Forty years after the Alma-Ata Kazakhstan Declaration of Primary Health Care in 1978, the international community and national governments including Sierra Leone, have again met in October 2018 in Astana, Kazakhstan and declared to renew the commitment to primary health care (PHC) in pursuit of health and well-being for all, leaving no one behind. The Vision for Primary Health Care in the 21st Century is to reinforce the commitment of countries and international partners to make concerted efforts to orient health systems towards primary health care (PHC) for accelerated progress on universal health coverage and the health-related Sustainable Development Goals (SDGs).
How can you make a difference?
Under the Supervision of the Health Specialist Community Health Programs, UNICEF, and the Director of the PHC/MoHS, the local consultant has the following tasks and responsibilities.
He/she will assist the international consultant in:
Developing a roadmap and detailed plan by involving the national write-up group to guide the process of revision, finalization, production and dissemination of the PHC handbook;
Organizing and conducting a desk review of relevant policies, strategies, standards and research and study documents;
Preparing key informant interview (KII) instruments and conducting the interviews;
Compiling the relevant data from the literature review and KII, preparing summary report; and presenting to the national write-up group to inform the revision of the handbook;
Organizing and facilitating the work of the national write-up group.
Preparing the draft reviewed PHC handbook
Organizing and facilitating a consultative workshop of the draft PHC handbook and capturing participants’ views on the relevance, usefulness, strengths and weaknesses of the draft document to come up with recommendations for the revised handbook;
Reviewing the working document to incorporate the relevant inputs from the consultative workshop and prepare the next draft
with ensuring its relevance in scope, style, and target audience.
Organizing and leading the stakeholder’s validation meeting and incorporate the inputs from the validation workshop and produce the final document for presentation to the DPHC/MoHS before printing, launching and dissemination.
Producing an abridged handbook which includes the essential components of the handbook
Management, Organization and Timeframe
The duration of the consultancy is for a period of three months from June to August 2019; the consultant will work under the supervision by the DPHC/MoHS and UNICEF Health and Nutrition/HIV section.

Minimum Qualification: An Advanced university degree in Public Health, Medicine or Social Sciences, Health Services Management with Post-graduate degree in Public Health or Health Management related area.
Expertise/skills:
Technical expertise in Primary Health Care policy, planning and district health systems
Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in
Sierra Leone
Demonstrated ability to work effectively with the Ministry of Health and Sanitation and stakeholders at National as well as District level
Demonstrated ability to integrate, synergize and communicate complex ideas verbally and in writing
Ability to monitor and communicate progress in terms of process and results
IT proficiency
Experience: At least five years of relevant experience of working in health policy, planning managing or developing primary health care systems including at national and /or district level
