Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

Purpose of post
The purpose of this consultancy is to support the Ministry of Education to develop a girls’ education sub-sector strategy. Part of the strategy development process will involve a desk review to understand the barriers and facilitating factors to girls’ and boys’ education. The identified barriers and facilitating factors will be used to identify strategic interventions to address them. The process for strategy development will be participatory involving key stakeholders at federal and national level, and also include discussions with girls and adolescent girls. The consultant is also expected to support the establishment/strengthening of a girl’s education forum/network that includes all stakeholders working on girls’ education. The role of the girls’ Education Forum/network is to advocate for girls’ education issues, mobilize resources, monitor the implementation of the ESSP with a gender lens.
Basic objectives of consultancy/contractor (assignment) services:
Conduct desk review on the status of girls’ education in Sudan to analyze barriers and facilitate factors to girls’ and boys’ education
Key Activities/Tasks
Prepare inception report
Conduct desk review on the status of girls’ education in Sudan to identify barriers and facilitating factors to girls’ education, including the nexus with FGM and child marriage. Identify links with current related policies.
Conduct field data collection in at least two identified states to validate the data from the desk review
Output(s)/Deliverable(s)
Inception Report providing details of the methodology to be applied, time frame, and brief description of key activities for achieving the deliverables.
Analytical report on (i) the status of girls’ education in Sudan; (ii) identify barriers to access to schooling, retention and learning achievement, including FGM and child marriage; (iii) facilitating factors to girl’s education; (iv) links to related policies.
Report of (i) barriers faced by girls to access quality education, stay in school, and learning achievement; (ii) facilitating factors to girls’ education
2. Develop Girls’ Education Sub-Sector Strategy (2019-2022) to address the identified barriers
Key Activities/Tasks
Draft the Girls’ Education Sub-sector Strategy based on the identified barriers and facilitating factors, as well as linkages with the existing policy framework for FGM and Child Marriage, and present the draft to the taskforce for feedback.
Revise draft Girls’ Education Sub-Sector Strategy (2019-2022) based on feedback
Conduct at least three consultative workshops.
Finalize Girls Education Sub-Sector Strategy
Output(s)/Deliverable(s)
First draft of the Girls’ Education Sub-Sector Strategy presented by the consultant to the taskforce for further feedback. The taskforce will be comprised of a members from the UNICEF Gender Task force and a taskforce constituted by the ministry of education to oversee the strategy development
Second draft of the Girls’ Education Sub-Sector Strategy presented by the consultant to the representatives from the states ministries of education following revision and incorporation of comments from the Taskforce for comments and feedback
Three reports from the consultative workshops highlighting key issues emanating from the consultations and action points.
Final Girls Education Sub sector strategy approved
3. Strengthen the Girls’ Education Forum/network with partners

To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in Education, Social Sciences or relevant areas.
A minimum of 8 years of relevant professional experience in developing girls’ education strategies
Experience in conducting situation analysis for girls’ education
Ability to facilitate consultative workshops
Ability to train and work with national consultant
Demonstrated research, analytical and report writing skills
Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats
Ability to work independently and in a team
Experience working with UN organizations and Government, especially Ministry of Education
Excellent people and communication skills
Flexible nature and ability to adapt to changing directions/thinking that may occur during the consultative workshops
Knowledge of: Microsoft Office, especially Word, Excel and Power point
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of Arabic language is an asset.
