How can you make a difference?
Under the supervision of the Moroto Zonal Office Chief, and in close co-ordination with the Zonal Office programme staff, the Country Office Nutrition unit, and C4D unit, the consultant will utilize the integrated approach for C4D interventions to fast-track planning, implementation, monitoring and documentation of C4D interventions, with particular emphasis on the community-based and facility-based health and nutrition communication interventions. The consultant will find and establish stronger C4D linkages between the interventions embedded in the three communication strategies (The Uganda Nutrition Advocacy & Communication Strategy, the NIECD and Adolescent Girls’ C4D strategies) to further engage communities, sub national level leadership and development partners, for C4D implementation. The consultant will support the development and implementation of work plans (aligned to the activities in the CSD Nutrition and C4D RWPs) with the district local governments and technical planning committees in tandem with the District Development Plans. The consultant will support capacity strengthening capacities of the Zonal Office staff, districts and PCA Partners, as well as support supervision and monitoring of actions implemented in the frame of the UNICEF rolling work-plans. The consultant will participate in the documentation and dissemination of C4D results at sub-national level.
Justification:
 Terms of Reference for a consultant to provide Communication for Development(C4D) technical support in Karamoja region (Moroto Zonal Office). The three thematic programmes Development supported by C4D include Child Survival and Development (CSD), Basic Education and Adolescent (BEAD) and Child Protection, under two programs of Early Childhood Development and Adolescent development.
Communication is essential for Human Development and is central to empowering people to engage in dialogues and negotiations, to understand and decide on issues that affect them most, in their own context. It also plays a powerful role in addressing barriers and shaping demand for and adoption of preventive and promotive practices related to Health and Nutrition [1,2]. UNICEF Uganda engages Communication for Development (C4D) as a cross- cutting strategy to shift attitudes and behaviors of those who have influence on the wellbeing of children, their families and communities [3].
C4D is defined as a systematic planned and evidence-based strategic approach to promote positive and measurable behavioral and social change. In their own environments, communities and decision makers are engaged at local, national and regional levels in dialogue. These dialogues aim at promoting, developing and implementing policies, programmes and interventions that enhance the quality of life for all and strengthening their capacity to identify their own development needs, assess available options, and take agreed action, to improve their lives. These communities then assess the impact of their actions, and agree again, on how to address any remaining gaps [4,5]. UNICEF C4D’s design, implementation, monitoring and evaluation framework uses the Social Ecological Model (SEM) to identify opportunities and entry points for interventions that promote individual behavioural and broader social changes, and link behavioural and social change strategies with efforts to strengthen environmental and community support and participation.
In Uganda, as a strategy, C4D is pivotal for programming across the different sectors. Key communication messages and motivation in support of various programme areas have been shared widely with communities through various channels of communication including mass media, social media, community media and interpersonal communication. Notably, in collaboration with the Government of Uganda and other development partners, C4D programming has been integrated through two programmes namely: The National Integrated Early Childhood Development (NIECD) and Adolescent Girls’ Development. These in part promote the adoption of the evidence based 22 Key Family Care Practices (KFCPs) and address related underlying social and cultural norms. The KFCPs are commonly practiced behaviors at household and community level that impact on child survival, growth and development or on the causes of morbidity and mortality in children. For example, 35.2% of the children under five years in Karamoja are estimated to be stunted, and only 7.7% of households have fixed places for hand washing. Also, the Net Attendance Ratio (percentage of the school-age population that attends primary or secondary school) in primary schools stands at 37.2% in primary schools, and at 3.4% in secondary schools. A total of 16.5 % of the children have their births registered, with a birth registration certificate in place, while 23.6% of girls between the age of 15-19 years have begun child bearing [6]. All these affect children’s wellbeing and potential for development. Therefore, successful improvement in these indicators will in part depend on establishing effective communication programming to support social and behavior change at household and community levels.
Specifically, C4D contributes to:
Increased demand for and utilization of services and optimal caregiving/wellbeing practices
Abandonment of harmful social norms and practices across all sectors
Enhanced social cohesion and empowerment of communities, adolescents and children, particularly the most marginalized, in decisions and actions to improve their wellbeing
Improved preparedness and enhanced capacity and engagement of communities in emergencies, resulting in strengthened communities’ resilience and
Increased capacity development to raise standards of C4D practice
The need for this consultancy is aligned to the following CSD Nutrition and C4D 2019 rolling workplans:
1.3.4 Technical and financial support to the health sector at district level for planning, coordination, capacity building and service delivery for improved nutrition
1.3.5 Strengthen community platforms to implement actions for improved nutrition (e.g. promotion of KFCP, SBCC campaign)
5.3.1 Strengthen UNICEF capacity at national and zonal level to implement and monitor holistic, comprehensive C4D programming
5.3.2   Strengthen the C4D institutional structure and capacity of GOU counterparts in key ministries at national and sub-national level as well as NGOs
5.3.3   Develop and implement a C4D RM&E capacity strengthening plan with PME and ZO PME focal points
5.3.5 IEC Material/Toolkit Development and Media Campaigns
5.3.6: C4D Support to Programme Sections for BEAD, CP and CSD (Emergencies).
Recognizing that Communication has a major role to play in the area of social and behaviour change that is required to see the adoption, practice and maintenance of positive behaviours in communities, the UNICEF Uganda Communication for Development (C4D) unit requires the support of a C4D consultant, based at the Moroto Zonal Office, to provide technical support for the day to day C4D implementation at sub-national level, working closely with other UNICEF Programme staff, and with  the 8 district local governments and UNICEF implementing partners in Karamoja region. This will improve on the quality of C4D programming and strengthen monitoring for results at community and sub national level. In undertaking the assigned work, the Consultant will refer to the relevant 2019 UNICEF rolling workplan outputs, the Uganda Nutrition Advocacy & Communication Strategy and Nutrition Action Plan as well as the NIECD and Adolescent Girls’ Development C4D Strategies.
 Key Tasks:
a) Develop and submit an inception report and work plan for review and approval for implementation during the consultancy
Actively participate in and support the Karamoja SBCC coordination platform and provide technical support to District Local Governments (DLGs) and implementing partners for the design, implementation and monitoring of Nutrition Social and Behaviour Change
Communication (SBCC) interventions that target infants, young children, adolescents, pregnant and lactating women and mothers in reproductive age.
Design and implement an assessment of current health, nutrition and WASH SBCC interventions
at facility and community level, including the identification of challenges for the implementation of current guidelines and the development of recommendations
Provide C4D technical support to WASH activities, including integration of messaging into Nutrition counselling sessions
Provide technical support to BEAD and Child Protection C4D interventions
Provide routine onsite support to pertinent district local government officials (e.g. the District Nutritionists and District Nutrition Focal Points) and implementing partner staff on supervision and monitoring of SBCC interventions.
Strengthen the capacities of UNICEF Zonal Office colleagues, district local government staff and implementing partners through organizing, coordinating & conducting at least 2 regional workshops on C4D Nutrition interventions and C4D programming principles and monitoring and evaluation
Support the development/ refining of monitoring tools for C4D interventions and monitor and document C4D interventions as requested, including human interest stories, photos etc
Provide any additional support to the UCO Nutrition unit, C4D unit and zonal office as and when needed
Submit final consultancy report with lessons learnt, best practices, gaps, challenges and recommendations
To qualify as an advocate for every child you will have…
Advanced university degree in Communication, Nutrition, Public Health, Social Sciences, Behavioral Sciences or any other related field.
A minimum of 8 years’ experience in Communication for Behavior and Social Change / SBCC or Health Promotion and Education, involving advocacy, social mobilization, behavior change and community participation, partnership building and training in interpersonal communication
Experience of working with government and civil society groups
Proven expertise in conducting capacity strengthening trainings and developing communication materials, tools, manuals and strategies

Excellent facilitation skills, negotiation skills and oral and written communication skills;
A wide range of facilitation approaches
Strong analytical skills
Knowledge of the Uganda context is an added advantage
