Methodology
The review will be conducted externally with the support of the regional advisors. UN Partners will also be consulted throughout the process.
Specifically, the Review will:
Produce an in-depth analysis of the country program and opportunities using the GAP Programmatic Framework;
Identify 2-6 gender results that are most relevant to the country programme context and utilize the GAP’s dual programmatic approach (i.e. targeted gender priorities and gender mainstreaming);
Formulate programmatic responses to address gender bottlenecks and barriers that prevent the achievement of priority gender results;
Identify and modify relevant indicators to measure progress for gender programmes;
Develop action points of what the CO will do in terms of outputs and results in the new CPD, as well as the means to achieve these in terms of funding and capacities.
Provide inputs to the SitAn process (thematic report).
Work closely with the team in charge of developing the new CPD to ensure the results of the gender review are incorporated into the final document
Work with the Country Management Team and relevant external stakeholders to ensure CPD planning documents (situation analysis, strategy notes etc.) incorporate the recommendations of the Gender Review;
Support the CO in the development of a resource mobilization plan for gendered interventions
The Capacity Building Program will focus on building sectoral capacity within UNICEF, develop internal policy and external advocacy and joint programming, and ensure that the gender review work is built into the final CPDR and subsequent planning documents.
Specifically, the Capacity Building Program will develop a training program for staff and implementing partners and conduct the trainings and follow up;
Expected Results
An analysis of country Programme outputs and activities
Agreement on a clear set of action points to strengthen gender results and programmatic interventions as part of the CPD, CPAP/UNDAP and Annual Review process
Training schedule and materials for internal and external capacity building
Gender responsive CPD, situation analysis and strategy notes
Gender thematic report for the SITAN
Policy and program support as required by the CMT and Gender Focal Points
Deliverables and Timeframe
1. In-depth gender review analysis completed and reflected in presentation for relevant UNICEF staff – 15 days
2. Final report of Gender Programmatic Review – 5 days
3. Programmatic responses to address gender bottlenecks and barriers that prevent the achievement of priority gender results – 10 days
4. Training schedule and materials for internal and external capacity building (adapt existing modules) – 5 days
5. Gender responsive CPD, situation analysis and strategy notes – 5 days
6. SITAN gender thematic report – 10 days
Working Conditions
During the period of the contract, the consultant will be subject to the provisions in force at UNICEF concerning the safety, the respect of the rules, norms and procedures governing the personnel of the United Nations and UNICEF in particular. He/she will have to have a private computer.
Remuneration
The daily fees are established on the basis of the financial offer made by the successful candidates after the analysis of the files and the fee schedule of the individual consultants of UNICEF at the respective level. The payment will be done in three installments:
the first will represent 30% of the total contract amount and will be paid at the beginning of the contract;
the second will represent 40% of the total contract and will be paid after the provision by the consultant of the draft report and its approval by UNICEF Cote d’Ivoire,
the third will represent 30% of the total contract amount and will be paid after the approval of the final report with annexes, by UNICEF Cote d’Ivoire
Key Competencies, technical background, and experience required
Advanced university degree (Master) in social sciences, public health, or international development.
At least 8 years of strong technical skills in gender, research and ability to support countries especially on gender assessments or reviews.
Substantive and programmatic experience in gender issues, with an understanding of social change, is essential.
Demonstrated experience in using the evidence base on gender in shaping and implementing programmes
Strong analytical skills in gender programme design and assessment, ideally at the national level
In-country experience and knowledge of West African Region is an asset
Some prior experience with UNICEF or UN agency programme planning
Excellent French written and verbal communication skills, with strong interpersonal and presentation skills.
