1.  Purpose of Assignment:
Under the general guidance and supervision of Planning Monitoring and Evaluation Specialist, the Individual Contractor (Social Protection) is expected to deliver on key tasks as identified under Scope of Work (3), providing coordination and technical support in assisting the various stages of social protection programming of UNICEF Liberia. This includes programmes aimed at improving:
(a) public policies to reduce child poverty;
(b) social protection coverage and impact on children;
(c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and
(d) governance, decentralisation and accountability measures to increase public participation and the quality, equity and coverage of social services.
This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, nutrition, health, child protection, water and sanitation etc. Additionally, it also encompasses working with international resource institutions in tapping their expertise on the social protection programming including, but not limited to, public financial management, child poverty estimation, capacity building of implementing partners and local governments etc.
2.  Objective of Assignment:
Objective 1.  Provide technical and coordination support to UNICEF Liberia towards an efficient and effective development and implementation of strategic advocacy and planning/formulation of social protection programme contributing to the achievement of sustainable results as envisaged in CPD 2020-2024 and Annual Management Plan 2020 (Priority 3 – Child Rights Advocacy and Monitoring).
3.  Scope of Work:
To achieve the objective, the Individual Contractor (Social Protection) will focus on the following tasks monthly and will provide a monthly report as a monthly deliverable. The consultancy assignment is for eleven months from the start date of the contract. Therefore, a total of 11 monthly reports are expected, and each of these monthly reports will be considered as one deliverable. It is important to note that the Individual Contractor (Social Protection) will work in close collaboration with an external agency specialised in social protection programming and included in the list of long-term agreement (LTAs) to provide technical support to social protection and public finance work. These are global LTAs maintained by UNICEF HQ. This entails that the Individual Contractor (Social Protection) will be responsible for in-country coordination, collaboration, management and technical support for the following functions.
Summary of Essential Functions/Accountabilities:
Facilitate estimation of child poverty & vulnerability mapping in coordination with international resource agencies for increased use for policy and programme action.
Support advocacy for a Household Income and Expenditure Survey or another national survey, for example, Welfare Measurement Survey, inclusive of Multi-dimensional Child Poverty estimation.
Strengthen social protection coverage and impact for children in Liberia – development of social protection policies, legislation and programmes with attention to increasing coverage of and impact on children (inclusive of conditional and non-conditional cash transfers for key results for children).
Improve use of public financial resources for children – Facilitate preparation of budget briefs, fiscal space analysis in coordination with international resource agencies to inform UNICEF’s advocacy and technical assistance to MoGCSP and MoFDP and other social sector ministries to improve equitable allocations for essential services for children.
Strengthen the capacity of local governments to plan, budget, implement and monitor child-focused social services – collaborates with central and local authorities to improve planning, budgeting, consultation and accountability processes so that decisions and child-focused service delivery.
Strengthen partnerships for child-sensitive social protection programming- Establish effective partnerships with the MoGCSP, MoFDP, World Bank, International Monetary Fund other bilateral and multilateral donors, NGOs, civil society and local leaders, and other UN agencies towards an effective and efficient social protection programming in Liberia.
Collaborate with International Resource Institutions with demonstrated capacity in the field of social protection, public financial management and local governance to seek expertise and technical support following UNICEF global and regional social protection programme guidance and policies.
The above task list is indicative and will be further refined. However, the scope of work will remain as above. The finalised task list for every month will be agreed, and the Individual Contractor (Social Protection) will be required to report on these tasks monthly. Each of the monthly reports will be considered as a deliverable, as explained above.

Documents to be included when submitting the Proposal:Interested Individual Contractor (Social Protection) must submit the following documents/information to demonstrate their qualifications:

Proposal/Letter of Interest – explaining why being the most suitable for the work.
Financial proposal – based on the deliverable and terms of payment. The financial proposal shall specify a total lump sum amount, and payment mentioned above terms based on delivery and acceptance of the services specified in the sections above.
Personal CV, including experience in similar projects and at least three references.

Competencies/Specialised Skills and Experience required for the Assignment:
Education:
A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
Experience:
Familiarity with the UN system and earlier experience of engagement with a UN agency will be considered an asset.
Familiarity with monitoring and evaluation of concepts/RBM/ data systems of Liberia would be an asset.
Familiarity/experience of working engaging with Government of Liberia and particularly with MoGCSP, MoFDP and Liberia Institute of Statistics and Geo-Information Services.
Demonstrated ability to coordinate between various social sector ministries on collaborative work.
Language requirements:
Fluency in English is required.
General Terms and Conditions of the Contract:
Under the consultancy agreements, payment is deliverable based as defined in the ToR
All remuneration must be within the contract agreement.
No contract may commence unless both UNICEF and the Individual Contractor sign the contract.
For international Individual Contractor outside the duty station, signed contracts must be sent by fax or email.
Individual Contractor will not have supervisory responsibilities or authority on UNICEF budget.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
