The World Food Programme office in Johannesburg is a Regional Office coordinating and supporting the delivery of humanitarian assistance and providing technical support to 12 Southern Africa countries including, Angola, Botswana, Democratic Republic of Congo, Eswatini, Lesotho, Madagascar, Malawi, Mozambique, Namibia, Republic of Congo, Zambia and Zimbabwe.

ORGANIZATIONAL CONTEXTThis assignment is part of the World Food Programme’s contribution to support Namibia’s national priorities as well as bring on board efficiencies and effectiveness in programmes that promote rural transformation, food systems and human capital development. NAMSIP’s interventions will enhance contribution to economy-wide priorities including structural transformation of the agriculture and other ancillary and supporting sectors, increase agriculture and related exports and improve opportunities for increased foreign direct investment and investment into the economy, create an enabling environment for adoption and use of technological and scientific data-driven innovation; ensure the deepening of governance and institutional structures and processes; ensure continued and improved macroeconomic stability; deepen financial and capital system development, promote individual savings and investments, fight inequality, improve education and strengthen infrastructural development.
The Ministry of Agriculture, Water and Land Reform (MAWLR) is implementing the Namibia Agricultural Mechanization and Seed Improvement Project (NAMSIP) aiming at contributing to Namibia’s high-level plans and strategies, which include Vision 2030, Fifth National Development Plan (NDP5: 2017/2018-2021/2022), Namibia’s Harambee Prosperity Plan (HPP: 2016/2017-2019/2020), MAWLR Five Years Strategic Plan, and Growth at Home Strategy. The Project has three (3) specific objectives, which are to: (i) enhance agricultural productivity to reduce annual importation of staple cereal crops/grains; (ii) facilitate job creation; and (iii) enhance household incomes, to improve the livelihoods of the rural people. The total Project cost is ZAR 1.42 billion which is being financed by (i) ADB Loan of ZAR 1.00 billion (70.5%), (ii) Government contribution of ZAR 0.36 billion (25.5%), and (iii) beneficiaries’ in-kind contribution of ZAR 0.06 billion (4.0%). The Project will be implemented over a period of five (5) years, up to December 2022.
JOB PURPOSELead on or provide technical advice and oversight to procurement field operations of high complexity, partnering with key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries. Job holders require a high level of experience and knowledge to credibly influence supply chain strategies at senior levels across functions and with local partners.
KEY ACCOUNTABILITIES (not all-inclusive)1.  The Procurement Consultant will be accountable for ensuring that all procurements under the project are conducted in accordance with the Bank procurement rules and procedures2.  The Consultant shall, inter alia, undertake the following:2.1 Review all available project documents to facilitate the establishment of procurement procedures for the management and implementation of the project.2.2 Establish a procurement management system for the PIU based on the African Development Bank Rules & Procedures for the procurement of goods, non-consulting services and consultancy services under the “Procurement Policy for Bank Group Funded Operations”, dated October 2015.2.3 Setup a procurement management tracking system for the PIU that would monitor the implementation of procurement activities.2.4 Using the Banks Standard procurement documents, prepare Bidding Documents and Request for Proposals (RFP), clarifications/amendments to procurement documentation, minutes of the Evaluation Committees and negotiation meetings, Evaluation Reports, contract award decisions, etc. These should include standardized forms to be used for International and National Procurement Methods to conform to the Bank Procurement Rules and Procedures.
•    In consultation with the Procurement Specialist and Project Director, prepare and update the Project’s Annual Procurement Plan and Budget detailing contract packages (including estimated cost) for goods, consultancy services and non-consulting services, the procurement/selection methods and processing times until completion of each procurement activity.•    Monitor procurement implementation and update the Procurement Plan on at least a monthly basis and whenever it becomes necessary to do so.•    The Consultant shall review ToRs and specifications for completeness, consistency and fairness, and if necessary, suggest amendments.•    Initiate the procurement processes, including those for International and National Competitive Bidding procedures, ensuring compliance with agreed procurement methods’ threshold, prior review requirements specific to the project and agreed aggregate threshold amounts for less competitive procurement methods.•    Participate in bid/proposal opening sessions, bid and proposal evaluations and ensure that the appropriate Guidelines are followed to arrive at the recommendations for award of contracts.•    In case of procurement actions requiring prior review, coordinate the dispatch of procurement document to the Bank, monitor response times on issuing « no objections » at different levels of the procurement process and follow-up accordingly.•    Monitor and ensure timely responses to procurement questions raised by the Bank. For services, follow-up with the short-listed consultants, to ensure their participation in the selection exercise.•    Oversee procurement clarification meetings (if any) and develop clarifications/amendments to procurement documentations (if needed).•    Provide guidance in selection of Evaluation Committees and lead the Committee’s secretariat in recording the minutes of the meetings.•    Provide training and capacity building of procurement staff of the PIU and other identified stakeholders to ensure long-term sustainability of the project outcomes, with a view of strengthening staff capacities and skills, filling skills gap and support institutional strengthening.

Actions audit queries and process improvements in line with ethics/compliance standards, donor requirements, and operating procedures.  STANDARD MINIMUM QUALIFICATIONSEducation : Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.
Master’s degree in Procurement or related field will be an added advantage. 
Experience:Minimum of 10 years of experience in public procurement, 5 years of which is in handling procurement activities using Bank (or similar MDBs) procurement guidelines.
Knowledge of/experience with Africa Development Bank Rules and Procurement procedures is required.
Language:Fluency (level C) in English language.
