Gret recruits 01 Technical Advisor

One-year fixed-term contract from 01/06/2026 as Technical Advisor to the TETARD project (Territoires Engagés dans la Transition Agrécologique, la Résilience et une alimentation Durable), as well as the projects co-financing it in Cambodia.

 

• Position

Technical Advisor (TA) within the TETARD project, the co-financed projects and potential new projects started at national level, in the same field of expertise – contributes to the successful completion of the operations led by the TETARD head of project (HoP), to whom s/he provides support, and to the quality of the projects operating in her/his field and on her/his territories of intervention and to the capacity building of the teams of these projects.

 

• Context

The TETARD project, implemented since 2010 (under APICI name at the time) in partnership with the provincial authorities of Siem Reap Province, the Cambodian organization CIRD, the Provincial Departments of Agriculture, of Commerce and of Rural Development, aims to improve and secure the living conditions of family farmers through agroecological practices in Siem Reap province, in Cambodia. More specifically, the aim is to improve and secure the living conditions of almost 2,200 farmers, members of 10 cooperatives, in 140 villages, spread over 4 districts, by developing more efficient production and marketing systems for agricultural products, through support for agroecology, market access and the structuring of professional agricultural organizations. Since 2023, the project’s specific objectives have been revised to reflect the program’s move to a larger scale, and to better integrate the territorial dimension into the development of healthy and sustainable agricultural and food systems at provincial level, thus evolving towards the TETARD program it is today. Project activities now contribute to :

1. Promoting agro-ecological intensification and diversification of agricultural production
2. Strengthening producer organizations and structuring local agricultural value chains to secure production and facilitate the sale of products on markets
3. Support provincial stakeholders in the construction and implementation of a development plan for efficient and sustainable territorial food systems.

GRET is also working to strengthen the integration of agriculture/value chains and nutrition approaches in its programs, in order to meet today’s food and nutrition security challenges and support healthy, sustainable food systems. Since 2021, the APICI project has been complemented by the « Assurer la Sécurité Alimentaire et Nutritionnelle en Afrique de l’Ouest et dans les Suds » (ASANAO) program agreement, whose overall aim is to ensure the promotion and implementation of sustainable, nutrition-friendly food systems in 8 countries.

In this way, GRET is strengthening the structuring of local vegetable, rice and chicken chains, promoting market access and recognition for high-quality, healthy products via a Participatory Guarantee System, supporting farmers’ structuring through cooperatives, promoting access to credit for investment through savings and credit groups, supporting small-scale irrigation and training target populations in agroecological techniques, basic nutrition and farm economic analysis. The project also aims to better integrate the territorial dimension into the development of safe and sustainable food system in Siem Reap Province.

 

• Missions/Fonctions

The main purpose of this technical advisor position is to support the team, and more specifically the TETARD HoP, in the development and implementation of these projects’ activities, and to provide technical support and skills building for the local team in terms of healthy and sustainable agricultural and food systems, share knowledge with other GRET teams from the TETARD and ASANAO projects and their partners, participate in local and regional networks, and contribute to collective reflection on the development of GRET’s agriculture and nutrition activities in South-East Asia.

More specifically, the TA will be responsible for the following tasks:

* Provide technical and methodological support to the TETARD project, its co-financing projects and the ASANAO project

• Support the HoP in programming and monitoring project activities and reporting tasks
  • Strategic analysis of the project (challenges, opportunities, main achievements, evolutions, recommendations, etc)
  • Support the HoP and the project team in participative program design (concerted annual and semi-annual revision of the activity schedule) and implementation, with the validation of Head Quarter Program Manager (HQPM).
  • Ensure each component has a precise and clear strategy for activity implementation, with objectives and indicators
  • Ensure the quality of activity implementation, including: checking experimental protocol before implementation and ToR for events, checking activities progress reports, training /meeting/ exchange visit reports, trials reports, regular field visits for supervision and participation in key activities (cooperative general assemblies, launch of new activities, specific training, strategic meetings with partners and local authorities, etc.)
  • Support the HoP in monitoring the timely implementation of the activities in her/his field of expertise (based on operational plan and monthly plans). Components to follow closely must be divided between HoP and TA
  • Support the HoP to ensure that the beneficiaries’ selection is well on line with the technical advices and the activities planned
  • Support the HoP in monitoring the project’s budget and ensuring that funds are used appropriately for the implementation of planned activities.
  • Contribute to the activity reports of the TETARD and any projects co-financing them (Syctom, MEAE, ASANAO, etc.)
  • Support HoP and Monitoring and Evaluation officer to update the M&E guideline for the whole program once a year and suggest improvement of the M&E system in place when necessary
  • Ensure that project’s activities respect ETIG SALAD principles of intervention
  • Review narrative reports for donors prepared by HoP and the team
  • In close collaboration with HoP, ensure proper repartition of tasks and duties among the team to avoid workload of some team members
• Advise the HoP on methodological and technical choices
  • Support the review of the project’s long-term strategy – facilitate workshops with the team to establish a long-term strategy for the project
  • Support preparation of monthly team meetings and analysis of team technical reports
  • Support the preparation of ToR and contract for private companies/consultants
  • Provide inputs for MoU preparation for partnerships such as PDA, PDRD, CIRD, etc, in liaison with Representative office

* Contribute to building the capacity of project teams in terms of safe and sustainable agricultural and food systems.

• Contribute to the development and implementation of a « progress plan » that contributes to the HoP’s capacity building to evolve to Field Program Manager (FPM).
• Maintain regular contact with and respond to requests for technical support from the TETARD HoP or from component officers in his/her field of expertise.

• Provide methodological assistance for relevant components among livestock, vegetable, rice, value chains/markets, agricultural cooperatives, nutrition, territorial approach, savings and credit, cross-cutting activities (pollination, inclusion of the most vulnerable, adaptation to climate change, collaboration with the media, etc.). Components requiring specific technical support will be divided in between HoP and TA

• • Provide technical expertise in safe and sustainable food systems
• Contribute to building the capacities of the project team.
  • Participation in recruitment processes (drafting job descriptions with the HoP, analyzing profiles, participating in interviews)
  • Team training in line with the TA’s technical expertise, and proposals for external training according to needs and opportunities.

* Participate in the development of GRET’s activities and strategy in the area of safe and sustainable agricultural and food systems.

• Contribute to strategic thinking and leadership in its area of intervention. Monitor changes in players, issues, policies and practices (innovation). Contribute to internal reflection.
  • Participate in meetings of GRET’s ETIG SALAD working on sustainable agricultural and food systems and ASANAO workshops
  • Participate in the various workshops and exchanges organized by the SUN CSA and Alisea networks in Cambodia, and help lead internal and external workshops on the promotion of healthy, sustainable food systems. The TA will be responsible for leading/ participating in workshops of a technical nature aimed at sharing knowledge or advocating for the methodologies implemented within the framework of the project.
  • Encourage exchanges of experience between teams implementing similar action in South East Asia
  • Support the drafting of communication documents (newsletters, project sheets) on projects to which the TA is attached
• Participate in the implementation of ETIG SALAD strategy in your area.
• In line with this strategy, participate in identifying, writing and setting up new operations.
  • Preparation with the HoP and participation in meetings and donors’ visits
  • Monitor development opportunities in Cambodia with regard to agriculture, value chains, market, nutrition, food systems and territory approach
  • Contribute to look for new donors and partners with Gret representative office in Cambodia
  • Actively contribute to proposals writing for Siem Reap province and Cambodia in general on topics related to the project

* Capitalisation, publication and communication of the project results.

• Contribute to the capitalization process resulting from the project with HoP
• Assist project team to produce technical sheets and videos in English and Khmer on successful practices
• Ensure the project’s external communication in conjunction with the HQPM, HoP, Gret’s representative and Communication Officer in Cambodia
• Ensure the update of project’s communication tools with HoP and Communication Officer in Cambodia
• Ensure the project contributes regularly to Gret Newsletter

 

• Profile required

Qualifications:

• Master’s degree or equivalent in agriculture, health or nutrition
• Training and/or successful experience in gender or climate change issues would be appreciated
• Professional working proficiency in French and English is required. Knowledge of Khmer would be an asset

 

Experiences:

• Minimum 5 years of experience in international development NGOs working in the field of agriculture, health and nutrition of vulnerable populations, and conducting multi-sectoral actions.
• A good knowledge of the Cambodian context would be desirable

• Operating conditions

The position is full-time, fix-term contract for 12 months, renewable. It is, under the hierarchical authority of Socheata Keo, Country Representative, under the functional authority of Ms Justine Scholle, Head Quarter Project Manager within the ALER division and co-coordinator of the ETIG SALAD, in charge of operational monitoring of the project, and under the supervision of the HoP based in Siem Reap.

The position is based in Siem Reap, Cambodia.
