UNICEF has been delivering life-saving services and protecting the rights of children in Mali since 1960. As part of its current Country Programme (2015-2019), and under the wider umbrella of the SDG agenda, UNICEF in Mali works with the Government and other strategic partners to ensure that the children of Mali can access their most basic rights– to a healthy meal, adequate healthcare, clean drinking water, a chance to learn and even an identity.

In that context, the Resource Mobilization and Partnership Unit is responsible for the conceptualization and implementation of all aspects of resource mobilization and partnership-building in support of the Country Programme, under the general guidance and supervision of the Representative and in coordination with the Deputy Representative.

This includes overseeing resource mobilization for the Country Office development and humanitarian programmes, including joint programmes with other UN agencies, enhancing positive relationships with donor groups through recognition initiatives and by monitoring donor interests and information needs, and exploring innovative funding and partnership opportunities, including with the private sector, to accelerate results for children.

How can you make a difference?

As part of the implementation of the UNICEF in Mali country Programme (2015-2019), the Partnership Officer will be in charge of supporting resource mobilization and partnerships with the aim of maximizing of quality, flexible resources for development and humanitarian programmes, and to secure shared-value private partnerships to accelerate results for the children of Mali.

Under the leadership of the Resource Mobilization Specialist, and as part of an integrated public and private sector approach to resource mobilization in the Country Office, the Partnership Officer will support the development and management of strategic partnerships with public and private sector donors in order to maximize resources to achieve results for children in Mali, including:

1. Support implementation of Resource Mobilization Action Plan 2018 for Mali: identification of resource needs and matching these with funding opportunities; making the case for support for UNICEF in Mali’s development and emergency programmes, including emerging areas of work (young people’s agenda); articulation of strategies for outreach to and communication with potential public and private sector donors; and methods to improve resource partner recognition and visibility.  Beyond fundraising for UNICEF, this will involve leveraging increased resources for children through partnership and advocacy. Once opportunities are identified with potential resource partners, support development of funding proposals or related materials (e.g. Letters of Intent, concept notes, etc.), which are tailored for resource partners, grounded in the latest programme evidence and include clear objectives and a robust results framework.

Contribute to development of quarterly funding gap analysis for each programme section to prioritize funding needs and resource mobilization efforts

Update funding context and donor intelligence tool and draft donor briefing

Contribute to the development of sector-specific resource mobilization Action Plans to ensure financial resources are available to address the needs of the most vulnerable children in Mali

Contribute to organization of donor filed visits and other recognition initiatives

Draft concept notes and other information documents tailored to donors’ needs and interests

2. Contribute to development of private sector partnerships and explore innovative financing: contribute to identify and develop new financing strategies and opportunities for child-focused investments under the wider umbrella of the SDG agenda and Addis Ababa Action Agenda on Financing for Development. Explore opportunities to engage with the private sector and develop shared-value partnerships. Contribute to identify opportunities to leverage funding for children through public-private partnerships.

Contribute to strengthen financial and non-financial engagement with private sector actors

Support prospection and identify innovative funding opportunities for Mali and contribute to the diversification of the Mali Country Office funding portfolio.

Support opportunities to leverage funding and develop public-private partnerships.

Contribute to explore partnerships with multi-lateral institutions and non-traditional donors to identify and develop new financing strategies

To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in Social Sciences, International Relations, Government, Public Policy, Social Policy, Business Administration, Marketing, Communication and other relevant disciplines with specialist training in humanitarian action.

A minimum of two (2) years of relevant professional experience in partnerships, donor relations, resource mobilization, fundraising/marketing, communication or related field.

Experience in an international organization and in an emergency context a plus.

Excellent writing skills with evidence of proposal development writing highly desirable.

Enthusiastic and proactive attitude and strong relationship-management skills.

Solid interpersonal and organizational skills, flexibility and an entrepreneurial spirit.

Good knowledge and use of Microsoft Office word, excel and power point.

Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
