How can you make a difference?
More specifically in the following areas:
Draft, implement and monitor malaria control activities in an evidence-informed, timely and efficient manner. This includes reviewing and following up Programme Cooperation Agreements and Program Documents.
Coordinate the implementation of activities under UNICEF’s direct responsibility with the focus on Information Education Communication (IEC)/Behaviour Change Communication (BCC) activities, diagnosis and treatment, indoor residual spraying, Long Lasting Insecticide Treated Nets (LLIN) distributions (mass and routine) and drug distributions identifying synergies with community-focused interventions and ensuring no duplication with other initiatives.
Facilitate trainings on these subjects and micro planning where required.
Develop and implement program monitoring plans of zonal activities. Carry out regular monitoring field visits and spot checks of the range of activities such as community activities including LLIN distributions, supportive-supervision visits, training, workshops, IRS, etc. Conduct household monitoring and integrate with other child health interventions like ICCM where possible.
Verify documents/ reports submitted against actual activities. Ensure that the programme’s Monitoring &Evaluation plan is respected. This includes review of all quarterly reports (programmatic, financial, third party monitoring) and provide feedback to the partners in a reasonable time frame.
Liaise, communicate and plan with partners in the zones, including the Ministries of Health, World Health Organization, and other key national partners, regarding implementation of activities to ensure integration of services. This includes coordinating and participating in regular technical working group/coordination meetings and developing joint work plans, calling and participating in technical meetings with WHO and MOH and following up on recommendations, and ensuring that reports are submitted in a timely manner and are of good quality, amongst others.
Review of reports, pre-approval FACE forms, HACT+ documents and subsequent payments, to be done in a timely manner.
Facilitate visits from Local Fund Agents (LFA), consultants and others involved in supporting the activities. Assist in the facilitation of GFATM Review meetings.
Collect, analyse and ensure mapping of community data and produce reports for monitoring purposes on a quarterly basis.
Keep track of malaria commodities movement.
Other duties as assigned by the health and program managers.
Key function, accountabilities and related duties/tasks include:
Support to programme development and planning
Conduct and update the situation analysis for the development, design and management of health related programmes. Research and report on development trends (e.g. political social, economic, health) for higher management use to enhance programme management, efficiency and delivery of results.
Contribute to the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting.
Provide technical and operational support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results based planning (RBM), and monitoring and evaluation of results.
Prepare required documentations and materials to facilitate the programme review and approval process.
Programme management, monitoring and delivery of results
 Draft, implement and monitor activities in an evidence-informed, timely and efficient manner.  Act as the first point of contact for zonal partners implementing malaria control and health systems strengthening activities.  This includes reviewing and following up PDs.
Manage implementation of activities under UNICEF’s direct responsibility including operational research, LLIN distributions, strengthening case management at MCH/HP levels and HIS.
Develop monitoring plans of partner activities.  Carryout regular monitoring field visits and spot checks individually and jointly (with MOH, WHO, NGOs, colleagues) of activities such as of supportive-supervision visits, training, workshops, etc. Verify documents/reports submitted against actual activities.  Support partners to ensure that the objectives of the program are reached including facilitating discussions with MOH as needed.
Monitor the flow of supply assistance to partners to ensure timely provision at health facility level.  Draft supply plans and forecasts.  Monitor supply by collecting and recording information on inventories, distribution and utilization.
Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations, and/or to alert appropriate officials and stakeholders for higher-level intervention and decisions. Keep record of reports and assessments for easy reference and to capture and institutionalize lessons learned.
Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts to assess programmes and to report on required action/interventions at the higher level of programme management.
Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), and verify compliance with approved allocation and goals, organizational rules, regulations, procedures, as well as donor commitments, standards of accountability, and integrity. Report on issues identified to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.
Technical and operational support to programme implementation
 Conduct regular programme field visits and share information with partners and stakeholders to assess progress and provide technical support and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners/donors on the application and understanding of UNICEF and donor (the Global Fund) policies, strategies, processes, and best practices on health-related issues to support programme implementation, operations and delivery of results.
 Networking and partnership building
 Liaise, communicate and plan with partners including the MoH, key national partners in the zone regarding implementation of activities to ensure integration of services.  This includes coordinating and participating to regular technical working group/coordination meetings and developing joint workplans. Facilitate visits from LFA, consultants and others involved in supporting the activities.
Collaborate with health colleagues at zonal and CO’s levels to ensure strengthening of malaria control and health systems strengthening activities, including strategies on capacity building of health workers and community mobilization.
Build and sustain effective close working partnerships with health government counterparts, including the National Malaria Control Program, and national stakeholders through active sharing of information and knowledge to enhance programme implementation and build capacity of stakeholders to deliver concrete and sustainable results.
Innovation, knowledge management and capacity building
Collect, analyze health facility and community data and produce reports for monitoring purposes on a quarterly basis.  Maintain files that will be subjected to LFA review.  Provide regular other relevant information and updates to the Health and Malaria Managers as required.
Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.in malaria control.
Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
Assist with oversight of research and ensure results are available for use in knowledge products such as HMIS/DHIS2 and the malaria module.
Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders, including financial and programmatic reviews.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in one of the following fields is required: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field. *A first University Degree in a relevant field (as above) combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of two years of professional experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
Experience working in a developing country is considered as an asset. Relevant experience in a UN system agency or organization is considered as an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
