;

–          Only 20% of people with disabilities needing assistive devices have access to such devices;

–          The illiteracy rate of people with disabilities aged 15 or above is more than 40%; As a consequence, the average annual income per person with disabilities is less than half of the average national annual income per person.

We are currently operating in two provinces/regions of China (Beijing, and Yunnan) along with other provinces through our network organization. Our head office is located in Beijing. The ongoing projects of the China programme are Promoting Inclusion through Civil Society Organizations (CSO), Livelihood & Economic Development, Disability Inclusion Development, and Mental Health. We are also expecting to launch an important project on Inclusive Employment. We also advocate for more quality services and better inclusion of persons with disabilities in rural areas via close contacts with different Ministries, the China Disabled Persons’ Federation (CDPF), the media and the academic sector.

YOUR MISSION:

Under the responsibility of the China Operations Manager, as Program Development and Quality Insurance (PDQI) you are a Field Technical Specialist (FTS) who contributes in China to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion.

You ensure overall technical quality on a variety of projects that are related to Civil Society Development or Mental Health, as well as support programme development. Being based in HI’s Beijing Office, you provide direct technical advice on a daily basis to the project team and partners. In coordination with the Operations Coordinator, you provide support to the Project Managers and Project Officers as well as to key local partners, while ensuring HI’s quality and standards are met over all projects.

In this framework, you main responsibilities are:

• Expertise: ensure projects’ standards and technically quality compliance
• Influence: contribute to the local external prestige and influence of HI’s expertise in your sectorial scope
• Business development: Ensure the development of major opportunities or new projects under your sectorial scope

YOUR PROFILE :

• You hold a degree in a relevant field of study
• You have a minimum of 5 years experience in a technical support position and you already managed projects in the field
• You demonstrate a significant experience in the domain of disability inclusive development
• You are fluent in written and oral Englis

CONDITIONS:

• Starting date : January 2019

• Length of the contract: 12 months

• Employee status, according to experience :

• Salary from 2757€ gross/month regarding the experience of the candidate
• Perdiem : 801€ net/month
• Insurances : medical hearth coverage, retirement planning, repatriation
• Paid holiday : 25 days per year
• R&R : 1 day per month

• Status : unaccompanied
• Housing : individual taken in charge by HI
