Purpose of Activity/Assignment:

UNICEF Bangladesh has adopted a life cycle approach in the 4-year country programme (2017 – 2020) to support the overall wellbeing of children and adolescents through integrated programme interventions. There is an emerging convergence of national and sub-national political will and determination at the highest levels to keep children free from the constraints of harmful practices and negative social norms. In this regard, UNICEF has been supporting Government of Bangladesh (GoB) through different Ministries and Departments to coordinate the social and behavioural change communication (SBCC) interventions for a range of audiences through multi media campaign, events, entertainment education, mobilisation of local and religious leaders and community engagement to facilitate the ending of harmful child care related norms and practices.

UNICEF Bangladesh signed a ‘Memorandum of Understanding (MOU)’ with Islamic Foundation of Bangladesh (IFB), a Directorate under the Ministry of Religious Affairs (MoRA). The MOU is an umbrella document of the partnerships for the period of 2017-2020. It provides a basis for strengthening and formalising collaboration with the organisation at national and sub-national levels. The areas of collaboration identified through an internal working committee assigned by the Director General (DG)-IFB and UNICEF C4D team in consultation with UNICEF sectoral focal persons include: a) Curriculum development, b) Training of Imam, Mass Education Teachers and Religious leaders and Capacity building, c) Research and Publications and d) Community Engagement and Media Based interventions to promote positive behaviours and social norms.

Under this signed MOU, a formal rolling work plan was signed between UNICEF-Islamic Foundation for the time period of 2018-2019 to provide support on reviewing and development of curriculum and learning materials, capacity building of Imams, mass education teachers and professionals; research and publications; and community engagement and social mobilisations. Up to January 2019, all of the planned materials and modules were developed, 100 trainers of Imam Proshikkhan academy received training on SBCC focused key priority behaviours, 1,600 Imams and 1,200 female teachers received cascade training. In 2019, it has been planned to cover 8,400 Imams and 8,800 mosque based pre-primary education teachers in 8 districts through cascading to engage them in community engagement with a purpose to enhance knowledge, skill and capacity.

Since 25 August 2017, extreme violence in Myanmar has driven an estimated number of 693,000 Rohingya refugees across the border into Cox’s Bazar, Bangladesh. As of April 25, 2018, the Inter-Sector Coordination Group (ISCG) in Cox’s Bazar coordinating the humanitarian response reported that there are 905,000 Rohingya refugees in camps, settlements, and host communities including arrivals both before and after August 2017. The Rohingya refugees and vulnerable host communities who are affected by the sudden influx of this large number of refugees needed urgent humanitarian assistance, and GoB and Development communities have responded accordingly from the initial stage. Multi Sectoral Rapid Assessments conducted through the ISCG have highlighted that the majority of new arrivals have little knowledge of how to access services or are not aware of availability of the services that are provided to them. The assessments have also recognised the gaps in the outreach to the affected new arrivals and referrals, including major language gaps as well as the need for the creation of mechanisms to receive, orient and refer communities to relevant services, and record their feedback and grievances. Systematic and regular two-way communication is also required to quell rumours and promote social cohesion among the new and previous arrivals as well as the host population to avoid conflicts in the settlements. Islam is the main religion of Rohingya people. Imams and religious leaders are strong opinion leaders, they are highly respected and well accepted in the Rohingya communities. A desktop study conducted by UNICEF-IDS (Ripoli et al, 2019) reveals that religion plays an important role in Rohingya communities with availability of many Mosques and Madrashas/Maktab viz. religious schools in the camps. Lack of knowledge and practice on key household behaviours are major obstacles for children wellbeing and development in the Rohingya camps. There is an acute need of tailor-made, context-specific life-saving information and messages that are effective to   lessen the risk of conflict, violence, and rumor, and promote positive behaviour and practices in the camps. Imams and other religious leaders could be agents of change by facilitating engagement with and mobilisation of Rohingya communities. Communication for Development (C4D) Section, Cox’s Bazar (CxB) Office already engaged religious leaders in camp areas through various campaign events including Diphtheria Vaccination, Measles Vaccination, Cholera Vaccination and Nutrition Action Week to mobilise communities. This engagement has been acknowledged by sector programmes to achieve highest level of coverage. To make these engagements systematic, UNICEF and Islamic Foundation Bangladesh (IFB) initiated and developed a comprehensive workplan in line with the UNICEF-IFB national partnership towards positive social and behaviour change.

Furthermore, C4D section is exploring to work with local and community media at the media dark areas to mobilise communities towards positive and social behaviour change. Ministry of Cultural Affairs has been identified as one of the potential partners who has well established institutional structures and human resources up to an union level.

This TOR has been developed to hire a national C4D consultant to provide technical support to Ministry of Religious Affairs (MoRA) and Ministry of Cultural Affairs.

Purpose of Assignment: The key purposes of this assignment are the following:

  1. To provide technical and operational support to IFB to enhance the capacity of the IFB team for the implementation of interventions as per joint work plan in collaboration with UNICEF Dhaka office, CxB C4D team and other field offices.
  2. Provide technical support to IFB and C4D Cox’s Bazar team for strategic involvement of Imams/religious leaders in host and Rohingya communities to promote 15 key lifesaving behaviours through community engagement and social mobilisation.
  3. To provide technical and operational support to the C4D Section to liaise with MoRA to expand the programme with other faith-based organizations and establishing new partnership with Ministry of Cultural Affairs.

Major tasks and responsibilities:

  1. Develop an inception report on how the key assignments will be completed and a detail action plan with time frame and deliverables of 11 months
  2. Provide technical support to timely conduction of cascade training for 8,400 Imams and 8,800 pre-primary and mass education teachers including female teachers in 8 districts.
  3. Provide technical support to develop cross sectoral SBCC package for Rohingya and host community in CxB
  4. Support C4D national team in building rapport and exploring partnership with Ministry of Cultural Affairs.
  5. Initiate discussion with MoRA officials to extend the partnership with other faith-based institution
  6. Provide technical support to timely conduction of cascade training for 8,400 Imams and 8,800 pre-primary and mass education teachers including female teachers in 8 districts.
  7. Provide operational support to Islamic Foundation Dhaka and Cox’s Bazar Office for capacity enhancement, planning, implementation and monitoring of SBCC interventions in Cox’s Bazar (CxB
  8. Engage with different stakeholders for approval of training module and other content developed under the joint work-plan.

Education:

Advanced University degree in Social or Behavioral Science/ Public Health/ Communication

Knowledge/Expertise/Skills required:

  1. At least 08 to 10 year’s progressively responsible work experience on strategic communication planning and implementation for behavioral and social change interventions and research
  2. Technical knowledge and experience of working experience with religious leaders in social development will be an added advantage.
  3. Track record of working with UN, Government organisations, religious ministry and in urban will be an added advantage.
  4. Good skills in both oral and written in English and Bangla with strong interpersonal and presentation skills

  • Duty Station: Dhaka but the Consultant will spend 40% of time with Islamic Foundation Office, Agargaon, 30% with IFB Cox’s Bazar and C4D team, directly work with them, frequently visit to Cox’s Bazar and other fields.
