ORGANIZATIONAL CONTEXTDuring the December 2020 High Level Multi-Stakeholder Conference on Acceleration the journey towards Zero Hunger in Namibia, WFP was asked to redefine its strategic and programme orientation in Namibia across three areas: – a) rural transformation, ii) sustainable infrastructure that supports food systems and iii) human capital development.
The strategic orientation and proposed interventions will enhance contribution to economy-wide priorities including structural transformation of the agriculture and other ancillary and supporting sectors, increase agriculture and related exports and improve opportunities for increased foreign direct investment and investment into the economy, create an enabling environment for adoption and use of technological and scientific data-driven innovation; ensure the deepening of governance and institutional structures and processes; ensure continued and improved macroeconomic stability; deepen financial and capital system development, promote individual savings and investments, fight inequality, improve education and strengthen infrastructural development.
This position will therefore be core to WFP’s contribution to the Government of Namibia in enabling an efficient and effective resources mobilization landscape that fast-tracks the journey towards Zero Hunger. A core part of this function is to expand the networking of stakeholders in addressing stagnating food and nutrition security situation while putting in place interventions to accelerate the journey towards zero hunger. The position will enable WFP to actively co-lead, review, refine and develop the concept and framework of sustainable food systems from nutrition, food security and sustainability perspective, and methods, metrics and tools to analyse and to mobilise resources while strengthening partnerships that contribute, positively to diet quality and how they are influenced by environmental, economic, social, cultural and policy processes.
JOB PURPOSEPurpose: Under the direction of the Country Director, the Senior Partnerships Officer is responsible to create, maintain and facilitate strategic and effective partnerships between WFP Namibia and its collaborating partners, namely donors, international Financial Institutions, non-governmental organizations, and the private sector. She/he will work as the primary focal person with Development Partners and Ministries to mobilize/secure fund/budget and to monitor and provide update on both technical progress and financial utilization of programs.
In addition, he/she is a liaison between WFP Namibia program teams and both funding and implementing partners in coordinating proposal development, partner solicitation, ensuring timely fund mobilization, budget allocation, reporting, sub-grantee selection and the entire processes management.
This position will also alternate in the role of Deputy Country Director rendering support in planning and implementation of CO work plan including the implementation and evaluation of audit and compliance recommendations.
KEY ACCOUNTABILITIES (not all-inclusive)Responsibilities :•    Provide effective leadership to Namibia Country Office when delegated to ensure the continued development of a cohesive and high performing country team•    Responsible for the analysis and management of all fundraising channels and activities, expanding long-term, multi-year, flexible and unrestricted funding.•    Leads the day-to-day engagement with development partners to build strong relations and mobilize resources to support WFP’s agenda on accelerating Namibia towards Zero Hunger.•    Develops a comprehensive resource mobilization strategy for WFP Namibia which specifies achievable targets and how the team can achieve them.•    Manages fund raising cycle including concept note/proposal development processes in collaboration with program teams to ensure that they are properly coordinated and consistent with internal program priorities, cross cutting issues and donor priorities and requirements.•    Hold shared accountability for the effective management of all WFP operations and resources within the country. •    Provide coaching and support to partners and WFP teams to enable effective performance.•    Play a key role in building cohesive and collaborative cross-functional relationships to ensure uniform approach to WFP’s programme delivery•    Hold accountability for comprehensive and accurate reports on country situations and performance for both internal and external audiences to provide required donor information and to inform strategic directions, operational planning and decisions.•    Coordinates with RBJ, Headquarters and Namibia team in establishing working modalities in financial data tracking and analysis for budgeting, monitoring, and reporting and grant audit to meet program objectives and stakeholders/donor requirements.•    Work with Communication, Advocacy and Monitoring team to standardize and ensure quality of external documents (such as proposal and report) and to organize high level monitoring field visits/events for government and development partners.•    Manages a comprehensive database of donors and sub-grantees to facilitate tracking of partnerships and outreach to potential partners.•    Harmonizes planning, budgeting, and reporting guidelines & templates for Development Partners (DPs) to align their support with priority areas.•    Reviews and presents internal monthly updates, resource allocation and grants management for Senior Management Team and periodic reports for Development Partners submission.•    Compiles and delivers training and coaching for CO teams in area of diversified  STANDARD MINIMUM QUALIFICATIONSEducation : Minimum Master’s Degree in Economics, Business Administration, International Development, or other relevant field of study.
Experience :
At least ten (10) years of work experience, preferably in the management of partnerships involving donors, of which 5 years should be in a senior, leadership or managerial position.Experience in international development, including working in resource mobilization/allocation for multilateral and bilateral development partners, philanthropic organization, private foundations, or NGOs as well as grants management.Excellent partnerships & grants management skill and ability to build relationships with government counterparts, development partners, civil society agencies and private sectors.Superior analytical and organizational skills with excellent attention to detail and high degree of personal initiative.Experience in development financing, including working in resource mobilization/allocation for multilateral and bilateral development partners.Excellent partnerships & grants management skill and ability to build relationships with government counterparts, development partners, civil society agencies and private sectors.Superior analytical and organizational skills with excellent attention to detail and high degree of personal initiative.Language : Fluency in English is essential and knowledge of another UN language is an added advantage.
