Purpose of the Post

Under the supervision of the Deputy Representative, this temporary appointment post is required for a smooth transition from the previous Country Programme and related management structure to the new Programme and management plan by supporting programme related and administrative tasks, which are arising due to a shift in responsibilities between existing programme associates, new programme priorities (including the current drought emergency), a number of key partners requiring close support (such as the high visibility European Union funding), the strengthening of the Prevention of Sexual Exploitation and Abuse (PSEA) and the upcoming introduction of e-tools. This post will thus support the Programme and Communication Teams in the UNICEF Namibia Country Office by performing a number of key programme-related and administrative tasks.

Key tasks and responsibilities

1. Under the overall guidance of the Deputy Representative, support to programme development, implementation and monitoring as follows:

  • Supports programme and communication teams in drafting project documents, work plans, budgets, and proposals on implementation arrangements.
  • Carries out transactions in VISION pertaining to grants such as registering grant allotments and tracking expiring programme and communication grants, ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and makes amendments and alterations as per programme revisions when necessary, especially for the European Union grant.
  • Prepares monitoring and reporting information for programme managers on agreed performance indicators to drive more efficient management and accountability for results, especially for the European Union grant.
  • Monitors budgets and financial expenditures of programme, ensuring compliance with UNICEF rules and regulations, keeping programme managers and communication-partnership specialist informed and advised on actions for decision and/or follow up.

2. In close collaboration with the Programme Budget Associate, support the capacity strengthening of partners and monitoring of programme implementation in various sections, as follows:

  • Support the implementation of the HACT quality assurance plan.
  • Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by preparing training materials and participating on exercises pertaining to programme processes and procedures which aim to build capacity of stakeholders.
  • Support the elaboration and implementation of the Namibia Country Office’s PSEA strategy/plan.

3. Support on the implementation of Programme and Operations in the introduction of e-tools to the Namibia Country Office:

  • Provide support on the implementation on the piloting of e-tools with Programme Budget Associate and the Deputy Representative.
  • Assist in ensuring knowledge transfer and on-the-job coaching of staff on the adequate use of e-tools.

4. Support the elaboration, implementation and monitoring of the Emergency Preparedness Plan (EPP)

  • Work closely with the Deputy Representative, programme and communication staff responsible for EPP to ensure timely planning, implementation and monitoring of the EPP.

5. Performs other duties, as required:

  • Coordinate with sections to prepare MYR & Annual Review presentations and save electronically. Facilitate the logistics for MYR & Annual review meetings.
  • Provide administrative support at events, meetings and organizing various workshops.
  • Preparing agendas and minutes for Programme group meetings.
  • Administrative support to the Deputy Representative Office, as well as Programme and communication Teams.
  • Support to the Programme Associates and Front Office task.
  • Any other duties as required.

Recruitment Qualifications

  1. Education

Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.

  1. Work Experience

A minimum of six years of administrative or clerical work experience is required. Experience in UN or International organization is strong asset.

  1. Language Requirements

Fluency in English and local language of the duty station is required.
