Purpose of Assignment:
The overall purpose of this assignment is to assist the Country Office and MoH to conduct the knowledge, attitude and practice survey on birth registration in Liberia.
Basic Objectives of Consultancy/Contractor Services:
 Basic objectives of consultancy/contractor (assignment) services (2-5 Objectives).
The overall objectives of this assignment are to:
To understand the bottlenecks, barriers, and misconception on birth registration and certification amongst duty bearers and rights holders.
Conduct a qualitative survey to examine the public’s (rights holders and duty bearers’) knowledge, and attitudes related to birth registration and certification in the proposed counties.
Identify and document bottlenecks and other challenges that are causing low birth registration and certification in Liberia
Explore key misunderstanding and misinformation around birth registration, certification and its process.
Assess the public’s attitudes and acceptability of birth registration.
Use the generated evidence to inform an evidence-based communication strategy that will be implemented to increase birth registration in Liberia.
Determine credible sources of messages and information services as well as preferred communication medium for birth registration services
Methodology:
The study will employ a mixed method of quantitative and qualitative research methods for primary data collection. The approaches will be informed by the research objectives, which will require in-depth understanding of knowledge, attitudes and practices, at the same time as providing measurable statistics.
The contractor will be requested to develop a systematic survey methodology and implement it. The methodology will include the design of study methods, sampling strategy and the development of study instruments (questionnaires and tools). Also, the methodology needs to provide estimated time and cost required for the survey.
The contractor is also requested to develop appropriate research instrument for the informative qualitative study. It is anticipated that both In-Depth Interviews (face to face) and Focus Group Discussions will be conducted with the targeted respondents. This will entail development of moderation guides and interview guides/questionnaires.
 Scope, time and coverage and management of the Study:
The survey should assess both rights holders, i.e parents and other caregivers and duty bearers, whom are responsible to refer, certify and register children birth under 13 years old which is free of charge by the government of Liberia.  The study will be conducted in four counties (Grand Gedeh, Nimba, Bong and Lofa Counties).
This KAP survey will be a joint study with the Ministry of Health and UNICEF Liberia. The consultant will work through the Ministry of Health and closely with the UNICEF Child Protection Officer (Birth registration focal point) who will lead and follow up on this contract, with the support of the Communication for Development Specialist and overall guidance from the Child Protection Chief. The Birth Registration Task Force will also be the reference group for this study. The consultant will be responsible in managing for logistics and other administrative costs associated with the study.

  3. Collect and analyze qualitative and quantitative data
  • Detailed research plan (including sampling, data collection route and overall timetable) corresponding to the TOR.
  • Pack of research related papers (questionnaires, data collectors’ manuals and protocols, consent form, etc.)

Qualification or specialized knowledge/experience/expertise required for the Assignment:
Qualification:
Advance University degree (Masters) in research, Economics or related field
Relevant Work Experience:
at least 5 years of experience in research (both quantitative and qualitative);
Professional/Technical experience:
At least 5 years’ research experience of the proposed team leader for both qualitative and quantitative surveys (based on CVs).
Ability to produce quality reports in English.
Experience in conducting KAP surveys in areas such as public health including birth registration.
Language skills required:
English, knowledge of local language is an advantage.
General Terms and Conditions of the Contract:
Under the consultancy agreements, payment is deliverable based as defined in the ToR.
All remuneration must be within the contract agreement.
No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
For international consultants outside the duty station, signed contracts must be sent by fax or email.
Unless authorized, UNICEF will buy the tickets for the consultant.  In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
Consultants will not have supervisory responsibilities or authority on UNICEF budget.
Consultant will work closely with the Ministry of Health to conduct the study.
Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
Mention is it as per the General Terms and Conditions of the Contract.
Mention “Grace Period” for submission of deliverables, after which payment will not be processed.
